Building schools for students in border communes

The groundbreaking ceremony is an event of profound political , social and humanitarian significance to implement the Politburo's conclusion announcement No. 81 on the policy of investing in building schools for border communes.

Resolution No. 298 dated September 26 of the Government promulgating the Government's action plan to implement Conclusion Notice No. 81, demonstrates the special attention of the Party and State to compatriots, soldiers, especially students in the border areas of the Fatherland.

Attending at Thanh Hoa bridge were Senior Lieutenant General Nguyen Van Hien, Deputy Minister of National Defense, Secretary of Thanh Hoa Provincial Party Committee Nguyen Doan Anh.

Yen Khuong is a mountainous border commune of Thanh Hoa province. Over the past years, with the attention and investment of the Party, the State and local authorities, people's lives have been gradually improved. However, social infrastructure, especially educational infrastructure, has not yet met the development requirements, especially school facilities, boarding and semi-boarding areas.

Yen Khuong primary and secondary boarding school will be invested in construction in Bon village (Yen Khuong commune), with a total area of ​​about 1.5 hectares; of which, the existing land area is about 1.25 hectares; the planned land area is 0.25 hectares. The total investment is about 90 billion VND.

Building large-scale schools opens up opportunities for local education

At Ha Tinh bridge, Permanent Deputy Prime Minister Nguyen Hoa Binh attended the groundbreaking ceremony of the Son Kim 1 Primary - Secondary Boarding School project.

Implementing the Central Government's policy, the People's Committee of Ha Tinh province (one of 22 provinces with land borders and 7 border communes) has directed departments, branches and local authorities to complete the survey, make a list and propose investment in 7 school projects in the period 2025 - 2026 with a total investment of more than 740 billion VND.

Of which, 2 projects will start construction in 2025 with a total investment of nearly 300 billion VND, including Son Kim 1 Primary - Secondary Boarding School and Huong Khe Primary - Secondary Boarding School; the remaining 5 projects are expected to be implemented in 2026 with a total investment of more than 440 billion VND, in the communes of Son Kim 2, Son Hong, Vu Quang, Huong Xuan, and Huong Binh.

The project to build Son Kim 1 Primary - Secondary Boarding School was implemented in Trung village on an area of ​​over 5 hectares with a scale of 40 classrooms for over 1,300 students. The estimated construction investment cost is about 140 billion VND.

With the locality still facing many difficulties, the people's living standards are not high, while the commune's budget revenue is only about 1 billion VND per year, the investment in building the Son Kim 1 Primary - Secondary Boarding School - a modern, large-scale project has opened up opportunities for strong changes in local education, lighting up faith and hope for a brighter future for the education career in this difficult borderland.

The leader of the An Giang Provincial Project Management Board said that the Vinh Gia Primary - Secondary Boarding School project in Vinh Gia commune has a scale of about 45 classes, serving 1,500 students, with a total investment of more than 186.7 billion VND.

The project is invested by An Giang Provincial Project Management Board, the construction unit is the Joint Venture of HAG Investment and Construction Consulting Co., Ltd. and Cong Dat Company, the implementation period is from 2025 to 2027.

Ms. Ngo Thi Cam, a teacher at Luong An Tra Secondary School (Vinh Gia Commune), said that being fully equipped with facilities helps improve the quality of teaching and learning. An Giang has three projects to build semi-boarding and boarding schools at the border in Vinh Gia, Giang Thanh and Khanh An communes, with a total value of nearly 400 billion VND. Of which, the central budget is nearly 374 billion VND and the provincial budget is more than 15 billion VND.

Specifically, Khanh An Primary and Secondary Boarding School (in Khanh Binh Commune, An Giang Province) has a total investment of nearly 15 billion VND, Vinh Gia Primary and Secondary Boarding School (Vinh Gia Commune, An Giang Province) has a total investment of over 186.7 billion VND and Giang Thanh Primary and Secondary Boarding School (Giang Thanh Commune, An Giang Province) has a total investment of over 187.5 billion VND.

On the morning of November 9, along with 72 schools nationwide, Lam Dong held a groundbreaking ceremony for a primary and secondary boarding school in Thuan An and Quang Truc communes.

In Dak Thuy village (Thuan An), Thuan An Primary and Secondary Boarding School has been invested with more than 225 billion VND, with a scale of more than 1,000 students, aiming to meet the boarding and semi-boarding needs of children in remote areas.

In Bu Dak hamlet (Quang Truc), Quang Truc primary and secondary boarding school has a scale of more than 1,100 students, an investment capital of more than 240 billion VND, organizing learning space, dormitories and student service blocks according to new standards.

Speaking at the groundbreaking ceremony, Deputy Prime Minister Ho Duc Phoc asked the investor and contractor to ensure the progress and quality of the project, and local authorities to take the initiative in site clearance, security and order.

In addition, the Deputy Prime Minister asked the Ministry of Education and Training to prepare operational resources to put the school into operation soon. "Schools in border areas must become bright spots, creating conditions for students to study and grow up," the Deputy Prime Minister said.

