Ninh Binh mobilizes social resources to develop the private economic sector

VTV.vn - To become a new development pole of the Northern region, Ninh Binh province is focusing on mobilizing social resources and developing the private economic sector according to Resolution No. 68 NQ/TW.

Innovation in thinking, institutional reform

Immediately after the Politburo issued Resolution No. 68 NQ/TW dated May 4, 2025 on private economic development, the Standing Committee of Ninh Binh Provincial Party Committee promptly issued Action Program No. 05 CTr/TU to specify the goals and solutions for developing the private economic sector. At the same time, the Provincial People's Committee issued Plan No. 35/KH UBND, synchronously implementing Resolution 138/NQ-CP and Resolution 139/NQ-CP of the Government, demonstrating a proactive, receptive and highly responsible spirit in organizing implementation.

By 2030, Ninh Binh province aims to have about 34,000 operating enterprises; in the period 2025-2030, 3,200 new enterprises will be established each year; the private sector growth rate will reach 10-12%/year; revenue from the private sector will account for about 55% of the total budget revenue in the area. By 2045, this number is expected to increase to 67,000 enterprises, affirming the position of the private economic sector as the main driving force in the province's socio-economic development.

Currently, the number of enterprises operating in the province is about 24,500; from January 1, 2025 to October 20, 2025, the whole province has issued certificates of establishment to 4,488 new enterprises, with a total registered charter capital of VND 109,693 billion; from the merger of the province (July 1, 2025) to October 20, 2025, new certificates of establishment have been issued to 1,915 enterprises with a total registered charter capital of VND 73,073 billion..., demonstrating the strong vitality of the private sector when market confidence and the investment environment are strengthened.

Along with the innovation of thinking, Ninh Binh identified "institutional reform as a lever for development". The province has synchronously deployed many solutions to perfect mechanisms and policies and remove barriers for businesses. Implementing the direction of the Government in Resolution No. 66/NQ-CP and Official Dispatch No. 127/CD TTg, the Provincial People's Committee issued Document No. 22/UBND-PVHCC, dated August 7, 2025, on focusing on completing the reduction and simplification of administrative procedures and business conditions. The province's administrative procedure settlement information system was upgraded to the new version www.motcua.ninhbinh.gov.vn, allowing online processing of records, integrating electronic data warehouses, and synchronizing with the National Public Service Portal.

In just 4 months (July 1 - October 20, 2025), the whole province received 444,931 applications, of which 86.8% were submitted online, the on-time settlement rate reached 98.3%, online payment reached 75%, and digitalization of documents reached 90.81%. These impressive numbers clearly demonstrate the determination to transform administrative digitalization to better serve people and businesses.

Along with institutional reform, Ninh Binh pays special attention to facilitating access to land, capital, human resources and science and technology resources. Land use plans and projects are made public and transparent; many problems in site clearance are promptly resolved. The province also directs departments and branches to review and thoroughly handle slow-progressing projects, and put them into operation soon to avoid wasting resources.

In the field of science and technology, Ninh Binh has proactively researched and advised on the issuance of a specialized Resolution on science, technology, innovation and digital transformation development for the 2026-2030 period, while also building a Smart Operations Center (IOC) Project, an Innovation Ecosystem Development Project and a Science and Technology Human Resources Development Project, towards a digital - green - creative economy.

Support for small and medium-sized enterprises has been implemented practically and effectively. Digital platforms, shared accounting software, legal consulting services and management training are provided free of charge to small and micro enterprises and business households, demonstrating the spirit of "government accompanying businesses".

Leverage for private economic development

Not only focusing on administrative reform, Ninh Binh also focuses on building a close relationship between the government and businesses. The two-tier local government model after the merger has proven effective in reducing intermediary levels, saving costs, shortening the time to process procedures, and enhancing coordination between departments, branches and localities.

The Provincial People's Committee maintains regular meetings on the last Thursday of the month with businesses and cooperatives to listen to and resolve difficulties. Organizing a meeting with nearly 600 businesses on the occasion of Vietnam Entrepreneurs Day 2025 (October 13) is not only a gratitude event but also an open dialogue forum where the government listens and works with businesses to create new directions.

Mr. Nguyen Quang Hoan, Tin Nghia Construction Development and Trade Investment Company Limited, shared: "The meeting and contact with the leaders of the Provincial People's Committee and departments and branches really brought practical results to the business. We were listened to, guided enthusiastically, analyzed reasonably, closely and easily understood. Thereby, businesses better understand the legal problems they are facing, promptly adjust production and business activities to comply with current regulations, creating more confidence and motivation to continue investing and developing in Ninh Binh".

Along with that, Ninh Binh also strongly implemented investment promotion activities, attracting large enterprises and value chain investment groups to participate in the province's industrial parks and clusters. Since the beginning of 2025, the province has granted 15 new projects outside industrial parks with a total registered capital of more than 67.5 million USD, focusing on the production of components, mechanics, plastics, consumer goods, etc., the fundamental industries serving the economic restructuring. In addition, the movements "Vietnamese people prioritize using Vietnamese goods" and "Ninh Binh enterprises accompany development" have spread widely, contributing to improving the competitiveness and autonomy of local enterprises.

In order for Resolution No. 68-NQ/TW to truly become a lever for the development of the private economy, in the immediate future, Ninh Binh will continue to review and complete the Provincial Planning for the period 2021-2030, with a vision to 2050, focusing on exploiting the potential of airports, deep-water ports and cultural industries, new spearheads in the long-term development strategy. The province aims to diversify forms of public-private partnership (PPP), encouraging private enterprises to participate in strategic areas such as infrastructure, information technology, culture and society, with the criterion of "socio-economic efficiency is the measure of choice".

Faced with the need for innovation and integration, the implementation of Resolution 68-NQ/TW of the Politburo is not only a political task, but also a long-term development commitment between the Party, the State and the business community. The private economic sector is gradually asserting its role as "an important driving force of Ninh Binh's economy", contributing to realizing the aspiration of becoming a centrally-run city by 2030.
