Reporting at the meeting, Colonel Pham Duc Nghia, Secretary of the Party Committee and Political Commissar of the Defense Command of Zone 4 - Hap Linh, stated that after nearly four months of operation under the new model, the unit has basically operated in an orderly manner and successfully completed its assigned political tasks.

100% of officers and staff are confident in their work and possess strong political resolve. Party and political work, as well as military work in 2025, were comprehensively implemented across all aspects of work, closely adhering to the unit's political tasks, and successfully completing all assigned duties; many tasks were completed exceptionally well. Alongside the achievements, the report from the Command of Defense Zone 4-Hap Linh also highlighted the difficulties and obstacles encountered in operating the new model.

Speaking at the inspection, Lieutenant General Do Xuan Tung acknowledged the spirit of solidarity and responsibility of the officers and soldiers of the Zone 4-Hap Linh Defense Command in the initial phase of operating the new model; he highly appreciated the preparation work and the meticulous and compliant record-keeping and documentation system.

The head of the inspection team emphasized that the purpose of this inspection was not only to evaluate the results of task implementation, but more importantly, to identify and summarize difficulties, shortcomings, and innovative approaches of the units in order to report and advise the Central Military Commission and the Ministry of National Defense to promptly adjust and improve the command and coordination mechanisms between levels. The regional defense command boards are a new model, undertaking a very large workload. Therefore, it is necessary to proactively propose appropriate solutions, especially in coordinating leadership and direction, ensuring that local military and national defense work is carried out effectively in all situations.

At the conclusion of the inspection, the working group from the General Political Department made a preliminary assessment that the Command of the 4th-Hap Linh Defense Zone had proactively and seriously implemented orders and directives from higher authorities, maintained combat readiness, and built a comprehensive system of documents and operational plans, political work, and ideological work in accordance with regulations, especially given its recent establishment.

The delegation also acknowledged the sense of responsibility, proactiveness, and close coordination with the police and other forces in the area, while pointing out some areas that need further improvement, such as: further concretizing the system of Party and political work documents; strengthening the monitoring of the situation at the grassroots level; improving the quality of political training and education; and maintaining good forecasting, advisory, and situational handling work to avoid being passive or surprised. The opinions and suggestions exchanged will be compiled by the inspection team and reported to higher authorities in the overall conclusion of the inspection.



Inspection Team No. 1 conducted inspections according to the plan.

According to the plan, Inspection Team No. 1 was divided into two groups: Group 1, led by Lieutenant General Do Xuan Tung, Deputy Head of the General Political Department and head of the team, directly inspected the Command Post of Defense Zone 4 - Hap Linh. Group 2, led by Major General Nguyen Hong Phuong, Deputy Director of the Personnel Department and deputy head of the team, conducted an inspection at Regiment 833, Bac Ninh Provincial Military Command, that same afternoon.

Tomorrow, October 24th, the working group will continue its inspection and assessment of the situation at several units.

* Before the working session, Ms. Nguyen Thi Huong, Standing Deputy Secretary of the Bac Ninh Provincial Party Committee, received Lieutenant General Do Xuan Tung and members of Inspection Team No. 1. Ms. Nguyen Thi Huong expressed her pleasure in welcoming the inspection team from the General Political Department to work in the locality, and also provided a brief overview of the province's socio-economic development, national defense, and security situation in the past period.

Comrade Nguyen Thi Huong acknowledged that, in the past period, the armed forces have provided significant support in terms of manpower and facilities to the province in storm prevention and control and post-storm recovery, affirming the spirit that wherever there are difficulties, the army is there.

The Deputy Secretary of the Provincial Party Committee emphasized that Bac Ninh has always considered local military and national defense work as a crucial and ongoing task for Party committees and governments at all levels. The Provincial Party Committee and the Provincial People's Committee regularly pay attention to leading, directing, and creating favorable conditions in terms of facilities and human resources for the armed forces to successfully complete their tasks; especially in the new context after implementing the two-tiered local government model.

Lieutenant General Do Xuan Tung expressed gratitude for the attention of the local Party committees and authorities to the Army in general and to this inspection in particular; he also stated that the inspection results in Bac Ninh will be an important practical basis for the General Political Department to synthesize and advise the Central Military Commission and the Ministry of National Defense on directing and perfecting the operational mechanism of the regional defense command model nationwide.
