Hai Phong: Approving the Contractor to implement the investment project to build the new residential area of ​​Tu Ky commune

Recently, Hai Phong City People's Committee has just issued a Decision approving the results of selecting an Investor to implement the Investment Project to build a new residential area in Mac Xa village, Quang Phuc commune, Tu Ky district (now Mac Xa village, Tu Ky commune).

Decision No. 4313/QD-UBND signed by Mr. Le Anh Quan, Vice Chairman of Hai Phong City People's Committee on October 30, 2025 on approving the results of selecting Investors to implement the Investment Project to build a new residential area in Mac Xa village, Tu Ky commune.

According to this Decision, the selected investor is BB Sun Vietnam Joint Stock Company, located in Thai An village (Tu Ky commune, Hai Phong city), the legal representative is Mr. Dao Van Bac, who is also the General Director of the company.

The total investment proposed by BB Sun Vietnam Joint Stock Company (excluding land use fees) is more than 131.4 billion VND.

The project's objective is to invest in the construction of technical infrastructure and social infrastructure to form a new, modern residential area, synchronously connecting technical infrastructure and social infrastructure with neighboring areas; meeting the demand for residential land, increasing State budget revenue, creating momentum for local socio-economic development. The project's land area is more than 48,600 m2.

The selected investor is responsible for investing in the construction of technical infrastructure items, including: Leveling the ground; traffic system and parking lot; rainwater drainage system; wastewater drainage system and wastewater treatment plant; lighting system; domestic power supply system, medium voltage lines and transformer stations; communication system; clean water supply and fire protection system; street trees, concentrated green trees....

Along with that, invest in the construction of 24 low-rise housing projects (rough construction and exterior finishing) on ​​land lots with frontage adjacent to the service road of Provincial Road 391 (from lot LK6-1 to lot LK6-12; from lot LK7-1 to lot LK7-12), scale of 04 floors high.

Project implementation progress: Prepare investment and site clearance within 12 months from the date of decision approving the results of Investor selection. Invest in construction and completion of technical infrastructure works, housing works (rough construction and exterior finishing) within 18 months from the date of land handover.

The project operation period is 05 years, from the date the Investor receives the decision on land allocation, land lease decision, or land use purpose conversion decision.

Hai Phong City People's Committee assigned Tu Ky Commune People's Committee to organize compensation and site clearance as a basis for land recovery and handover to the Investor to implement the project.

Organize strict management of construction order at the project according to approved detailed planning and relevant legal regulations; carry out procedures for granting construction permits for people's houses (if any according to regulations) according to housing design models, architectural management regulations and current legal regulations.

Receive and hand over technical infrastructure and land funds to build public works, cultural houses, etc. of the project after the Investor completes the construction investment and is accepted.

Hai Phong City People's Committee requests BB Sun Vietnam Joint Stock Company to comply with legal regulations on investment, construction, land, housing, real estate business and other relevant regulations; Negotiate and sign project implementation contracts with authorized agencies as a basis for project implementation; Concentrate resources to invest in construction to complete the entire project according to the approved schedule and signed contract; be subject to inspection and supervision by competent state agencies; Before selling houses to foreigners, investors must obtain permission from competent agencies as prescribed;

Hai Phong City People's Committee also requests relevant departments, branches, localities and units to coordinate in the process of project implementation according to regulations according to their assigned functions and tasks; inspect, guide and urge selected investors to implement the project in accordance with State regulations.
