Trust to the Party: Rapid development goes hand in hand with social progress and equity

The Draft Document clearly demonstrates the aspirations and high political determination of the Party, State and all people in promoting economic, cultural and social development, maintaining national independence and sovereignty; basically meeting the aspirations of Party members and people for a comprehensively developed country in the new era.

To contribute to perfecting the Documents submitted to the 14th National Party Congress, I would like to contribute some comments:

Regarding the structure, in my opinion, the numbering of the Draft Political Report is not really reasonable. Specifically, from Section III to Section XIV should be in Section III, which is the Tasks and Solutions section, and the items in Section III should be numbered in regular numbers. Section XV should be changed to Section IV, which is the Key Tasks and Strategic Breakthroughs .

In terms of content, Section I - Evaluation of the implementation of the Resolution of the 13th Party Congress and the country's foundation after 40 years of renovation , only generally evaluates the role of the Fatherland Front (VFF) and socio-political organizations, without separately evaluating the role of each socio-political organization, which is not entirely reasonable. Thus, it does not cover all the roles of member organizations of the VFF, because each organization has a different role.

For example, the trade union organization is a bridge between the Party, the State and the workers, playing the role of an economic school, a management school and a socialism school. The activities of the trade union in recent years have not only participated in economic and social management, management of agencies and units, but also represented and protected the legitimate and legal rights and interests of workers, built harmonious, stable and progressive labor relations, created motivation to encourage workers to increase productivity, quality and efficiency. The work of propaganda, mobilization and organization of workers to take the lead in implementing the Party's guidelines and policies, the State's laws and policies, resolutely fighting against social evils, building an advanced Vietnamese culture imbued with national identity has been carried out regularly with quality and efficiency. Trade union activities have made important contributions to economic and social development, but have not been evaluated in the Draft.

In particular, the Vietnamese working class (GCCN) is the class leading the revolutionary cause of our country, through the vanguard, the Communist Party of Vietnam. Currently, the Vietnamese GCCN is present in all economic sectors and industries and is operating and using the most important production tools, determining the growth rate of the economy. The Vietnamese GCCN is pioneering in implementing the Party's innovation policy. Although it accounts for a small proportion of the population and social labor force, it annually creates a volume of products that account for a major proportion of the national income and ensures the state budget. However, in the assessment of the implementation of the resolution and the country's foundation after 40 years, the role of the GCCN is not mentioned. What is also illogical is that when entering the tasks and solutions section, the Draft proposes a solution to build the GCCN.

In particular, the work of developing party members and organizing party activities in non-state enterprises and foreign-invested enterprises in the socialist-oriented market economy is a matter of law and determines the existence and development of the Party. However, in the assessment report and in the tasks and solutions, it has not been adequately mentioned.

Regarding the guiding viewpoints, the Draft proposes 5 guiding viewpoints. In my opinion, it is necessary to add the viewpoint of linking economic development with social progress and equity, ensuring social welfare and security, to demonstrate the socialist orientation of the market economy in Vietnam. Regarding viewpoint 4, it is necessary to add the idea about the role of the Fatherland Front and people's organizations, in order to promote the strength of great national unity with the strength of the times.

Regarding the main development goals and targets for the 5-year period 2026 - 2030, additional targets on health, education, welfare and social security should be added. This is an important field, not only reflecting the level of socio-economic development of the country but also the nature of our social system.

STRENGTHENING THE ROLE OF TRADE UNIONS IN SUSTAINABLE DEVELOPMENT

To enter the era of rapid and sustainable development, Vietnam needs to strengthen and strongly innovate the Party's leadership in building a modern and strong working class, thereby strengthening the close bond between the Party and the working class, turning the Party's guidelines and policies into vivid reality in social life.

To do so, it is necessary to continue to firmly maintain the Party's stance on the working class, strengthen and maintain the Party's working class nature; continue to build the working class as the true core of the worker-farmer-intellectuals alliance, the foundation of the great national unity bloc.

In addition, it is necessary to strengthen the leadership of Party committees at all levels in propaganda and education work for workers; invest in building cultural institutions and activities in industrial parks and dormitories, creating a healthy environment to build a cultural life for workers. It is necessary to promote the effectiveness of state management, concretize the Party's guidelines into practical policies, promptly resolve pressing issues of workers and laborers, such as housing, labor safety, income, health care and cultural life.

It is necessary to consider education, training, science and technology as the top national policy, to improve the qualifications, skills, political theory and class consciousness of workers, so that they can stick with the revolutionary cause and meet the development requirements in the period of knowledge economy and international integration.

In particular, the trade union is a large mass organization of the working class and workers. The growth of the trade union not only determines the building of harmonious, stable and progressive labor relations, promoting production and business development, but also promotes the building of a strong working class and Party.

In the new period, the Party's leadership over Vietnamese trade unions needs to focus on the following contents:

Firstly, the Party needs to focus more on leadership and create conditions for trade unions to perform well their representative function of caring for and protecting the legitimate rights and interests of union members and workers. Thereby, creating a strong motivation to motivate and encourage union members and workers to make efforts, study and work with increasing productivity, quality and efficiency. Pay attention to creating conditions for trade unions to promote social activities, in order to promote the tradition of mutual love and support, helping workers in difficulty and misfortune.

Second, party committees at all levels need to regularly follow up on reality, direct, urge, inspect, and create conditions for trade unions to successfully complete the task of developing union members, associated with building strong trade union organizations. Especially the task of developing union members and establishing trade union organizations in the non-state sector.

Third, it is necessary to pay special attention to the work of trade union cadres, creating conditions for trade unions to be proactive in selecting, training and using cadres. Priority is given to those who have grown up in the workers' movement, have prestige, capacity, enthusiasm, and are truly leaders of workers. At the same time, it is necessary to focus on training and developing a team of trade union cadres at all levels with qualifications, courage, and ability to undertake immediate tasks and build a strong and long-term successor force.

Party committees at all levels need to regularly contact and listen to the opinions of trade unions, workers, and laborers. We must create a truly democratic and open atmosphere so that union officials and members can speak frankly and honestly for the purpose of building the Party and a fair and healthy society.
