Maximum effort to increase GDP growth by over 8% in 2025

The socio -economic situation continues to be positive, in general, the first 10 months of this year are better than the same period last year, shown through figures such as total import-export turnover reaching over 762 billion USD, up over 17%. Disbursement of public investment capital reached over 491,000 billion VND, up over 145,000 billion VND in absolute terms compared to the same period last year. Promoting the disbursement of capital flows is a key factor to promote the economic growth target for the whole year.

At the October Government meeting, connecting online with 34 provinces and cities last weekend, Prime Minister Pham Minh Chinh asked ministries, branches and localities to uphold their sense of responsibility, "resolutely not back down in the face of challenges; not subjective in the face of advantages, not pessimistic in the face of difficulties" and "not perfectionist, not hasty, not missing opportunities" to complete the set goals.

In the coming time, the Prime Minister emphasized 12 groups of key tasks and solutions. In particular, continuing to implement a proactive, flexible, timely, and effective monetary policy, closely and synchronously coordinating with a reasonable, focused, and key expansionary fiscal policy and other policies; ensuring harmony and reasonableness between growth and inflation both in the short term and in the long term.

The Prime Minister emphasized that in order for the whole year to reach over 8% growth, the GDP growth rate in the fourth quarter must reach over 8.4%. Therefore, the disbursement of public investment capital must be determined to achieve 100% of the plan; strongly develop the domestic market; implement large-scale trade promotion programs; promote new growth drivers such as science and technology, innovation, digital transformation, green economy, circulation, creativity, development of international financial centers, semiconductor chips, artificial intelligence, renewable energy; effectively exploit underground space, outer space, and sea space.

The Prime Minister requested ministries, branches and localities to resolutely, synchronously, promptly and effectively implement the Resolutions, conclusions and directions of the Central Committee, the Politburo, the Secretariat, General Secretary To Lam, the National Assembly, the Government and the Prime Minister.

Prime Minister Pham Minh Chinh directed: "Most recently, we issued Resolution 86/NQ-CP of the Government on implementing key tasks in the last months of 2025. This is our new point in direction and administration. We have built a Resolution for us to operate from now until the end of the year. Clear goals, clear methods, clear political determination, clear assignment, and clear implementation of the spirit of 6: determining our goal is to stabilize the macro-economy, control inflation, promote growth, ensure major balances of the economy, which are both goals, driving forces, and resources for development. And if we can do this, we will grow highly, develop quickly and sustainably. Government members, heads of ministries, branches, and localities must thoroughly understand their functions, tasks, and powers, and proactively implement this issue."