According to the Lam Dong Department of Education and Training, the province currently has five land border communes including Tuy Duc, Quang Truc, Thuan Hanh, Thuan An and Dak Wil, with 47 educational facilities but only one ethnic boarding school. The addition of two inter-level boarding schools is expected to significantly improve learning conditions, shorten the distance to school, reduce dropout rates and narrow the gap in education between regions.

On the morning of November 9, three border communes of Dak Lak province were bustling with the groundbreaking ceremony of an inter-level boarding school. Joy spread throughout the border villages when the dream of having a spacious school with enough accommodation and study space for students in remote areas became a reality.

From early morning, hundreds of students, parents and teachers were present at the vacant land where the new school will be built. Many children dressed in pure white, holding flags, stood along the red dirt road leading to the ceremony area, their eyes sparkling with excitement.

According to the provincial People's Committee, three inter-level boarding schools will receive a total investment of VND390.3 billion, serving more than 3,260 students, expected to be completed in 2026. Specifically, Buon Don commune will build a new school in Thong Nhat village, Ia Rve commune will upgrade Nguyen Thi Dinh Secondary School, Ia Lop commune will upgrade Nguyen Trai Primary School and Tran Hung Dao Secondary School.

Hearing the news of the construction of a boarding school, the whole village cried tears of joy. When there is a boarding school, students no longer have to cross the forest to get to class, teachers have a stable place to live and stay for a long time. The boarding area for teachers also serves the whole family, helping teachers settle down, stay at school, and contribute to maintaining the border."

Deputy Prime Minister Mai Van Chinh was present at Nguyen Thi Dinh Secondary School and suggested: "After construction, the province needs to continue investing in teaching equipment, dormitories and living conditions for teachers to ensure teaching and learning. To ensure fairness in education, both students and teachers must enjoy the best conditions, ensuring the quality of teaching in the country's peripheral areas."

The project has a total investment of 360 billion VND, built on an area of ​​10 hectares with 40 classrooms, including 22 primary classes and 18 secondary school classes, meeting the learning needs of about 1,500 students; in the next phase, it will be expanded to 55 classes with a capacity of 2,100 students.

The project includes classrooms, student dormitories, teachers' housing, dining hall - kitchen, multi-purpose hall, sports field and synchronous technical infrastructure. Expected to be completed before August 30, 2026, in time for the 2026-2027 school year.

Chairman of the Provincial People's Committee Tran Phong said that Quang Tri is one of 22 provinces with land borders with 15 border communes, holding a particularly important strategic position in terms of national defense, security and socio-economic development.

During the 2025-2026 period, the province surveyed and proposed investing in 16 school projects in border communes with a total cost of more than VND3,338 billion, of which 4 projects started construction this year in Huong Phung, Dan Hoa, Thuong Trach and Dakrong communes.

In Thanh Nua commune, Dien Bien province, Deputy Prime Minister Le Thanh Long attended the groundbreaking ceremony for the construction of Thanh Nua primary and secondary boarding school in the border commune located in the west of Dien Bien basin.

Thanh Nua Primary and Secondary Boarding School project has strategic significance in developing education for ethnic minorities in the western region of Dien Bien basin.

The project contributes to maintaining national defense and security, preserving cultural identity and creating a source of future cadres for Dien Bien province. This is an event of profound political and social significance, affirming the determination of the entire Party and people for an equal and progressive education.

The project covers an area of ​​over 5.3 hectares, with a total investment of 224.4 billion VND. The scale is sufficient for about 1,050 students, and is a synchronous, modern, newly constructed complex. The entire design is applied according to design models No. 3 and No. 4 issued by the Ministry of Construction.

The main items include a learning block with 30 cultural classrooms and subject classrooms. The living service block includes 99 dormitories for students and 15 public rooms for teachers, a dining room and a kitchen.

Auxiliary items include sports area, swimming pool, road yard and all equipment are invested synchronously and modernly.

Also on November 9, Dien Bien organized a groundbreaking ceremony for six schools in the communes of Thanh Nua, Sin Thau, Quang Lam, Nam Ke, Thanh Yen, and Muong Nha.

Previously, on November 2, the province started construction of three inter-level boarding schools in the border communes of Sam Mun, Na Bung, and Nua Ngam.

For the nine inter-level boarding schools mentioned above, the province has assigned tasks to qualified investors, applied special mechanisms, ensured progress and quality, and completed before August 30, 2026.

Thanh Nua is a border commune established on the basis of merging the entire natural area and population of Hua Thanh, Thanh Nua, Thanh Luong, Thanh Hung and Thanh Chan communes with a total natural area of ​​more than 17,695 hectares, a total of 7,150 households, 29,029 people, 73 villages/hamlets, including six main ethnic groups living together. The commune has 10 extremely difficult villages and hamlets.

The project is expected to welcome students in the 2026-2027 school year. On the same day, Lang Son province also organized the construction of schools in border communes such as Quoc Khanh, Kien Moc and Mau Son.
