Therefore, the formation and development of an international-scale Innovation and Startup Center in Ho Chi Minh City is an inevitable trend. Thereby, creating institutional infrastructure and physical space for international innovation activities; attracting technology enterprises, research institutes, investment funds, global startups; supporting commercialization, testing new technologies and developing products on the spot; connecting Ho Chi Minh City's innovation ecosystem with global innovation networks such as: Block71, MaRS, Station F...

According to Mr. Le Thanh Minh, Deputy Director of the Department of Science and Technology of Ho Chi Minh City, the construction of the draft Project to develop an international-scale Innovation and Startup Center in Ho Chi Minh City is not just a physical innovation center at a single location, but a chain of many innovation models in the city.
Thereby, creating a strong ecosystem, aiming to develop the Center into a strategic infrastructure in the innovation system of Ho Chi Minh City by 2030, playing an international connecting role, contributing to bringing Ho Chi Minh City into the top 100 global startup ecosystems and becoming the knowledge-based economic center of Southeast Asia.
The formation of these four orientation models is a necessary requirement to build a multi-layered, multi-subject innovation ecosystem, effectively connecting the State-academy-enterprise-investor-international.
According to experts, Ho Chi Minh City has many conditions to form an international-scale Innovation and Startup Center. The city is the leading cradle of science, technology and innovation in the country, with a network of nearly 80 universities, 30 research institutes, a high-tech park, many key industrial parks and hundreds of science and technology enterprises, accounting for 50% of the country's innovative startups.
Referring to the project of an international-scale Innovation and Startup Center in Ho Chi Minh City, according to Mr. Vo Hung Son, Deputy Head of Science Management Department, Department of Science and Technology of Ho Chi Minh City, the expected structure of the Innovation and Startup Center has four orientation models.
Specifically, the model "International Innovation Center of Ho Chi Minh City National University" (Public-public partnership model); the model "International Innovation Center of Ho Chi Minh City High-Tech Park" (Model of public service unit under the Management Board of Ho Chi Minh City High-Tech Park).

The remaining two models are the model "Ho Chi Minh City Center for Entrepreneurship and Innovation meeting the criteria of an international innovation center" (Model of a public service unit under the Department of Science and Technology); and the model "International Innovation Center invested by enterprises" (Public-private partnership model).
The formation of these four orientation models is a necessary requirement to build a multi-layered, multi-subject innovation ecosystem, effectively connecting the State-institute-enterprise-investor-international; at the same time, ensuring the balance between the public and private sectors, between research-application-commercialization, as a lever towards developing Ho Chi Minh City into an international innovation center of Southeast Asia.
The goal of developing an international-scale Innovation and Startup Center in Ho Chi Minh City is to create a focal point for internationalizing the city's innovation ecosystem. At the same time, build a regional-scale research-testing-incubation-technology commercialization complex.

By 2030, Ho Chi Minh City will enter the top 100 global startup ecosystems and the top 3 ASEAN in terms of Innovation Index. By 2045, strive to approach the group of 50 leading cities in the world in terms of innovation.

To achieve the above goal, experts say that Ho Chi Minh City needs to focus on applying a special policy mechanism on testing (Sandbox).
In particular, a list of pilot fields is issued, such as: Fintech, Digital Health, AI/Big Data, new technology, digital technology, biotechnology, etc. to allow innovative startups to experiment within a controlled framework without violating regulations.
According to Mr. Nguyen Thanh My, Chairman of the Board of Directors of Rynan Technologies Vietnam Joint Stock Company, the City needs to focus on practical and specific startup support solutions for businesses.
Thereby, creating conditions for potential businesses to participate in the city's startup network, promoting the development of the innovation and startup ecosystem.

Experts also said that the City also needs to use budget capital (according to Resolution 98/2023/NQ-QH15 on piloting specific mechanisms and policies for the development of Ho Chi Minh City) to invest in shared facilities, technical infrastructure, and equipment serving innovation activities, creative startups, and research and development in science and technology.
Thereby, upgrading and developing the High-Tech Business Incubator, Ho Chi Minh City Creative Startup Center... to become centers of international stature.
