On the morning of November 9, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the construction of the Yen Khuong Primary and Secondary Boarding School in Thanh Hoa province. On the occasion of the groundbreaking ceremony and Vietnamese Teachers' Day, November 20, on behalf of the Party, State and Government leaders, the Prime Minister sent his respectful greetings, warm regards and best wishes to the delegates, teachers, students and parents.
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh emphasized that the Party and State always consider education and training as the top national policy. Education is not only the foundation for shaping human personality, qualities and abilities, but also the decisive factor in ensuring success in developing human resources, serving the cause of building and defending the socialist Fatherland.

The Prime Minister expressed his joy at attending the groundbreaking ceremony in the atmosphere of the whole country competing to achieve achievements to welcome the 14th National Congress of the Party. This is an event of profound political, social and humanistic significance, demonstrating the spirit of "The whole country looks towards the border, for the future of the children of all ethnic groups".
According to the Prime Minister, the policy of investing in building 248 inter-level boarding schools for ethnic minorities in the border communes was approved by the Politburo in Conclusion No. 81 dated July 18. This is one of the key tasks, contributing to improving the people's knowledge, training human resources and cadres of ethnic minorities in the area, and at the same time strengthening national defense and security in the border areas.
The construction of a system of inter-level boarding schools is considered a breakthrough in the strategy of developing human resources in border areas. To date, 28 schools have been started. Today, 72 schools in 14 border provinces continue to be started simultaneously, creating a strong momentum spreading along the length of the Fatherland's border.
“We are very happy to see the joy spreading along the borders of the Fatherland. Everywhere, there are bright and excited eyes of teachers, students, parents and people when witnessing the groundbreaking of inter-level boarding schools, contributing to spreading the spirit of humanity, benevolence and social responsibility in the journey of spreading knowledge to our border areas,” the Prime Minister emphasized.

According to the Prime Minister, boarding schools are not only places for learning but also a symbol of faith, aspiration to rise up and demonstrate the spirit of national solidarity. This is an important first step in the journey of “sowing knowledge in the border areas”, bringing the light of knowledge to children of ethnic minorities, creating a solid foundation for sustainable development in border areas.
At the groundbreaking ceremony, the Prime Minister expressed his thanks to the localities, construction forces, teachers, students and people in the border areas for their unanimity and efforts in implementing this meaningful program. At the same time, the Prime Minister thanked the organizations, businesses, individuals and philanthropists at home and abroad for always accompanying, contributing and supporting the implementation of the program.
The Prime Minister requested the Minister of Education and Training and relevant ministries and branches, especially the Secretaries and Chairmen of border provinces, leaders of departments, branches and branches to directly direct, regularly inspect, urge, promptly remove difficulties and obstacles, strive to complete projects on schedule; ensure quality, technique and aesthetics; prevent corruption, negativity, waste, loss or unreasonable capital increase; improve the comprehensive education quality of schools in border areas.
The Prime Minister suggested focusing on investing in boarding schools that have been started with the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain, not losing to storms", "working during the day is not enough, working at night, working on holidays" with the spirit of speed and boldness, complying with regulations, ensuring the right quality and completing on time.
“The new schools will be places to sow letters, nurture knowledge, light up dreams, and realize aspirations; and will be symbols of the spirit of great national unity, the affection and responsibility of the Party, State and people towards their compatriots and the border areas of the Fatherland,” the Prime Minister emphasized.

The Prime Minister also requested Party committees at all levels, authorities, construction units and relevant agencies to comply with the "5 guarantees" in investing and building schools, including: ensuring quality and progress; ensuring site clearance and material sources; ensuring techniques, aesthetics, environmental sanitation, landscape, and labor safety; ensuring no corruption, negativity, loss, or waste; and ensuring that investment is effective, bringing practical benefits to students, teachers, and parents and contributing to promoting local socio-economic development.
On this occasion, the Prime Minister expressed his deep gratitude to the team of teachers in remote, mountainous and border areas, who silently spread knowledge. He also wished the students to be good and study well, preserve national identity, nurture their dreams and aspirations to rise up and contribute to building their homeland and country.
Four schools simultaneously started construction in Thanh Hoa today, including Yen Khuong, Tam Lu, Tam Thanh and Na Meo communes. Previously, on October 14, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for Bat Mot Primary and Secondary Boarding School in Can village, Bat Mot commune, another border commune of the province.
