Hai Phong: Approving Investors to build Cam Dien - Luong Dien Social Housing Project

Decision No. 4457/QD-UBND signed by Mr. Le Anh Quan, Vice Chairman of Hai Phong City People's Committee on November 7, 2025 on approving SKLAND Investment Joint Stock Company as the Investor to implement the investment project to build a social housing area in the new residential area of Cam Dien - Luong Dien commune, Cam Giang district, which was approved by the People's Committee of Hai Duong province (old) in Decision No. 2148/QD-UBND dated June 20, 2025.

According to this Decision, the selected investor is SKLAND Investment Joint Stock Company, located in Mau An village, Cam Giang commune, Hai Phong city. The total investment of the project is more than 550.3 billion VND.

The project will complete the construction investment within 24 months from the date of handing over the land to the Investor to implement the project. The project's operating period is 10 years from the date the Investor is decided to hand over the land.

Hai Phong City People's Committee requests SKLAND Investment Joint Stock Company to take full responsibility before the law for the legality, accuracy and honesty of the dossier requesting approval of the Investor to implement the project; the explanations and commitments in the Document requesting approval of the Investor and the attached dossier. Implement the project according to the approved content.

Comply with legal regulations on investment, construction, land, housing, real estate business, environmental protection, fire prevention and other relevant regulations; Concentrate resources to invest in construction to complete the entire project according to the approved schedule;

Complete procedures to ensure project implementation in accordance with the provisions of law on investment before the Department of Agriculture and Environment submits to the City People's Committee a decision on land allocation for the project implementation area in accordance with the provisions of law on land.

During the project implementation, do not cause any negative impact on the environmental landscape and protected areas of relics; in case of discovering cultural heritage (relics, artifacts, antiquities, archaeological sites, etc.), the Investor shall temporarily stop construction, notify the local authorities and coordinate with the state management agency of culture to promptly handle according to regulations.

Implement the investment activity reporting regime in accordance with the provisions of the Investment Law, report information on housing and real estate market as prescribed;

Proactively contact and coordinate with departments, branches, localities and relevant agencies to receive guidance and carry out legal procedures for the project in accordance with the law.

Hai Phong City People's Committee assigned Mao Dien Commune People's Committee to strictly manage construction order at the project according to the approved detailed planning and relevant legal regulations. Receive and hand over land for trees, landscape, traffic, and yard of the project after the Investor completes the construction investment and is accepted.

Departments, branches, localities and related units: According to assigned functions and tasks, are responsible for coordinating in the process of project implementation according to regulations; inspecting, guiding and urging selected Investors to implement the project according to regulations.
