The goal set by the XIII Congress on infrastructure development is that by the end of 2025, the whole country will have 3,000 km of expressway stretching from North to South, from Cao Bang to Ca Mau Cape. However, due to many objective and subjective reasons, 2 of the component projects of the North-South expressway are facing a difficult situation of being completed in 2025, which are the expressway component project Huu Nghi - Chi Lang section and Dong Dang - Tra Linh section.
Of which, the construction output value at Huu Nghi - Chi Lang project has only reached 50% of the volume while Dong Dang - Tra Linh project has only reached 43% of the volume.
Faced with the above situation, on November 8, at the 21st meeting of the State Steering Committee for important national works and projects, key to the transport sector, Prime Minister Pham Minh Chinh requested to continue to inspect, review, and remove difficulties and obstacles related to key transport projects for a number of expressway projects with large volumes such as Dong Dang - Tra Linh, Huu Nghi - Chi Lang, Tuyen Quang - Ha Giang .
The Prime Minister requested contractors to immediately adjust construction methods for these projects and, depending on the specific situation, mobilize additional support from the Army and Police to complete the project before December 19.
Following the direction of the head of the Government, on November 9-10, Minister of Construction Tran Hong Minh directly inspected the two above-mentioned expressways in Cao Bang and Lang Son to rectify the construction work at these two projects. The Minister commented that "both projects can be technically opened to traffic on December 19 if the enterprises seriously concentrate their efforts on construction".
On-time delivery is a promise of honor.
Minister Tran Hong Minh commented: Currently, the construction volume on the ground of the two expressway component projects through Cao Bang and Lang Son is still quite large, and the capital disbursement progress is slow. However, the remaining volume is still capable of being completed, ensuring the progress of the route opening as planned.
"There are about 40 days left until December 19. The timely completion of the two projects is the honor of the enterprise and the locality in fulfilling its promise to the Prime Minister. Therefore, the enterprise needs to mobilize maximum human resources and machinery; call for the support of local contractors to participate in the construction to speed up the project progress in order to basically complete the project and open the route," the Minister requested.
In the case of some households in Lang Son province that have not yet moved, causing difficulties in the dumping and construction of the Dong Dang - Tra Linh and Huu Nghi - Chi Lang expressways, Minister Tran Hong Minh requested the People's Committee of Lang Son province to urgently take action to resolve the site clearance problems in November 2025, and apply additional support policies such as integrating national target programs to eliminate temporary and dilapidated houses to support and help people stabilize their lives soon.
Regarding the difficulties in building rest stops on the route, the Minister requested the project enterprise to promptly submit a written request to the People's Committee of Lang Son province to resolve them according to its authority, ensuring the construction and putting the rest stops into operation on schedule to help effectively exploit the routes.
For locations severely affected by storms and floods last September and October, the Minister asked businesses to accurately count the damage and specific conditions in order to take remedial measures in accordance with regulations.

Mobilizing more than 3,200 personnel to speed up construction
Cao Bang Provincial People's Committee said that the total output of the Dong Dang-Tra Linh Expressway phase 1 has reached 43.24% of the contract value, with the cumulative disbursement of capital in 2025 reaching 48.4%. Recently, the project suffered great damage during the implementation process due to the impact of storms No. 10 and No. 11, many project items were severely damaged, estimated at about 45,387 billion VND (including landslides, damaged culverts, bridges, operating houses...).
Currently, the project enterprise is implementing over 200 test points with 1,467 machines and equipment mobilized at the construction site and a total of 3,260 personnel (engineers and workers) to construct the Dong Dang - Tra Linh expressway.
It is expected that on December 19, the project will open the first phase of the asphalt concrete route, about 45km (including: Segments Km0 - Km26; Km38 - Km45; Km54-Km62; Km79-Km83), the remaining segments are expected to open on crushed stone and roadbed.
Cao Bang Provincial People's Committee also affirmed: In November 2025, the province will complete compensation and site clearance for phase 2 of the Dong Dang - Tra Linh expressway construction project.
The Huu Nghi - Chi Lang Expressway project has currently achieved 51.3% of the contract value (equivalent to 72% of the expected output). It is expected that by December 19, the Huu Nghi - Chi Thang section will be open for about 54/61km (7km not included in the opening plan), of which 25km will be on asphalt concrete layer, 15km on crushed stone aggregate base, and 14km on the base.
The project enterprise also committed that by the Lunar New Year 2026, the entire route will be open on asphalt concrete and crushed stone, completing 30km of expressway from Chi Lang to Lang Son city (Km 45+130 to Km 17+300) to serve people traveling during Tet.
The Dong Dang - Tra Linh Expressway project has a total length of 121km, divided into 2 investment phases with a total investment of nearly 23,000 billion VND.
Stretching across Lang Son and Cao Bang, phase 1 of the project is more than 93km long, including 2 mountain tunnels and 64 overpasses across the Ky Cung and Bang Giang rivers, along with countless streams and provincial roads.
Phase 1 has a total investment of 14,167 billion VND, invested by the joint venture of Deo Ca Group Joint Stock Company - ICV Vietnam Investment and Construction Joint Stock Company - Deo Ca Transport Infrastructure Investment Joint Stock Company - Construction Joint Stock Company 568. It is expected that phase 1 will be opened to traffic in 2025 and completed in 2026.
On August 19, 2025, phase 2 of the project officially started construction to expand the 93.35 km invested in phase 1 and build a new 27.71 km of highway connecting to Tra Linh border gate. The total investment in phase 2 is 12,072 billion VND, expected to be completed in December 2027.
The Huu Nghi - Chi Lang Expressway Project is the first segment of the North - South Eastern Expressway axis, with a length of nearly 60 km and a total investment of 11,029 billion VND. Construction started on April 21, 2024, this expressway connects directly to 3 international border gates: Huu Nghi, Coc Nam and Tan Thanh. The starting point of the project is at Km 1+800 National Highway 1 connecting to the entrance to Huu Nghi border gate; the end point is at Km 44+749.67 of the Bac Giang - Lang Son Expressway.
Lang Son Provincial People's Committee is responsible for implementing the project. The consortium of investors includes the following companies: Deo Ca Construction Joint Stock Company - Deo Ca Group Joint Stock Company - 568 Construction Joint Stock Company - Lizen Joint Stock Company headed by Deo Ca Group.
