
New motivation
According to the report on the implementation of the socio -economic development plan for 2025 by the People's Committee of the city, it is estimated that in 2025, the city's GRDP will reach 10.02%, and the GRDP at current prices is estimated to exceed 317,000 billion VND.
In particular, the industrial and construction sector (sector II) is estimated to grow by approximately 13.2% for the whole year. The construction sector is a bright spot in the region's economic picture, reflecting the effectiveness of accelerating public investment, developing urban transport infrastructure, and implementing large-scale projects. It is estimated that in 2025, the industrial production index (IIP) in the city will increase by 11-12% compared to the same period in 2024.
The strong recovery in the industrial and construction sectors of Da Nang (formerly) was marked by the completion of the approval of investment policies and the selection of investors to operate the infrastructure of Hoa Ninh Industrial Park; and the commissioning of Cam Le Industrial Cluster and Hoa Lien Industrial Cluster.
The construction sector's growth of over 18% reflects the effectiveness of accelerating public investment, developing urban transport infrastructure, and implementing major projects such as the North-South expressway, new urban areas, and industrial and tourism infrastructure.
The city has also made efforts to expedite administrative procedures for construction permits, creating favorable conditions for people to implement private housing construction projects in the area to increase investment capital in the residential sector; at the same time, enhancing the role of population statistics to ensure full accounting of the added value of the construction industry in the residential area.
By September 30th, the disbursement of capital according to the city's 2025 budget plan reached 8,200/16,402 billion VND, equivalent to 50% of the allocated plan.
Many major, key projects have progressed as required and have high disbursement rates, typical examples being the investment project to build Lien Chieu port - shared infrastructure; the investment in the construction, renovation and equipment upgrade of Da Nang Obstetrics and Pediatrics Hospital; the investment in upgrading Da Nang Obstetrics and Pediatrics Hospital - High-Quality Technical and Examination and Treatment Center (400 beds); the coastal road connecting Lien Chieu port; the wastewater collection system in Hoa Xuan area, Cam Le district… Key projects have been accelerated for completion and large-scale projects have been registered, creating momentum for socio-economic development.
Removing planning bottlenecks
During a meeting between the city and the National Assembly's Economic and Financial Committee in early October 2025, the Standing Vice Chairman of the Ho Chi Minh City People's Committee, Ho Ky Minh, explained that urban planning has a significant impact on the city's overall growth.
Following the merger, the city will implement adjustments and integrate the planning between the old Da Nang city and the former Quang Nam province planning to create a new Da Nang city plan, based on inheriting and developing the strengths of both localities to create a foundation for attracting investment and implementing projects.
In March 2021, the Prime Minister issued Decision No. 359/QD-TTg approving the adjustment of the general planning of Da Nang city (old) until 2030, with a vision to 2045.
In November 2023, the Prime Minister issued Decision No. 1287/QD-TTg approving the Da Nang (old) City Planning for the period 2021-2030, with a vision to 2050 (provincial planning). After Da Nang (old) completed its general planning, the city implemented a series of subsequent related plans.
According to Ho Ky Minh, Standing Vice Chairman of the People's Committee of Da Nang City, it took the former Da Nang city government 5 years (from 2021 to 2025) to complete the zoning plan and functional areas.
After the planning is completed (by the end of 2024), and following the implementation of plans such as the approval of zoning plans and 1/2,000 scale plans, Da Nang city will finally have construction cranes capable of reaching heights. Prior to that, in the years 2021-2023, the city did not have any construction cranes capable of reaching heights. The completion of the planning process is essential to attract investment and implement projects.
The Standing Vice Chairman of the City People's Committee stated that, after the provincial merger, if the integrated provincial plan is approved, along with the existing general plan and zoning plan, and if the competent authority allows the city to adjust the local general plan, then the city will approve the 1/2,000 and 1/500 scale plans. Only then can investment be attracted and projects implemented.
