
In the expenditure structure, development investment expenditure is estimated at 486.1 trillion VND (61.5% of the estimate), debt interest payment is 77.5% of the estimate, and regular expenditure is 78.4% of the estimate. Expenditures have promptly met the needs of socio -economic development, national defense, security, and state management; at the same time, ensuring full payment of salaries, pensions, social allowances and policies according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP, serving the reorganization of the administrative apparatus, ensuring facilities and stable operations after the reorganization.
In 10 months, the central budget used 29.73 trillion VND from the reserve fund to supplement ministries and central agencies (20.52 trillion VND) and support localities (9.21 trillion VND) to carry out urgent tasks such as reorganizing administrative units and supporting production after natural disasters and epidemics. About 3.6 trillion VND was allocated to overcome the consequences of storms and floods in many localities.
The Ministry of Finance said that the Government has issued Resolution No. 337/NQ-CP to supplement the central budget reserve estimate for 2025 from increased revenue in 2024, to ensure resources for tasks arising under Resolution No. 57-NQ/TW of the Politburo, as well as for natural disaster and epidemic prevention, national defense and security and other important and urgent tasks.
Along with that, implementing the direction of the Prime Minister , the Ministry of Finance has issued 13,951 tons of national reserve rice to serve natural disaster prevention, rescue, and support people during the early year crop gap.
As of October 28, 2025, the State Treasury has issued VND 277.3 trillion in government bonds, with an average term of 9.84 years and an average interest rate of 3.05%/year, contributing to stabilizing capital sources for budget balance and development investment.
The Ministry of Finance affirmed that the balance of central and local budgets continues to be firmly ensured, meeting spending and investment needs and key development tasks in 2025.
