Draft documents - "lighthouses" guiding Vietnam's future

With careful preparation, tight structure and profound content, the draft documents submitted to the 14th National Congress of the Party demonstrate strategic vision, comprehensively assess outstanding achievements, clearly point out current problems and challenges, and set out major goals and orientations for the country's new development stage.

This is a document of special importance, shaping the path of sustainable, modern and integrated development in the new era.

That is the general opinion of the majority of cadres, party members, and people of all walks of life in the Port City when referring to the draft of these documents.

Strategic orientation

According to Vice Chairman of the Hai Phong City People's Committee Tran Van Quan, the City People's Committee Party Committee has deeply and specifically researched and analyzed the draft Political Report to be submitted to the 14th National Party Congress, focusing on part XIII on "Continuing to promote the building and perfecting of the Socialist Republic of Vietnam's rule-of-law State."

Based on the study of this content, the Party Committee of the People's Committee of Hai Phong City has contributed some opinions to the draft. Specifically, in the first paragraph: To determine the position and role of building and perfecting the Socialist Rule of Law State of Vietnam, it is necessary to emphasize the nature of the Socialist Rule of Law State of Vietnam as a State "of the people, by the people, for the people and representing the mastery of the people."

In the second paragraph: Continue to build the National Assembly to truly be the highest representative body of the people, representing the will and aspirations of the people. Basically agreeing on the issues of the National Assembly, however, the Party Committee of the People's Committee of Hai Phong City added: "It is especially necessary to emphasize the supreme supervisory role of the National Assembly in the process of propaganda, dissemination, education and law enforcement"; at the same time, adding the requirement to increase the application of digital technology in supervisory activities, improve publicity and transparency, and enhance the critical role of the Fatherland Front and socio-political organizations.

For paragraphs three and four: Building the Government apparatus; continuing to perfect the functions, powers, organization, staffing, and working relationships between government levels. The Party Committee of the Hai Phong City People's Committee proposed to emphasize the need to continue perfecting the functions, tasks, and structure of the Government apparatus in the direction of streamlining, effectiveness, and efficiency, promoting digital transformation, reforming administrative procedures, and building a professional, modern administration to serve the people.

In particular, the Party Committee proposed to continue to improve and enhance the operation of the two-level local government model in the direction of strongly shifting from management to administration serving the people; encourage increased dialogue between the government and the people and businesses to promptly remove difficulties and obstacles, promote socio-economic development, and improve the material and spiritual life of the people.

In paragraph five: On continuing to improve the functions, tasks and effective operation of the system of judicial agencies. Regarding this content, the Party Committee proposes to emphasize more the importance of the principle of power control, ensuring that State power is assigned, coordinated, and effectively controlled among legislative, executive, and judicial agencies; it is necessary to clarify the relationship of coordination between judicial agencies to contribute to building a professional, modern, fair, strict, honest, serving-the-Fatherland, and serving-the-people judiciary.

In addition, the document also needs to supplement specific evidence of recent achievements such as judicial reform, improving the quality of promulgation of legal documents, contributing to strengthening people's trust.

With the last paragraph: On building a team of civil servants and public employees in the current period. Regarding this task, it is necessary to pay special attention to building a team of grassroots cadres, civil servants and public employees with sufficient qualities and capacity, truly professional and honest in serving the people; strengthen political education, ideology, public service ethics, and at the same time have a satisfactory remuneration mechanism to attract talent, encourage innovation and creativity; propose additional solutions to promote training, professional development, modern management skills, and international integration to meet development requirements in the new period.

"We believe that, with the careful preparation and collective wisdom of the 13th Central Executive Committee, along with the enthusiasm and responsibility of delegations nationwide, the Political Report presented to the Congress will continue to be perfected, becoming a valuable document of strategic orientation, bringing the cause of building and developing our country to a new stage with aspirations for prosperity, civilization and happiness," Vice Chairman of the Hai Phong City People's Committee Tran Van Quan emphasized.

Unlocking national potential in the new era

Director of Hai Phong Department of Finance Nguyen Ngoc Tu said that the documents were carefully prepared, scientific, general and strategic visionary, and closely followed the practical development situation of the country. The layout and content were presented scientifically and logically, closely linking the summary of 40 years of innovation and development orientation in the new era, frankly pointing out limitations, weaknesses and causes.

The spirit of innovation and creativity runs throughout the documents, demonstrating the aspiration to rise up and the determination to bring the country into a new era of development, an era of national growth.

From practical work, Hai Phong Department of Finance contributed some key comments, in which it highly agreed with the Central Committee's assessment: In the past 5 years, despite facing many difficulties, especially the COVID-19 pandemic and world economic fluctuations, our country has maintained political and social stability, continued economic growth, strengthened national defense and security, and increasingly enhanced international position and prestige.

However, the document needs to supplement a clearer assessment of institutional improvement, especially the issuance of legal and sub-legal documents over the past many years, which still have overlaps, inadequacies, are not suitable for practice, and need to be revised many times, leading to low efficiency in state management.

This is a “bottleneck” that needs to be frankly acknowledged in order to find a solution. The Department recommends clarifying the key role of the private economy as an important driving force of the economy, and having stronger policies to support private enterprises in technological innovation, market expansion and competitiveness improvement.

The Department proposed to review the content of "Inappropriate mechanisms, policies, investment resources, financial management in science and technology and remuneration regime for intellectuals" as the National Assembly issued Resolution No. 193/2025/QH15 dated February 19, 2025 on piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation and national digital transformation.

According to Director of Hai Phong Department of Finance Nguyen Ngoc Tu, Vietnam has a long coastline but in most localities, including Hai Phong, the land area for tourism exploitation and development is quite small and narrow.

Therefore, to create new development space, the issue of reclaiming the sea for development is an inevitable development need; it is recommended that the document supplement the orientation to encourage reclaiming the sea at suitable locations to create new development space, but must be associated with the requirements of environmental protection, landscape preservation, and not encroaching on natural heritage.

Hai Phong has advantages in developing seaports, industry and logistics services thanks to its favorable geographical location, synchronous infrastructure system, deep-water and traditional ports, a team of large pioneering enterprises and a well-trained workforce.

The city is aiming to become a logistics center of the Northern region and internationally, leveraging the potential of its seaports and existing logistics ecosystem.

From that reality, the Department of Finance recommends that the Central Government continue to pay attention, support, and issue specific policies for Hai Phong to develop seaport infrastructure, logistics, economic zones, and industrial parks, thereby realizing the goal of leading the country in the cause of industrialization and modernization in the spirit of Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045.
