According to the results of the 2024 Provincial Digital Transformation Index (DTI) ranking announced by the Ministry of Science and Technology , Hai Phong city has risen 5 places compared to 2023, reaching 3rd place nationwide with a DTI value of 0.7857 points.
In particular, Hai Phong achieved maximum scores in the Digital Awareness and Digital Institutions pillars, and ranked 3rd nationwide in Digital Infrastructure and Digital Economic Activities.
This confirms the city's efforts, determination, and clear effectiveness in digital transformation over the past period.
From November 2024, Hai Phong officially launched the Digital Government Project, marking an important step in the local-level digital transformation process.
The city has integrated and shared data from 23 databases and information systems of central ministries and agencies with 1,579 online public services on the National Public Service Portal, achieving a rate of 81.5%.
In addition, Hai Phong has created a shared data warehouse comprising 192 datasets, 1,941 information fields, and over 437,000 records from 18 out of 20 departments and agencies; and operates an open data portal with 58 data tables from 14 units, providing 50 out of 98 open datasets, facilitating easy access to information for citizens and businesses at data.haiphong.gov.vn.
The city is also focusing on developing electronic authentication and identification services, the Smart Hai Phong application, a system for monitoring and evaluating digital government services, and online digital skills training platforms. These synchronized solutions contribute to improving management efficiency and bringing public services closer to citizens and businesses.
Notably, Hai Phong has proactively taken the initiative, seizing the opportunity presented by the merger of Hai Phong and Hai Duong provinces to restructure its management model, integrate data infrastructure, and unify a common digital platform, creating a solid foundation for the development of the digital economy and digital society in the new phase.
Since 2020, the Ministry of Science and Technology (formerly the Ministry of Information and Communications) has issued and implemented the Digital Transformation Index (DTI) to assess the level of digital transformation at three levels: ministerial, provincial, and national.
Digital Transformation Initiative (DTI) is a crucial tool for tracking progress, evaluating effectiveness, and guiding policies to promote digital transformation nationwide.
The national DTI comprises 12 indicators divided into 3 main pillars: Digital Government (400 points), Digital Economy (300 points), and Digital Society (300 points), with a total score of 1,000.
The provincial-level DTI is structured around three similar pillars: Digital Government, Digital Economy, and Digital Society, comprising eight main indicators with 47 sub-indicators. Among these, the group of common foundational indicators (digital awareness, digital institutions, digital infrastructure, digital workforce, and cybersecurity) accounts for the majority, alongside the group of operational indicators (digital government, digital economy, digital society).
The DTI at the ministerial level comprises 6 main indicators and 31 sub-indicators with a total score of 1,000, reflecting the specific characteristics of each ministry and sector in implementing digital transformation.
