On the afternoon of October 11, in Hanoi, Prime Minister Pham Minh Chinh attended and spoke at the annual Vietnam Business Forum 2025. The forum was jointly organized by the Ministry of Finance , the World Bank, the International Finance Corporation and the Vietnam Business Forum Alliance.

The forum is an opportunity for the business community to propose to the Government solutions to achieve the goal of developing a green and sustainable economy; to make commitments, plans and roadmaps to demonstrate their responsibility in implementing green transformation.

According to Minister of Finance Nguyen Van Thang, to affirm its commitment to green development, Vietnam has issued many guiding documents and with its potential and important geopolitical and economic position, Vietnam is facing a great opportunity to transform itself, catch up, take shortcuts and create momentum for a leap forward in economic, social and environmental development.

In that process, the business community is identified as a key factor, playing an important role, both as a subject and a companion, pioneering in implementing policies and strategies on rapid and sustainable development and realizing the goals and solutions in the National Strategy on Green Growth for the 2021-2030 period and vision to 2050.

According to Mr. Ho Si Hung, Co-Chairman of the Vietnam Business Forum, the business community, both domestic and international, highly appreciates the strategic vision and strong direction of the Government, especially Prime Minister Pham Minh Chinh, in promoting the two pillars of growth, namely the Net Zero 2050 commitment and digital economic strategies, which have created a clear roadmap for implementation.

The business community also affirmed its commitment to being a reliable and proactive partner, providing international resources, technology and expertise to work with the Government to solve major national problems and realize development goals.

Mr. Dau Anh Tuan, Deputy Secretary General of the Vietnam Federation of Commerce and Industry, assessed that Vietnam is currently emerging as a "bright star" of the Asian region, not only thanks to its stable growth foundation and high openness of the economy, but also due to its strong efforts in institutional reform, digital transformation and commitment to green development.

Vietnam is being seen as a potential destination in the new global value chain, where international businesses come not only to produce, but also to expand their markets, connect to supply chains and seek sustainable development values. Vietnam can absolutely break through to become a model developing country leading in green transformation and sustainable integration.

Mr. Dau Anh Tuan believes that there are three main pillars to shape the next stage of development, including transparent, fair, and effective institutions; green businesses, green finance, and green markets; and proactive, responsible, and truly empowered local governments.

The organizers said that the Forum had compiled hundreds of enthusiastic recommendations. Accordingly, businesses made recommendations on making breakthroughs in perfecting institutions and improving the quality of implementation (related to taxes, VAT refunds, customs and land); mechanisms for green transformation to implement the Power Master Plan VIII and Resolution 70 of the Politburo on ensuring energy security, green finance and carbon credit market; soft infrastructure for the digital age, training high-quality human resources; developing diverse financial products, and unblocking capital flows to develop the private economy according to Resolution 68 of the Politburo.

Speaking at the Forum, Prime Minister Pham Minh Chinh assessed that since 1997, the Vietnam Business Forum has affirmed its role as a model for effective dialogue and cooperation between the Vietnamese Government and development partners and the domestic and foreign business community; with the spirit of "unity brings strength, cooperation brings benefits, dialogue strengthens trust".

The Prime Minister assessed that this year's theme is topical and meaningful, when placed in the context of the world and Vietnam considering green transformation and digital transformation as key drivers for rapid and sustainable development. This is also the political determination and action of the Party, State and Government of Vietnam in promoting growth on the basis of renewing traditional growth drivers and effectively exploiting new growth drivers - in parallel with building an independent, self-reliant economy associated with deep, substantial and effective international integration.

The Prime Minister thanked and highly appreciated the enthusiastic, profound, frank, objective, constructive and positive opinions, statements and discussions that reflected the aspirations of the delegates; assigned the Ministry of Finance to preside over and coordinate with the Government Office and relevant agencies to synthesize, review and absorb opinions to complete and soon submit draft documents for appropriate direction and administration.

Taking the time to share about Vietnam's development process and achievements in recent years, the Prime Minister highly appreciated and sincerely thanked the support, cooperation and assistance of international friends and partners, and the participation of the business community, which contributed to helping Vietnam achieve important achievements in various fields. The private economic sector, including FDI enterprises, has made a very important contribution to the Vietnamese economy.

The Prime Minister emphasized that over the past five years, Vietnam's economy has proven its resilience to external shocks, maintaining a growth rate among the highest in the world.

In a very difficult and challenging context, GDP in 2025 is expected to increase by over 8%; the average growth in the 2021-2025 period is 6.3% (in 2021, due to the impact of the COVID-19 pandemic, growth only reached 2.55%; in the 4-year period of 2022-2025, the average growth is 7.2%/year, exceeding the target of 6.5-7%).

