Speaking at the event, Prime Minister Pham Minh Chinh expressed his joy at attending the Congress in an exciting atmosphere where the whole country is striving to compete to achieve results to welcome Party Congresses at all levels, towards the 14th Party Congress; conveyed the respectful greetings, affectionate regards and warmest congratulations from General Secretary To Lam, leaders of the Party, State and the Central Emulation and Reward Council and the Prime Minister himself to the delegates.

Prime Minister Pham Minh Chinh stated that emulation plays a very important role in creating motivation, inspiration, promoting creativity and improving work efficiency by encouraging, educating, setting examples, and rewarding. Emulation is sowing, and rewarding is reaping. During his lifetime, beloved President Ho Chi Minh - National Liberation Hero, World Cultural Celebrity, Teacher of the Vietnamese Revolution, and Genius Leader of our Party, once advised: "Emulation is patriotism, patriotism requires emulation, and those who emulate are the most patriotic."
Imbued with and following Uncle Ho's teachings, over the years, patriotic emulation movements across the country have developed strongly and spread widely; strongly promoting the spirit of solidarity, patriotic tradition, aspiration for dedication, self-reliance, self-strengthening will, encouraging and motivating people across the country to strive to overcome all difficulties and challenges, achieving great victories in the struggles for national independence and unification in the past, and great achievements of historical significance in the cause of innovation, construction and protection of the Fatherland today.
"It can be affirmed that the spirit of patriotic emulation has become a source of great strength, a rallying flag of the will and determined actions of our entire Party, people and army. Patriotic emulation has crystallized into a precious tradition, an endogenous strength, and a unique and distinctive cultural feature of our nation," the Prime Minister emphasized.
The Head of Government affirmed that for the Diplomatic sector - the "vanguard soldiers on the foreign affairs front" - the patriotic emulation movement has a special significance and is always associated with Uncle Ho's teachings: "Emulation is an international spirit"; "Emulation is contributing to preserving world peace and democracy". This is not only a recognition and honor of outstanding collectives and individuals; but also a leadership method, a strong driving force, arousing the spirit of creativity, overcoming difficulties, solidarity, discipline, and responsibility - creating momentum to complete assigned tasks with many outstanding results, recognized by the Party, State and People, demonstrated in the draft documents of the 14th National Party Congress.
The Prime Minister summarized these outstanding results in five key phrases: "Maintaining the environment"; "Expanding the situation"; "Enhancing power"; "Promoting the role" and "Building the foundation".
Firstly, together with national defense, security, diplomacy has maintained a peaceful and stable environment, firmly protecting the country's independence and sovereignty for development. In the context of complex developments in the world and the region, with conflicts and fierce competition taking place in many places, it is of particular importance for Vietnam to continue to maintain a peaceful and stable environment, cooperation and development, and to avoid strategic surprises and tactical passivity.
Second, expanding the most favorable foreign affairs situation since Doi Moi, consolidating strategic trust, elevating and deepening relations with partners, thereby enhancing Vietnam's strategic value and position in the international arena.

To date, Vietnam has established diplomatic relations with 195 countries, established relationship frameworks from Comprehensive Partnership and above with 40 partners, including all 05 countries that are Permanent Members of the United Nations Security Council as Comprehensive Strategic Partners and 17 G20 countries. Notably, in just over the past year (2024-2025 period), it has established and upgraded Comprehensive Strategic Partnership relations with 08 countries, Strategic Partnership with 07 countries, Comprehensive Partnership with 04 countries.
Third, enhancing the country's position and strength through economic diplomacy, cultural diplomacy, foreign information, consular affairs, citizen protection, and work with Vietnamese people abroad. These aspects of work have contributed to opening up new development spaces, diversifying import-export markets, diversifying supply chains, diversifying production chains, promoting growth, attracting resources, knowledge, and advanced technology from the world, serving the innovation of growth models and sustainable development. In particular, the results of vaccine diplomacy have contributed to helping Vietnam "go behind and be ahead" in vaccination and vaccine coverage.
Fourth, effectively promote the role of an active and responsible member of the international community, proactively and responsibly participating in solving common regional and international issues.
Fifth, build a foundation and firmly consolidate a comprehensive, modern, and professional diplomacy.
Accordingly, concretizing the foreign policy of the 13th National Congress into a system of important guidelines, strategies and policies (recently Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation) is an important foundation for building a comprehensive, modern and professional diplomacy.
