Creating breakthroughs from the voice of the people

Implementing the Central Committee's direction, the campaign to collect opinions from cadres, party members and people on draft documents to be submitted to the 14th National Party Congress has spread widely, becoming a major political movement throughout society.

With more than 2.5 million comments sent through many forms such as in person, online, and VneID application, this is a vivid demonstration of the people's responsibility and trust in the Party's leadership in the new era of development. From there, the people's voice will create a breakthrough in the work of perfecting the Congress documents.

Affirming people's trust in the Party

On October 15, 2025, the Central Propaganda and Mass Mobilization Commission held an international press conference to announce the draft documents, officially launching a peak period of propaganda and collecting public opinions. Immediately after that, propaganda activities were vigorously deployed with about 12,572 news and articles in newspapers, radio, television, and social networks, introducing the content and analyzing the new points of the draft documents.

In particular, many creative methods have been applied in the process of collecting public opinions such as: Online opinion collection system nationwide; VNeID application; QR codes at major airports and more than 1,200 points of the Highlands Coffee chain; and organizing the collection of opinions of the Vietnamese community abroad through seminars, forums, social networks, and emails. These new forms help expand access, spread the spirit of democracy, and mobilize the intelligence and enthusiasm of all classes of people at home and abroad.

According to the Report of the Central Propaganda and Mass Mobilization Commission, as of 24:00 on November 4, 2025, the total number of comments sent was 2,501,265. Specifically, 127,584 comments were collected at 3,908 conferences, seminars and forums. Along with that, 2,131,376 comments were sent via the VNeID application; 1,722 comments via letters and newspapers; 240,583 comments via the online system of the Central Propaganda and Mass Mobilization Commission.

In detail, for the Political Report, there were 1,169,638 opinions; the Report summarizing 40 years of innovation received 792,533 opinions; the Report summarizing 15 years of implementing the Party Charter received 538,572 opinions; other opinions on layout, form... had 522 opinions.

This is the largest number of opinions in the Congresses, clearly demonstrating the democratic spirit, trust and political responsibility of the people towards the Party's leadership. In particular, more than 2.1 million opinions sent via the digital platform have clearly demonstrated the strong transformation in the operation of digital government, digital economy and digital society among the people today.

According to the general assessment, the comments were highly unanimous with the content, structure and innovative spirit of the draft document. Some comments said that the document was carefully prepared, scientific, comprehensive, visionary and highly general, accurately reflecting the practical situation of the country.

Regarding the Political Report, the majority of opinions affirmed that the theme of the 14th Congress is profound and general, demonstrating the vision, intelligence, and will to develop a prosperous and happy country, moving towards socialism. Some suggested adding or emphasizing the factors of "national defense - security", "human development", and "freedom" to highlight more humanistic and democratic values.

Regarding the achievements of 40 years of innovation, many opinions suggested adding specific data on labor productivity, total social investment, environmental indicators, while emphasizing the role of digital economy, green economy, circular economy, digital transformation, and innovation in development results.

Professor, Dr. Dinh Van Chien, Vice President and General Secretary of the Vietnam Association for Research and Editing of Scientific and Technological Works, Director of the Institute of Mechanical, Automation and Environmental Science and Technology, said that the country's comprehensive renovation over the past 40 years has been a profound revolutionary process, creating strong changes in all fields. Summarizing the theory and practice of this period is of special importance, not only summarizing experience but also contributing to perfecting the theoretical basis for planning development policies in the new period.

The draft documents submitted to the 14th National Congress of the Party were elaborately prepared, comprehensively reflecting the process of innovation and the orientation of the country's development in the coming period. However, some contents need to be expressed more clearly, especially the part on the Party's theoretical awareness of the fields of culture, society and environmental protection.