Along with that, Vietnam maintains macroeconomic stability, well controls inflation, budget deficit, public debt, government debt, ensures major balances of the economy (revenue meets expenditure, average budget revenue increases by 20% per year; exports meet imports and surplus; food security, energy security and balance of labor supply and demand to meet the transition).

Social security is guaranteed, people's lives are improved (in the 2021-2025 period, the state budget spent about 1.1 million billion VND on social security policies, accounting for nearly 17% of total budget expenditure; Vietnam's happiness index increased 37 places, from 83rd in 2020 to 46th in 2025).

Political and social stability; national defense and security are strengthened; foreign affairs and international integration are promoted (comprehensive partnership, strategic partnership, comprehensive strategic partnership has been established with 38 countries, including 5/5 permanent members of the United Nations Security Council, 17 members of G20).

The second major content shared by the Prime Minister was the efforts and results that Vietnam has achieved in improving the business investment environment and creating favorable conditions for businesses.

Accordingly, Vietnam has resolutely and effectively implemented the arrangement and streamlining of the apparatus and organization of two-level local governments in association with promoting decentralization and delegation of power; improving management efficiency, shifting the state from administrative management to serving the people and creating development. This is a revolutionary transformation, the Prime Minister emphasized.

Along with that, in a very short time, the Politburo issued important strategic Resolutions in all fields for unified implementation at all levels, sectors and localities, including Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59 on international integration in the new situation; Resolution 66 on law making and enforcement; Resolution 68 on private economic development; Resolution 70 on ensuring energy security; Resolution 71 on education and training; Resolution 72 on health. Agencies are developing Resolutions on state economy, foreign direct investment, and cultural development.

At the same time, Vietnam has made efforts to reform its institutions, with National Assembly sessions setting records in the number of laws and resolutions passed. Administrative procedures and business conditions have been reduced and simplified; the investment and business environment has been continuously improved. Science and technology, innovation and digital transformation have been vigorously implemented, achieving important results.

Vietnam's Global Innovation Index in 2025 ranked 44/139 countries and territories. Vietnam's E-Government Development Index in 2024 ranked 71/193, up 15 places compared to 2020.

In addition to the basic achievements, the Prime Minister said that the Vietnamese economy still has limitations, shortcomings, difficulties and challenges. In particular, in the FDI sector, the quality of investment, technology level and technology transfer in some projects are still limited; the localization rate is still low; the number and scale of investment projects in high technology, green, clean, and environmentally friendly are still modest; some localities have not yet met the demand for high-quality human resources for large-scale, high-tech FDI projects.

Vietnam will continue to "stabilize to develop, develop to stabilize"

Regarding Vietnam's future orientations, the Prime Minister said the general goal is to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; enhancing strategic autonomy, restructuring the economy, innovating the development model, relying on science and technology, innovation, digital transformation, promoting industrialization, modernization, urbanization, and exploiting new development spaces (underground space, outer space, and sea space).

Along with that, stabilize the organizational apparatus, build a modern, streamlined, efficient, effective, and efficient administration to serve the people and businesses; promote the construction and synchronous completion of development institutions; make strong breakthroughs in building economic and social infrastructure.

Implement social security well, improve people's lives. Manage and use resources effectively, protect the environment, and adapt to climate change. Consolidate and further strengthen national defense and security potential; maintain political security, order, and social safety; promote foreign affairs and international integration.

In particular, the Prime Minister said that Vietnam has identified two 100-year strategic goals: striving for 8% growth in 2025, double digits in the following periods, and if there are no major fluctuations, in 2025, Vietnam will likely achieve the growth target of over 8%.

Sharing his views on digital and green transformation, the Prime Minister affirmed that promoting the development of the green and digital economy is an objective requirement, a strategic choice, and a top priority for Vietnam. The development of the digital economy must be associated with the green economy, circular economy, knowledge economy, and sharing economy.

Regarding green economy, Vietnam has made specific commitments at COP 26 (net emissions to "0" by 2050). Meanwhile, digital transformation also contributes to making the investment and business environment more transparent, making it more favorable for businesses. In this process, Vietnam hopes to continue receiving support and cooperation from developed countries, international partners, and FDI enterprises in terms of capital, institutions, technology, governance, and human resource training.

Regarding the key tasks and solutions in the coming time, the Prime Minister stated that, first of all, Vietnam will continue to maintain political stability and social order and safety, which is the basis for stabilizing policies for rapid and sustainable development; stability for development, development for stability, ensuring security, safety and security for the people.

Along with that, promote 3 strategic breakthroughs in institutions, human resources and infrastructure with the spirit of "open institutions, smooth infrastructure, human resources and smart governance"; restructure the economy (strongly shift to industrial, service and urban areas), innovate the growth model based on science and technology, and innovation.