Foreign affairs work through the Party's foreign affairs channels, State diplomacy and people's diplomacy is managed in a unified manner, implemented synchronously and smoothly, contributing to strengthening friendship, creating a positive political and social foundation for relations with other countries, serving the goals and socio-economic development plans of localities.
During the 13th National Congress, the Ministry of Foreign Affairs supported localities in signing more than 400 memorandums of understanding on cooperation with international partners; actively urged, reviewed, and supported the removal of institutional obstacles and barriers in business and investment cooperation with partners.
Building a team of foreign affairs officers that is increasingly strong, mature, steadfast in character, and proficient in their profession. The Ministry of Foreign Affairs has systematically and smoothly implemented the reception of the functions and tasks of the Overseas Party Committee, the Central Foreign Affairs Commission, and a number of tasks of the National Assembly's Foreign Affairs Committee. At the same time, it continues to advise on the promulgation of many important mechanisms and policies; the Government has submitted a draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration work.
On behalf of the Party and State leaders and the Central Emulation and Reward Council, the Prime Minister respectfully thanked, commended and highly appreciated the efforts, endeavors and achievements of the Diplomatic sector in recent years, especially in launching and effectively implementing emulation movements. In particular, the Prime Minister warmly commended and congratulated the typical advanced collectives and individuals honored at today's Congress - the "beautiful flowers" in the emulation flower garden that have contributed to spreading the image of Vietnamese diplomatic staff as "Loyal - Courageous - Disciplined - Disciplined - Dedicated - Intelligent - Creative".
Unity brings strength, cooperation brings benefits, dialogue brings trust.
The Prime Minister stated that in the upcoming development period, we have great opportunities and chances to accelerate and make breakthroughs, but we also have to face many new difficulties and challenges. The Party and the State have identified general goals for socio-economic development in 2026 and the 2026-2030 period, notably: prioritizing growth promotion, maintaining macroeconomic stability, ensuring major balances; enhancing strategic autonomy, restructuring the economy, renewing the growth model; developing breakthroughs in science and technology, innovation, digital transformation; further consolidating national defense and security potential; promoting foreign affairs and international integration. At the same time, to achieve the two 100-year goals in 2030 and 2045, the Party Central Committee and the Politburo have set a double-digit growth target in the coming years.
Emphasizing that the context poses new requirements for the vision, mission and tasks of foreign affairs, which are very heavy but also very glorious, the Prime Minister said that the emulation movement must contribute to serving political tasks, increasing labor productivity, improving efficiency; permeate every cadre, civil servant and public employee; definitely not formalistic, avoiding "having a movement without results".
The motto is that international solidarity brings strength, international cooperation brings benefits, international dialogue brings confidence, building a team of brave, confident, professional, modern cadres who dare to think, dare to do, dare to overcome their own limits.
The Prime Minister basically agreed with the direction and key tasks for the coming time determined at the Congress, and at the same time noted some additional key contents.
Firstly, continue to promote the pioneering role, strongly innovate thinking (with the viewpoint that "resources originate from thinking, motivation originates from innovation, strength originates from the people") and methods of implementing foreign affairs in all fields; build a comprehensive, modern diplomacy, imbued with Vietnamese diplomatic identity - steadfast in principles, flexible in strategies, humane and benevolent in behavior, steadfast in national interests, in accordance with the United Nations Charter and international law; have a mechanism to mobilize domestic and foreign resources, of organizations and individuals to serve the cause of building and defending the Fatherland.
Second, proactively and actively promote the deepening and substantive development of relations with neighboring countries, major countries, Southeast Asian countries, important partners, traditional friends and potential partners, increasing trust and long-term sustainability; take advantage of and maximize opportunities from established relationship frameworks; enhance Vietnam's role and contributions in international politics, the global economy and human civilization.
Third, further improve the effectiveness of economic diplomacy, science and technology diplomacy, cultural diplomacy, foreign information, consular affairs, and protection of citizens and Vietnamese people abroad. Strongly, substantially, and effectively implement signed commitments and agreements; promote the attraction of high-quality investment, technology transfer, and expand import-export markets to serve the implementation of the three strategic breakthroughs and effectively implement the Politburo's pillar resolutions.
Fourth, synchronously and comprehensively deploy foreign affairs activities on all three pillars of Party foreign affairs, State diplomacy, and people's diplomacy; at the same time, proactively coordinate with foreign affairs forces at the central and local levels to improve the effectiveness of unified management of foreign affairs activities in all fields.
