The social housing construction investment project in the planned residential area of Phu Xuan, Tran Hung Dao ward, Hung Yen province, invested by Damsan Joint Stock Company, is built on a land area of nearly 1.3 hectares, with a total project investment of 680 billion VND, belonging to the 20% land fund within the overall Phu Xuan urban area of 10.5 hectares, including 2 buildings with a scale of 15 floors each and 1 basement, total construction floor area of 58,288 m2, providing about 546 social housing apartments and 36 synchronous commercial service apartments with full social infrastructure in the urban area including: schools, cultural houses, sports areas, green parks, trade, services... traffic system and parking lot. When completed, the project will provide accommodation for about 1,800 people, mostly workers, laborers, low-income earners, beneficiaries of social housing policies and families.

Speaking at the groundbreaking ceremony, Comrade Lai Van Hoan, Vice Chairman of the Provincial People's Committee, emphasized that this is not only an investment project to build a housing area, but also an important milestone on the development path of Hung Yen province, a symbol of the spirit of unity and joint efforts between the government, businesses and people for the goal of social security and happiness of workers, laborers, low-income people, beneficiaries of social housing policies and people in the area. The project contributes to realizing the major policies of the Party and State, which Hung Yen province has been strongly implementing new policies, especially Resolution No. 201/2025/QH15 on piloting a number of specific mechanisms and policies for social housing development, approved by the National Assembly on May 29, 2025, with specific mechanisms to shorten procedures, helping to speed up investment progress and project implementation progress; The 2023 Housing Law and its implementing decrees on the development and management of social housing with specific and clear regulations create a solid legal corridor for the development of social housing. This is an important foundation to help Hung Yen province and businesses confidently implement projects with fast progress and high quality.

In order for the project to be deployed, implemented and completed on schedule, ensuring requirements on quality, technique and aesthetics of the project, the Vice Chairman of the Provincial People's Committee requested relevant departments, branches and units to continue to coordinate closely, create favorable conditions, promptly remove difficulties and obstacles so that the project can be deployed smoothly.

The investor focuses on urging and supervising the construction process, closely managing the progress and quality of the project according to the approved project, proactively coordinating with relevant agencies and units to promptly resolve difficulties and problems of the project, ensuring progress according to the approved investment policy.

Construction contractors uphold a sense of responsibility, maximize capacity and experience, focus on human resources, machinery, equipment and apply advanced technical solutions, strictly implement State regulations on construction investment, ensure labor safety, traffic safety and security and order during construction.

Localities in the area closely coordinate with the contractor to ensure security and order, and widely disseminate information so that people clearly understand the meaning and importance of the project, gain high consensus, and create the most favorable conditions for the project to be completed on schedule.