From an economic perspective, Associate Professor, Dr. Dang Van Thanh, former Chairman of the Vietnam Association of Accountants and Auditors, said that the draft Political Report submitted to the 14th National Party Congress has quite comprehensively reflected the results of economic and social development in the 2021-2025 period, with an average growth rate of 6.3%/year, an estimated GDP of 510 billion USD, and an average income per capita of about 5,000 USD. However, after nearly four decades of innovation, Vietnam is facing the limits of a growth model based on capital, resources, and cheap labor. The growth model based on productivity, quality, and efficiency has been mentioned but has not really become the main driving force. Labor productivity remains low, with the average productivity growth rate over the past 5 years reaching only about 5.3%, not reaching the target. This shows that investment efficiency is still limited, when to have an additional part of growth, the economy has to spend a larger amount of capital than necessary; therefore, it is necessary to quickly shift to a knowledge-based economy, based on modern institutions and high-quality human resources, in which people are the soft infrastructure of development.

After carefully studying the draft documents submitted to the 14th National Party Congress, especially the Political Report and the Summary Report on 40 Years of Innovation, CEO of WATA Joint Stock Company, Outstanding Young Vietnamese Face of 2023 Nguyen Xuan Luc realized that the draft documents demonstrated a historic step forward in the Party's thinking on the role and position of the private economy.

The most obvious breakthrough is the change in perception when determining: "Private economic development is the most important driving force of the economy". The phrase "most important" is not just a change of language but a strategic affirmation, placing the private sector at the center of the new growth model, considering it the locomotive of innovation and enhancing national competitiveness.

Mr. Nguyen Xuan Luc proposed to clarify the connotation of "the most important driving force", emphasizing the role of the private sector in innovation, digital transformation, job creation and improving national labor productivity; clarify the relationship between the "leading" role of the state economy and the "most important driving force" of the private economy, ensuring support and interaction, avoiding understanding in an opposing direction.

Social issues such as education, healthcare, poverty reduction, and development of disadvantaged areas are also of concern to the people, with suggestions to improve the quality of education, reform exams, and focus on moral education, life skills, and career orientation for students.

In Lung Cu commune (Tuyen Quang province), Ms. Duong Thi Thanh, Principal of Lung Cu Primary School, assessed that the draft Political Report of the 14th National Congress clearly demonstrated the viewpoint of considering people as the center of development, building a comprehensive education system, and improving the quality of human resources.

However, from the practice of education in mountainous areas, Ms. Thanh believes that it is necessary to emphasize more long-term policies on training and using ethnic minority teachers; priority regime for training on-site staff; and improving digital transformation capacity in schools in remote areas.

Opinions were unanimous on the urgency of breakthroughs in science and technology development, innovation and digital transformation, considering this an important driving force for the 2026 - 2030 period.

Deputy Secretary of the Party Committee of the Fatherland Front and Central Mass Organizations Nguyen Thai Hoc said that one of the new points of this draft document is to identify science, technology, innovation and digital transformation as the main driving force for development. This is the right direction, but it needs to be further discussed, analyzed and carefully commented on to further improve the Political Report to be presented to the 14th National Party Congress.

Regarding Party building and rectification, some opinions suggested promoting the exemplary role of cadres and leaders, continuing to innovate leadership methods, improving public ethics, strengthening supervision by the people and the Fatherland Front, ensuring publicity and transparency in the activities of Party and State agencies. At the same time, it was recommended to increase the autonomy and self-responsibility of grassroots Party organizations, and establish an effective internal feedback mechanism to improve the leadership capacity and fighting strength of the Party.

The round of collecting comments on the draft documents of the 14th National Party Congress clearly demonstrated the policy of "People are the root", putting people at the center of the policy-making process. With more than 2.5 million comments, of which more than 2.1 million were sent via digital platforms, the Party has made a fundamental shift in the way it listens to and responds to the people, thereby making the people's voices a part of the Party's document preparation process, becoming a solid foundation for the 14th National Party Congress to truly become a Congress of innovation, integration and sustainable development.
