Prime Minister: Diplomacy contributes to maintaining the environment, expanding the situation, and enhancing power

The Prime Minister summarized the results of the emulation movement of the Ministry of Foreign Affairs with 5 key phrases: "Maintaining the environment," "Expanding the situation," "Enhancing power," "Promoting the role," "Building the foundation."

On the morning of November 10, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, attended the Patriotic Emulation Congress of the Ministry of Foreign Affairs for the 2025-2030 period with the theme: "Building a Vietnamese diplomatic sector that is courageous, disciplined, modern, and professional; promoting the pioneering, important, and regular role of foreign affairs and international integration, for the cause of national construction and defense.

This is an opportunity to summarize, honor and promote advanced models, spreading the spirit of "Emulation is patriotism - patriotism must be emulated", towards building a comprehensive, modern, professional, civilized and humane diplomacy. Attending the Congress were: Deputy Prime Minister Bui Thanh Son; Minister of Foreign Affairs Le Hoai Trung; leaders of central ministries, branches and the Ministry of Foreign Affairs.

Compete in diplomacy, contribute to development and enhance the country's position

Over the past five years, the world and regional situation has undergone many profound changes. Implementing the foreign policy of the 13th Party Congress, the Ministry of Foreign Affairs has deployed synchronous, effective, focused and key work aspects and achieved many breakthrough results.

During the COVID-19 pandemic, responding to the special emulation movement "The whole country unites, joins hands, and competes to prevent, fight and defeat the pandemic," the Ministry of Foreign Affairs launched a "vaccine diplomacy" campaign, mobilizing and receiving more than 258 million doses of vaccine, and receiving medical equipment with a total value of about 80 million USD.

Responding to the movement to support socio-economic development, the Ministry of Foreign Affairs has supported localities in signing more than 400 Memorandums of Understanding on cooperation with international partners; successfully lobbied 73 countries to recognize Vietnam's market economy status; advised on promoting new forms of diplomacy such as health, environmental, agricultural, and technological diplomacy...

The Ministry of Foreign Affairs presided over, coordinated, advised, and recommended the Party and State to issue 17 resolutions, conclusions, and directives on important foreign affairs issues; served and presided over over 340 important bilateral and multilateral diplomatic activities.

Including more than 80 visits by key leaders, welcoming over 100 delegations of leaders from various countries; upgrading relations to Comprehensive Strategic Partnership with 11 countries, Strategic Partnership with 6 countries, establishing Comprehensive Partnership with 4 countries, Strategic Partnership by field with 5 countries, contributing to forming the most favorable foreign situation since Doi Moi to date.

The Ministry of Foreign Affairs has made important contributions to Vietnam's successful role as a non-permanent member of the United Nations Security Council for the 2020-2021 term; ASEAN Chair in 2020; member of the United Nations Human Rights Council for the 2023-2025 term and re-elected for the 2026-2028 term; successfully organized the ASEAN Future Forum (AFF), the P4G Conference; elected for the first time to 9 important UNESCO mechanisms; coordinated the successful organization of the opening ceremony of the signing of the United Nations Convention against Cybercrime, which was highly appreciated by international friends.

The Party's foreign affairs activities continue to expand, with our Party having relations with 259 political parties in 119 countries.

Parliamentary diplomacy has strongly promoted its active role in multilateral and bilateral forums. Work for overseas Vietnamese and citizen protection work abroad has been given attention.

The Ministry of Foreign Affairs has supported localities in signing more than 600 international agreements; promoted negotiations, bringing the total number of FTAs ​​that Vietnam participated in to 17; mobilized 19/27 European Union (EU) member countries to ratify the Vietnam-European Union Investment Protection Agreement (EVIPA); especially effectively implemented conferences directly chaired by the Prime Minister with ministries, branches and heads of representative agencies on economic diplomacy.

The Ministry of Foreign Affairs has advised on the issuance of the Cultural Diplomacy Strategy to 2030; actively supported the construction and successful campaign for UNESCO to inscribe 25 more world heritage titles/sites, bringing the total number of world heritage sites in Vietnam to 75.

On November 8, UNESCO approved Vietnam's initiative "International Decade of Culture for Sustainable Development."

In the 2025-2030 period, the Ministry of Foreign Affairs will closely follow the three key tasks directed by General Secretary To Lam, which are to ensure peace and stability, promote development and improve people's lives.

The Ministry of Foreign Affairs clearly identified that emulation and reward work must be strongly innovated, truly becoming an endogenous driving force, arousing the spirit of dedication, innovation and creativity in all cadres, civil servants and public employees.

Prime Minister Pham Minh Chinh presented noble awards from the Party, State and Government to collectives and individuals of the Ministry of Foreign Affairs with outstanding achievements.

The Prime Minister conveyed the best wishes of General Secretary To Lam, leaders of the Party, State, the Central Emulation and Commendation Council and the Prime Minister himself to the entire Congress.

The Prime Minister emphasized that emulation plays an important role in motivating, inspiring, promoting creativity and improving work performance by encouraging, educating, setting examples and rewarding, “emulation is sowing, rewarding is reaping,” so President Ho Chi Minh once advised: “Emulation is patriotism, patriotism requires emulation, and those who emulate are the most patriotic.”

