New motivation
According to the report on the implementation results of the 2025 socio -economic development plan of the City People's Committee, it is estimated that in 2025, the city's GRDP will reach 10.02%, the scale of GRDP at current prices is estimated to reach over 317,000 billion VND.
Of which, the industrial - construction sector (sector II) is estimated to increase by about 13.2% for the whole year. The construction sector is a bright spot in the regional economic picture, reflecting the effectiveness of accelerating public investment, developing urban transport infrastructure and implementing large projects. It is estimated that in 2025, the industrial production index (IIP) in the city will increase by 11 - 12% compared to the same period in 2024.
The strong recovery in the industrial and construction sector of Da Nang (old) in completing the approval of investment policy and selecting investors to operate infrastructure of Hoa Ninh Industrial Park; putting into operation Cam Le Industrial Cluster, Hoa Lien Industrial Cluster.
The construction sector increased by over 18%, reflecting the effectiveness of accelerating public investment, developing urban transport infrastructure and implementing major projects such as the North-South Expressway, new urban areas and industrial-tourism infrastructure.
The city has also made efforts to speed up administrative procedures for construction permits, creating favorable conditions for people to implement private housing construction projects in the area to increase investment capital of residential areas; at the same time, enhancing the role of population statistics to ensure full statistics of the added value of the construction industry of residential areas.
It is estimated that by September 30, the disbursement of the capital plan according to the city's 2025 budget estimate will reach VND8,200/16,402 billion, equal to 50% of the assigned plan.
Many large, key projects have progressed as required and disbursed high capital, typically the Lien Chieu port construction investment project - shared infrastructure; investment in construction, renovation and addition of equipment to Da Nang Obstetrics and Pediatrics Hospital; investment in construction and upgrading of Da Nang Obstetrics and Pediatrics Hospital - Center for Technical and high-quality examination and treatment (400 beds); coastal road connecting Lien Chieu port; wastewater collection system in Hoa Xuan area, Cam Le district... Key projects have been focused on accelerating progress for inauguration as well as registering large-scale projects, creating momentum for socio-economic development.
Removing planning "bottlenecks"
Explaining at the city's working session with the National Assembly's Economic and Financial Committee in early October 2025, Standing Vice Chairman of the City People's Committee Ho Ky Minh said that planning work has a great impact on the city's overall growth.
After the merger, the city will adjust and integrate the planning between the old Da Nang city and the previous Quang Nam province planning to form the new Da Nang city planning on the basis of inheriting and promoting the strengths of the two localities to create the premise and basis for attracting investment and implementing projects.
In March 2021, the Prime Minister issued Decision No. 359/QD-TTg approving the adjustment of the master plan of Da Nang city (old) to 2030, with a vision to 2045.
By November 2023, the Prime Minister issued Decision No. 1287/QD-TTg approving the Planning of Da Nang City (old) for the period 2021 - 2030, with a vision to 2050 (provincial planning). After Da Nang (old) completed the master plan, the city implemented a series of subsequent related plans.
Standing Vice Chairman of the City People's Committee Ho Ky Minh said that it will take 5 years (from 2021 to 2025) for Da Nang (old) to complete the zoning plan and functional areas.
After completing the planning (end of 2024), from the implementation of planning, such as approving the zoning plan, 1/2,000 planning, Da Nang city will have construction cranes rising. Before that, in the years 2021 - 2023, the city did not have any construction cranes rising. Only when the planning work is completed will there be conditions to attract investment and implement projects.
The Standing Vice Chairman of the City People's Committee said that after the province's merger, if there is an approved integrated provincial planning, along with the existing general planning and zoning planning, and the competent authority allows the city to adjust the local general planning, the city will approve the 1/2,000 and 1/500 planning. From there, we can call for investment and implement the project.
