Spreading the spirit of respect for the Constitution and law in the new era

In the context that the entire political system is making efforts to innovate the work of building and enforcing laws in the spirit of Resolution 66-NQ/TW of the Politburo, Vietnam Law Day (November 9) is an opportunity to strongly spread the spirit of respecting the Constitution and law, civic responsibility and humanistic values ​​in social life.

According to Minister of Justice Nguyen Hai Ninh, the significance of Vietnam Law Day on November 9 has been affirmed in Article 8 of the Law on Dissemination and Education of Law. This is an occasion for the entire Party, people and army to honor the Constitution and law; affirm the position, role and value of law in governance and development of the country.

The Minister said that 2025 is the year when the entire political system is actively implementing Resolution No. 66-NQ/TW, organizing Vietnam Law Day is even more meaningful, contributing to building a culture of law compliance and working habits according to the Constitution and laws. The Resolution emphasized the requirement of "building a culture of law compliance", aiming at the goal that by 2045, Vietnam will have a modern legal system, approaching international standards and being strictly and consistently implemented.

The Ministry of Justice is realizing that spirit through many synchronous solutions, from policy development, drafting, appraisal, inspection, review, and systematization of legal documents to dissemination and legal education. Every step is linked to the spirit of the rule of law, aiming to prevent negative behaviors, group interests, and localism in the work of law-making.

In particular, the Ministry of Justice focuses on perfecting professional legislative mechanisms and processes, focusing on people and businesses; promoting the application of digital technology in appraisal, increasing transparency, shortening processing time; and resolutely handling illegal documents, ensuring that the law is always a flexible tool, effectively serving the administration and management of the Government and localities.

Looking back on the 13-year journey of implementing Vietnam Law Day, Minister Nguyen Hai Ninh affirmed that the spirit of respecting the Constitution and the law has spread and permeated deeply into social life. November 9th has become a festival for all people, contributing to raising awareness of self-compliance with the law, building political culture, public service culture, corporate culture and culture of law compliance among the people.

“The big shift in social awareness is that law is not only a management tool, but also becomes the foundation and driving force for sustainable development. Current law has shifted from “management” to “development creation” thinking, ensuring discipline, promoting innovation, protecting human rights, civil rights and the legitimate interests of businesses,” Minister Nguyen Hai Ninh emphasized.

According to the Minister, national digital transformation opens up great opportunities to improve the quality of law making and enforcement. The Ministry of Justice has applied artificial intelligence (AI) in drafting, appraising, reviewing, and systematizing documents; deployed AI Law on the National Law Portal to support people and businesses in searching and accessing laws more conveniently. These applications not only help shorten time and increase accuracy, but also promote modern legal thinking, towards an open, transparent, and friendly legal system.

A special highlight of Vietnam Law Day 2025 is the “Honoring Exemplary Law” Program organized by the Ministry of Justice. According to Minister Nguyen Hai Ninh, this is a meaningful activity, honoring outstanding individuals who have contributed to the building and enforcement of the law, thereby spreading the spirit of respect for the Constitution and the law, arousing trust and awareness of living and working according to the law in society.

“The law only truly enters life when there are people who understand the law, respect the law and live according to the spirit of the law,” the Minister emphasized, affirming that simple examples in life, from officials, lawyers, teachers to the people, are vivid proof of that spirit.

The head of the Judiciary sector hopes that the Vietnam Law Day on November 9 and the “Glorious Example of Law” Program will have a stronger influence in the coming years, contributing to strengthening the culture of law compliance in each citizen and the whole society, realizing the goal of building a socialist rule-of-law state of Vietnam of the people, by the people and for the people.
