The Party Committee and the Military Command of Hai Phong City have proactively coordinated with departments and branches to research, advise, and propose to the City Party Committee, People's Council, People's Committee, the Party Committee and the Military Region 3 Command, and focused on leading and directing the implementation of many strategic solutions in performing local defense and military tasks, building an increasingly solid KVPT. The system of military agencies at all levels has been streamlined, operating effectively and efficiently; the militia and self-defense force has been built strong and widespread; the management, registration, training, inspection, and mobilization of reserve soldiers have been carried out seriously and synchronously. The mobilization of reserve forces to participate in training, exercises, and combat readiness has always achieved high results, clearly demonstrating the initiative, flexibility, and effectiveness in organization and command. Education and propaganda work on the tasks of national defense and security has been widely deployed; Organize training on national defense and security knowledge for cadres, party members and people to ensure quality, contributing to creating clear changes in the awareness and actions of the entire political system, consolidating a solid "people's hearts and minds position".

With the viewpoint of not developing the economy at all costs but putting the requirement of ensuring national defense and security first, the Hai Phong City Military Command has advised the competent authorities to direct the planning of industrial parks, export processing zones, seaports, and tourist areas all linked to the national defense arrangement; the city's traffic infrastructure system is invested in a modern, dual-use direction, able to quickly serve defense tasks when necessary. In particular, proactively advising the City Party Committee and the City People's Committee to report to the Ministry of National Defense and the Government to allow sea encroachment, expand Bach Long Vi Island, plan a dual-use airport, and at the same time invest in building a system of combat bases, rear bases, defense works, combat works in strategic directions; completing 100% of construction targets in the provincial-level KVPT...

According to Lieutenant Colonel Vu Dang Khoa, Deputy Chief of Staff of the Hai Phong City Military Command, during the process of building the KVPT, the city especially attached importance to the dual-use nature of the works and projects. Many items not only serve socio-economic development but can also be quickly converted to serve defense tasks when situations arise. In addition, the City Military Command has consulted and closely coordinated with departments, branches and localities to deploy the overall military strategy in the KVPT, ensuring the continuity and solidity between the KVPT of communes, wards and special zones with the KVPT of the city and the defense of the Military Region. The work of relocating, adjusting, camouflaging and reusing defense works has been carried out in accordance with regulations and scientifically, contributing to both creating land for economic development and ensuring long-term defense requirements.
