Many businesses said that although they have recognized the potential for solar power development since 2020, the official implementation mechanism will not be available until October 2024. The delay in issuing policies has caused the solar power market to almost "freeze" over the past 4 years.
Mr. Tran Van Hoi - Director of Anh Duong Power Company Limited, shared: "Many businesses want to invest but are still hesitant because there are no incentive documents or specific financial mechanisms. Credit institutions are also not bold enough to lend. We propose that there should be a clear pricing corridor for solar power systems and storage equipment, helping businesses have a basis to access bank capital."
Mr. Bui Van Tien - General Director of VATECH Renewable Energy Consulting Company, said that there should be specific guidelines in the form of a checklist on procedures and approval processes for investors to easily access. Currently, only about 5 - 10% of factories install rooftop solar power, while Ho Chi Minh City has many large industrial parks, this is an opportunity to reduce the pressure on electricity supply for EVN.


Exploiting green energy with solar power systems developed by research engineers
From the perspective of manufacturing enterprises, Mr. Dao Hoang Duy - Deputy General Director of GG Industrial Joint Stock Company, emphasized the importance of the battery storage system: "Renewable energy depends a lot on the weather and factory operating schedule, so a storage solution is needed. When the DPPA mechanism is implemented, allowing enterprises to buy electricity directly from renewable energy plants, the electricity saving rate will increase significantly."
According to the revised Power Plan VIII, by 2030, Vietnam will develop an energy storage battery system with a total capacity of 10,000 to 16,300 MW for wind and solar power centers. However, there is still a lack of a framework for electricity purchase and sale prices for storage batteries, as well as specific regulations on participation in the competitive electricity market for planned power projects.

Mr. Nguyen Thai Son - Vice President of the Vietnam Energy Association, said that the Association will coordinate with universities to train high-quality human resources, one step ahead to ensure national energy security.
With the strong development of renewable energy technology, Vietnam, especially Ho Chi Minh City, is expected to seize the opportunity to attract and retain foreign investors, aiming to develop greener, more sustainable and self-sufficient energy in the coming period.