Imbued with and following Uncle Ho's teachings, over many periods, patriotic emulation movements across the country have developed strongly and spread widely; strongly promoting the spirit of solidarity, patriotic tradition, aspiration for dedication, self-reliance, self-strengthening will, encouraging and motivating people across the country to strive to overcome difficulties and challenges, achieving great victories in the struggles for national independence and unification in the past and great achievements of historical significance in the cause of innovation, construction and protection of the Fatherland today.

For the Diplomatic sector - the "vanguard soldiers on the foreign affairs front," the Prime Minister said that the patriotic emulation movement has special significance and is always associated with Uncle Ho's teachings: "Emulation is an international spirit"; "Emulation is contributing to preserving world peace and democracy."

Together with national defense and security, diplomacy has maintained a peaceful and stable environment, firmly protected the country's independence and sovereignty for development; expanded the most favorable foreign situation since Doi Moi to date, consolidated and enhanced the country's position and power through economic diplomacy, cultural diplomacy, foreign information, consular affairs, citizen protection, and work with Vietnamese people abroad.

The sector has effectively promoted its role as an active and responsible member of the international community, proactively and responsibly participating in solving common regional and international issues; building the foundation and firmly consolidating a comprehensive, modern and professional diplomacy.

Implementing "3 good deeds, with the spirit of 3 competitions" in the new period

The Prime Minister commended and highly appreciated the efforts, endeavors and achievements of the Diplomatic sector in recent years, especially in launching and effectively implementing emulation movements, and congratulated the typical advanced collectives and individuals honored at the Congress, the "beautiful flowers" in the emulation garden that have contributed to spreading the image of Vietnamese diplomatic staff as "Loyal - Courageous - Disciplined - Disciplined - Dedicated - Intelligent - Creative."

Analyzing the situation and informing the Congress about the orientation and goals for national development in the coming time, the Prime Minister said that the context poses new requirements for the vision, mission and tasks of foreign affairs.

Therefore, emulation work must serve political tasks; improve productivity; improve efficiency; permeate every cadre, civil servant, and public employee; and absolutely not be a formality.

Diplomacy must have the motto: International solidarity brings strength; international cooperation brings benefits; foreign affairs bring trust; building a team of diplomatic staff who are brave, confident, modern, innovative, and creative...

The Prime Minister requested the Ministry of Foreign Affairs to continue promoting its pioneering role and strongly innovate its thinking and methods of implementing foreign affairs work in all fields.

The Ministry proactively and actively promotes the deepening and substantive development of relations with neighboring countries, major countries, Southeast Asian countries, important partners, traditional friends and potential partners, increasing trust and long-term sustainability; taking advantage of and maximizing opportunities from the established relationship framework; enhancing Vietnam's role and contributions in international politics, the global economy and human civilization.

The sector will further improve the effectiveness of economic diplomacy, science and technology diplomacy, cultural diplomacy, foreign information, consular affairs, citizen protection, and overseas Vietnamese to promote the attraction of high-quality investment, technology transfer, expand import and export markets, serve the implementation of three strategic breakthroughs and effectively deploy the Politburo's strategic resolutions.

The unit synchronously and comprehensively deploys foreign affairs activities on all three pillars of Party foreign affairs, State diplomacy, and people's diplomacy; proactively coordinates with foreign affairs forces at the central and local levels to improve the effectiveness of unified management of foreign affairs activities in all fields.

The sector continues to focus on building a team of diplomatic officers who are "both red and professional," with strong political will and deep professional qualifications, meeting the requirements of the task and at the international level, truly being pioneers on the foreign affairs front of the Party and State.

Reiterating President Ho Chi Minh's advice: "Emulation not only fosters the spirit of solidarity and patriotism of our nation, but also unites our people with the working people of the world," Prime Minister Pham Minh Chinh said that in the context of complex world changes, the spirit of patriotic emulation in the diplomatic sector must be aroused more strongly than ever.

Every diplomat must be a “pioneer,” an “inspirational figure” for a brave, humane, modern Vietnam that always strives for peace, cooperation, and sustainable development.

The Prime Minister asked the officers and employees of the Ministry of Foreign Affairs to carry out "3 good deeds" in the spirit of "3 emulations."

That is: "Doing better" regular work according to assigned functions and tasks; having strategic advice and timely and effective policy responses in the context of a rapidly changing, complex and unpredictable world situation.

Next is to “do better” the role of connection, strengthen bilateral diplomacy to connect domestically and internationally; connect economically; connect culturally; connect digitally, technologically; connect people...

Third is to “do better” the international mission; raise the level of Vietnam’s multilateral diplomacy; continue to promote the country’s role and position in proactively and actively participating in shaping and reforming global governance, especially at regional and international multilateral forums and mechanisms.

Along with that, the industry carries out "3 competitions": Competition in innovation of strategic thinking and creative action; Competition in fostering partnerships, trust and friendship with international friends; Competition in promoting science and technology development, innovation and national digital transformation.

Prime Minister Pham Minh Chinh believes and hopes that, with the glorious tradition of the past 80 years, the Diplomatic sector will continue to promote its pioneering, united, and creative role, and achieve even greater achievements, contributing to the whole country's steady progress into a new era - an era of strong, prosperous, civilized, and happy development, steadily advancing toward socialism as General Secretary To Lam has directed./.
