17 provinces and cities simultaneously started construction of inter-level boarding schools in border communes.

On the morning of November 9, the groundbreaking ceremony for inter-level boarding schools in land border communes took place in 17 provinces and cities across the country. This program was chaired by the Ministry of Education and Training, in coordination with Vietnam Television, Vietnam Posts and Telecommunications Group (VNPT), Military Industry and Telecommunications Group (Viettel) and 17 land border provinces and cities, organized in both in-person and online formats.

The groundbreaking ceremony was broadcast live on VTV1 channel of Vietnam Television from 9:00 to 10:30, connecting 14 points across the country.

Prime Minister Pham Minh Chinh attended and directed the groundbreaking ceremony at the central bridge in Thanh Hoa province. Permanent Deputy Prime Minister Nguyen Hoa Binh attended at the Ha Tinh bridge, along with Minister of Finance Nguyen Van Thang; Deputy Prime Minister Bui Thanh Son attended at the An Giang bridge; Deputy Prime Minister Le Thanh Long attended at the Dien Bien bridge; Deputy Prime Minister Ho Duc Phoc attended at the Lam Dong bridge; Deputy Prime Minister Nguyen Chi Dung attended at the Tuyen Quang bridge; Deputy Prime Minister Tran Hong Ha attended at the Lang Son bridge; Deputy Prime Minister Mai Van Chinh attended at the Dak Lak bridge; Deputy Prime Minister Pham Thi Thanh Tra attended at the Lao Cai bridge; Minister of Public Security Luong Tam Quang attended at the Nghe An bridge; Minister of Education and Training Nguyen Kim Son attended at the Lai Chau bridge; Minister of Agriculture and Environment Tran Duc Thang attended at the Quang Tri bridge; Minister of Ethnic Minorities and Religions Dao Ngoc Dung attended at the Son La bridge; Minister of Construction Tran Hong Minh attended at the Cao Bang bridge.

At the ceremony, provinces and cities simultaneously started construction of 72 schools in the list of 100 primary and secondary boarding schools to be invested in 2025, to be completed before August 30, 2026. Previously, 28 schools had started construction and were under construction.
In the context of complicated weather developments due to the impact of storm No. 13, localities such as Da Nang , Quang Ngai, and Gia Lai may not be able to organize a direct groundbreaking ceremony, but will still connect online, ready to start construction on-site as soon as conditions permit, ensuring absolute safety for people and vehicles.

The program to build 100 inter-level boarding schools in border communes is an important task, concretizing the policy of the Politburo and the Government on developing education in disadvantaged areas, contributing to strengthening social security, developing the economy - society and maintaining national security and defense in border areas. The total investment cost for 100 schools is nearly 20,000 billion VND.

The simultaneous groundbreaking ceremony of 72 projects on the same day, with the participation of leaders of the Government , ministries, branches and localities, demonstrates the spirit of close coordination and high determination of the entire political system in caring for students in border areas, fully preparing the conditions to soon complete 100 schools before the 2026-2027 school year.

According to the Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes and Resolution No. 298/NQ-CP dated September 26, 2025 of the Government promulgating the Government's Action Plan to implement Conclusion Notice 81-TB/TW, the whole country has 248 land border communes planned to invest in 248 inter-level primary and secondary boarding schools in the period 2025-2028.

Before the groundbreaking ceremony took place simultaneously, from July 2025 to now, a number of localities have organized groundbreaking ceremonies for schools according to this policy.

In 2025, the People's Committee of Dien Bien province will implement a project to build 9 schools. Of which, the Si Pa Phin Primary and Secondary School (Dien Bien province) is the first project to be implemented according to the Politburo's policy. General Secretary To Lam attended the groundbreaking ceremony on July 27. The project has a total investment of 228.5 billion VND. To date, the project has reached about 50% of the volume, striving to complete and put into use on January 31, 2026, providing study and boarding places for more than 1,000 students in border areas. Next, a number of schools in Dien Bien have also started construction, such as the Primary and Secondary Boarding School of Nua Ngam Commune, Sam Mun Commune and Na Bung Commune.

In Nghe An, among the 10 inter-level boarding schools approved for investment by the Central Government in 2025, the school in Na Ngoi commune has officially started construction. For the remaining 9 schools in border communes such as Nhon Mai, Keng Du, Bac Ly, Mon Son..., the Department of Education and Training has completed the plan and submitted it to the Provincial People's Committee for approval to organize a groundbreaking ceremony today - November 9.

Hue City People's Committee has also organized the implementation of 2 projects: Primary and Secondary Boarding School of A Luoi 3 Commune and A Luoi 4 Commune. Permanent Vice Chairman of Hue City People's Committee Nguyen Thanh Binh said: The project received consensus and support from the people and Hue City People's Committee committed to direct strongly, mobilize maximum resources, and closely coordinate between units to ensure the project is completed on schedule and with quality, serving the 2026-2027 school year.