Fifth, continue to focus on building a team of diplomatic cadres who are "both red and professional", with strong political will, deep professional qualifications, political sensitivity, economic acumen, and profound knowledge of science and technology, meeting the requirements of the task and on par with the international common ground, truly being pioneers on the foreign affairs front of the Party and State.
Prime Minister Pham Minh Chinh recalled that President Ho Chi Minh once advised: "Emulation not only fosters the spirit of solidarity and patriotism of our nation, but also unites our people with the working people of the world." In the context of complex world changes, the spirit of patriotic emulation in the diplomatic sector must be aroused more strongly than ever. Each diplomatic officer must be a "vanguard", an "inspirational person" for a brave, humane, modern Vietnam that always strives for peace, cooperation and sustainable development in the region, in the world and for each country.

On the occasion of the Congress, the Prime Minister requested the Ministry of Foreign Affairs to implement "Three Goods" in the spirit of "Three Emulation".
"Three good" include:
"Do better" regular tasks according to assigned functions and tasks; at the same time, closely follow the practical situation to have strategic advice and timely and effective policy responses in the context of a rapidly changing, complex and unpredictable world situation.
"Doing better" in the connecting role: Strengthening bilateral diplomacy to connect domestically and internationally; economic connection; cultural connection; digital and technological connection; human connection...
"Doing better" in international missions; raising the level of Vietnam's multilateral diplomacy; continuing to promote the country's role and position in proactively and actively participating in shaping and reforming global governance, especially at regional and international multilateral forums and mechanisms.
"Three competitions" include: (1) Competition in strategic thinking innovation and creative action; (2) Competition in fostering partnerships, trust and friendship with international friends; (3) Competition in promoting science and technology development, innovation and national digital transformation.
The Prime Minister believes and hopes that, with its glorious 80-year tradition, the Diplomatic sector will continue to promote its pioneering, united, and creative role, and achieve even greater and more important achievements, contributing to the whole country's steady progress into a new era - an era of strong, prosperous, civilized, happy development, and steady progress toward socialism.
Forming the most favorable foreign affairs situation since Doi Moi until now
According to the report of the Ministry of Foreign Affairs, in the period of 2020-2025, based on the emulation movement theme "Vietnamese diplomacy is brave, professional, modern, creative, and effective for the cause of building and defending the Fatherland", the Ministry of Foreign Affairs has excellently completed the assigned tasks.
The Ministry has presided over, coordinated, advised, and recommended the Politburo and the Secretariat to issue 17 resolutions, conclusions, and directives on important foreign affairs issues. Over the past 5 years, over 340 important bilateral and multilateral activities have taken place, including more than 80 visits by key leaders and welcoming over 100 delegations of leaders from various countries; upgraded relations to Comprehensive Strategic Partnership with 11 countries, Strategic Partnership with 6 countries, and established Comprehensive Partnership with 4 countries, Strategic Partnership by field with 5 countries, contributing to the formation of the most favorable foreign affairs situation since Doi Moi to date.
Regarding multilateral diplomacy, Vietnam has confidently and successfully assumed important roles such as: Non-permanent member of the United Nations Security Council for the 2020-2021 term; ASEAN Chair in 2020; member of the United Nations Human Rights Council for the 2023-2025 term and re-elected for the 2026-2028 term with the highest number of votes in the Asia-Pacific Group; successfully organized the ASEAN Future Forum (AFF), P4G Conference; elected for the first time to 09 important mechanisms of UNESCO and introduced candidates for judges of the International Tribunal for the Law of the Sea (ITLOS); coordinated the successful organization of the signing ceremony of the United Nations Convention against Cybercrime (Cybercrime Convention) - a milestone demonstrating the role, prestige and proactive and responsible contributions of Vietnam in global issues, highly appreciated by international friends.
In addition, Party foreign affairs and parliamentary diplomacy have been implemented synchronously, comprehensively and effectively. Party foreign affairs activities continue to be expanded with our Party having relations with 259 political parties in 119 countries, at the same time going into more depth and substance, firmly consolidating the political foundation in relations with key partners. Parliamentary diplomacy has strongly promoted its active role in multilateral and bilateral forums. The close and effective coordination between the three pillars of foreign affairs has significantly contributed to enhancing Vietnam's position and prestige and making the most of external resources to serve the country's development.

