According to the Minister, walking the narrow corridor is an art of balance: global and local, cooperation and sovereignty , big tech and startups, technology and application, use and mastery, innovation and control, global infrastructure and national infrastructure, open data and protected data, general-purpose AI and specialized AI. In this context, sustainable AI development needs to be based on four pillars: strong AI institutions, modern AI infrastructure, AI talent and human-centered AI culture. “Vietnam is committed to developing AI in the direction of: human-centered, open, safe, sovereign, cooperative, inclusive and sustainable” - Minister Hung emphasized.
With the above development orientation, according to Minister Hung, Vietnam will promote the development of open-source AI to "enhance transparency, cooperation and innovation" and "empower small countries and startups to develop and master advanced technologies together".
Minister Nguyen Manh Hung affirmed that the Roundtable Conference is not only a simple policy dialogue, but also a "forum of trust and cooperation" where countries can together share and shape AI institutions for the region as well as the world.
The Ministerial Roundtable on Artificial Intelligence Governance is an event within the series of activities of the Vietnam International Digital Week 2025 - a prestigious annual international event, held in Ninh Binh and Hanoi from October 27 to 29, 2025. The event is chaired by the Ministry of Science and Technology, in coordination with the People's Committee of Ninh Binh province. This is one of the most prestigious annual forums on digital transformation in the region, acting as a strategic connection platform, bringing together policymakers, international organizations, experts and leading technology enterprises.
This year, Digital Week is expected to attract about 800 domestic and international delegates, including ministerial leaders, heads of delegations from ASEAN countries, strategic partners such as the United States, South Korea, Australia, along with leaders of international organizations such as the United Nations (UN), the World Bank (WB), UNESCO, the European Union (EU), and the Asia-Pacific Telecommunications Community (APT).
Within the framework of the event, conferences, workshops and forums will be held, focusing on six key topics on 5G, digital infrastructure, artificial intelligence, digital transformation, digital human resources and digital technology enterprises. Notable conferences and forums include: Vietnam - European Union Digital Cooperation Forum, Vietnam Digital Partnership Forum - Digital Cooperation Organization, Workshop on sustainable telecommunications infrastructure development, ASEAN Conference on 5G and Regional Workshop on AI-based Digital Transformation... In parallel, there will be business connection activities, creating opportunities for participating units to seek cooperation and investment opportunities.