Focus on renewing traditional growth drivers (investment, export, consumption), while strongly exploiting new growth drivers in science and technology, innovation, digital transformation, especially emerging industries and fields such as biotechnology, artificial intelligence, chips - semiconductors, new energy, renewable energy, etc.

In the context of many countries having high public debt ratios, Vietnam will continue to maintain macroeconomic stability, control inflation, and ensure major balances of the economy. This is the premise and basis for formulating other policies such as timely, appropriate, flexible, and effective monetary policy and focused, key expansionary fiscal policy.

Along with that, promote the connection of Vietnam's economy with countries in the region and the world; between Vietnamese enterprises and FDI enterprises and enterprises around the world; connect production chains, supply chains, and global value chains.

Mobilize public-private partnership resources, using state resources as seed capital, leading and activating all domestic and foreign resources. Focus on resolving backlog projects that have lasted for many years to unlock development resources in the spirit of "harmonized benefits and shared risks".

Promote administrative procedure reform, improve the investment and business environment; drastically cut and simplify administrative procedures and business conditions, strongly shift from administrative management to development creation, from pre-inspection to post-inspection; build a national single window for investment; promote digital transformation, build a digital government, develop a digital economy and digital society, build and connect databases to ensure "correctness-sufficiency-cleanliness-living", operate on the basis of data; build a set of tools, criteria and legal standards on green citizens, green enterprises, green society, in harmony with international standards, as a basis for evaluating, quantifying and monitoring the effectiveness of green growth.

Develop human resources ready for high-quality FDI, focusing on developing high-quality human resources with technological skills, digital management and green awareness. Strengthen cooperation between the 3 parties: State - Enterprises - Schools, especially in the fields of high technology, artificial intelligence, big data and clean energy.

Developing synchronous and modern green and digital infrastructure, especially logistics infrastructure, smart cities, data centers, 5G networks and cloud computing.

For the business community and FDI investors, the Prime Minister suggested expanding investment, transferring technology, connecting with Vietnamese enterprises, participating in institution building, modernizing smart governance with the spirit of "a creative state, pioneering enterprises, public and private cooperation, a rich and strong country, happy people, and benefiting entrepreneurs".

Specifically, the Prime Minister wants FDI enterprises to pioneer and lead in implementing green transformation goals; at the same time, they need to connect and support domestic enterprises in the implementation process.

Sustainable development according to ESG criteria (Enviromental; Social); building long-term, sustainable, environmentally friendly business strategies towards reducing emissions, innovating production and business models, restructuring enterprises associated with development according to green economy, digital economy, circular economy and climate change response; at the same time, building transparent and effective internal control systems towards applying science and technology, digital transformation. At the same time, fulfilling responsibilities towards employees, community and society.

The Prime Minister suggested that the business community should further enhance its awareness, role and social responsibility towards environmental issues and green growth, especially actively participating in contributing opinions in the process of building, perfecting and enforcing laws on the environment, green economy and sustainable development.

At the same time, businesses must change and adapt to dual transformation (both digital and green transformation), carry out digital transformation in production and business, boldly invest in new machinery, equipment and technology to reduce energy consumption; comply with commitments on sustainable development and green growth, focusing on environmental and social indicators in each product.

"No country or economy can maintain the old mindset and rely only on traditional growth drivers to develop quickly and sustainably; transforming, searching for and creating new growth drivers is an objective and inevitable trend in today's world," the head of the Government emphasized.

With the motto "Discipline, responsibility; proactiveness, timeliness; acceleration; creativity; sustainable efficiency", the Government will continue to focus on directing ministries, branches and localities to urgently act, make efforts and be determined to overcome all difficulties and challenges, maintain the spirit of overcoming difficulties, solidarity, self-reliance, proactive adaptation, flexibility, drastic, scientific and effective actions, actively innovate and be creative to successfully implement the goals and tasks set by the Party and the National Assembly in 2025, complete the 5-year socio-economic development plan, and create a foundation for the 2026-2030 period.

Regarding the recommendations and proposals of businesses, the Prime Minister stated that Vietnam is always open, receptive, ready to have frank dialogue, together seek solutions, remove difficulties and obstacles to promote rapid and sustainable economic development with the core solutions being green transformation, digital transformation, the spirit of "nothing is impossible", "listening together, understanding together, believing together, aspiring together, doing together, winning together, enjoying together", "harmonious benefits, shared risks".

The Prime Minister directed ministries, branches and localities to carefully study and review comments, issues and specific questions from businesses and investors to promptly resolve and handle them within their authority; and immediately report issues beyond their authority.

The Prime Minister believes that the Vietnam Business Forum will continue to be an important and effective policy dialogue channel between the Government and the business community, contributing to bringing Vietnam steadily into a new era, an era of peace, prosperity, civilization, happiness, and steady progress towards socialism.