Closely following the guiding viewpoints of Resolution 44 of the Central Executive Committee (November 2023) on the Strategy for National Defense in the new situation, the Foreign Affairs sector has closely coordinated with national defense and security to protect the Fatherland "early and from afar", synchronously deploying political, diplomatic, legal and field measures to firmly protect sovereignty over seas and islands; actively contributing to negotiations to build a substantive, effective Code of Conduct (COC) in accordance with international law; and maintaining a peaceful, cooperative and developing land border with neighboring countries. In particular, the announcement of baselines for calculating the breadth of territorial waters in the Gulf of Tonkin, the submission of a Report on the outer continental shelf boundary in the middle of the East Sea, the signing of the EEZ Delimitation Agreement with Indonesia... have contributed to protecting our sovereignty, sovereign rights, jurisdiction and legitimate interests at sea.
Regarding economic diplomacy, promoting the implementation of Directive 15 of the Secretariat, the Ministry of Foreign Affairs has supported localities in signing more than 600 international agreements; promoted negotiations, bringing the total number of FTAs that Vietnam participates in to 17; mobilized 19/27 EU member countries to ratify the Vietnam - European Union Investment Protection Agreement (EVIPA); especially effectively implemented the Conference mechanism chaired directly by the Prime Minister with ministries, branches and Heads of Representative Agencies on economic diplomacy.
The Ministry of Foreign Affairs has advised on the issuance of the Cultural Diplomacy Strategy to 2030; actively supported localities in developing and successfully campaigning for UNESCO to register 25 more titles/heritages, especially the Yen Tu - Vinh Nghiem, Con Son, Kiep Bac relic complex recognized as a World Cultural Heritage (July 2025). Thereby, Vietnam has increased the total number of heritages to 75 heritages - far exceeding the target of 60 titles by 2030 according to the Cultural Diplomacy Strategy to 2030 issued in 2021. On November 8, UNESCO approved Vietnam's Initiative "International Decade of Culture for Sustainable Development".
The work of overseas Vietnamese has also achieved many substantial results. The Ministry of Foreign Affairs has contributed to advising the Government and the National Assembly to promulgate laws and policies on naturalization and re-naturalization, land and housing to facilitate overseas Vietnamese. Vietnam is considered one of the 10 countries receiving the largest remittances (estimated at 67.46 billion USD in the 2021-2024 period). Overseas Vietnamese from 35 countries have 421 investment projects with a total capital of 1.72 billion USD, making a practical contribution to the country's socio-economic development.
Citizen protection work is carried out according to the motto of 'proactive, timely, quick, effective', evacuating and bringing over 200,000 citizens back to the country safely during the pandemic and many citizens back to the country when wars broke out in countries and regions around the world.
Regarding the work of building the sector, the Ministry has seriously implemented the policy of streamlining the apparatus, reducing 16/40 focal points (ie 40%). Public service units have also been reduced from 11 to 08 units, of which 07/08 units are self-sufficient in regular expenditure. Digital transformation work has been promoted, the project "Building e-Government of the Ministry of Foreign Affairs" has been put into use, ahead of schedule. 100% of units in the Ministry have issued and processed non-confidential electronic documents.
The Ministry of Foreign Affairs has actively and proactively participated in emulation movements, turning the movements into concrete actions and results. In the special emulation movement "The whole country unites, joins hands, and competes to prevent, fight and defeat the pandemic", vaccine diplomacy is considered one of the outstanding achievements, a bright spot in foreign affairs.
Along with emulation, reward work is carried out more and more publicly, democratically, and standardized, ensuring that the right people are rewarded for the right job.
In the coming period, closely following the three key tasks of the country that General Secretary To Lam has directed, which are to ensure peace and stability, promote development and improve people's lives, the Ministry of Foreign Affairs clearly identifies that emulation and reward work must be strongly innovated, truly becoming an endogenous driving force, arousing the spirit of dedication, innovation and creativity in all cadres, civil servants and public employees.

With the spirit of "loyalty, courage, discipline, discipline, enthusiasm, intelligence, creativity, professionalism and modernity", the Ministry of Foreign Affairs and the diplomatic sector promote their pioneering role, performing the important and regular tasks of foreign affairs and international integration for the cause of building and defending the Fatherland.

The Minister affirmed that, with increasingly high requirements, the entire diplomatic sector will strengthen solidarity, join hands, and unanimity, strongly arouse the spirit of patriotism, self-reliance, and dedication, maintain discipline, strongly innovate, be creative, and strive to be worthy of the trust of the Party, the State, and the people, and the precious tradition of the sector. In the immediate future, the Ministry of Foreign Affairs will organize a special, exciting, and widespread emulation campaign throughout the sector, achieving the highest and most practical achievements to welcome the 14th National Party Congress.
