
In his opening speech at the Dialogue, Vietnamese Ambassador to Germany, Nguyen Dac Thanh, affirmed that the Party and State always respect and listen to the enthusiastic contributions of overseas Vietnamese – especially intellectuals, experts, and businessmen – who have modern knowledge, international experience, and deep patriotism, and are an important resource contributing to the cause of national construction and development, deep and sustainable integration.
Most of the opinions expressed at the Discussion highly appreciated the quality of the documents of this Party Congress, demonstrating the spirit of condensation and conciseness by integrating the documents into a 50-page draft Political Report, including 18 new points.
Dr. Nguyen Thai Chinh, majoring in Earth Sciences , Satellite Geodesy, Member of the Vietnam-Germany Innovation Network (VGI), Secretary of the Berlin-Potsdam Student Party Cell, said that the document is worthy of being the crystallization of the wisdom of the entire Party and the entire people. The topics discussed, from the review of the 40-year renovation process to the viewpoints and strategies for national development in the new period, are arranged logically, although concise but basically cover all the core issues today. Each sentence in the document can be considered a "manifesto", a slogan, a motto for action for the entire Party, the entire Army, and the entire People to strive to implement.

Professor, Doctor of Science Nguyen Xuan Thinh from TU Dortmund University, Acting President of the Vietnamese Association in Germany, President of VGI, highly appreciated and respectfully acknowledged the Party's determination in early publication of the draft documents of the Congress, creating conditions for overseas Vietnamese, especially intellectuals at home and abroad, to have the opportunity to study, exchange and contribute constructive ideas. This not only demonstrates the spirit of openness, transparency and democracy in consulting people's opinions, but also affirms the Party's deep concern for the intelligence and contributions of the Vietnamese community everywhere, while contributing to improving the quality and feasibility of policies and guidelines for national development in the coming period.
Professor Thinh said that the Political Report has presented a correct and positive strategic vision, affirming the indomitable spirit in the era of national development. However, to realize the goal of carbon neutrality by 2050, the draft Action Program needs to further emphasize the orientation of green economic development and green energy - considering this as the pillar of the national development strategy in the new period. In particular, it is necessary to clearly define the role of pioneering technology fields such as green hydrogen, along with promoting green architecture, greening roofs and walls, in order to form an adaptive, sustainable and harmonious urban space with nature.
In addition, Professor Thinh recommended that the draft Action Program should further emphasize the investment orientation for strategic infrastructure development in the Mekong Delta region – a key region in terms of economy, food security, and ecology of the country – to effectively adapt to climate change and transition to a green growth model. Synchronous investment in transport, energy, and logistics infrastructure should be associated with green energy development, especially green hydrogen technology, considering this as a strategic direction to promote the green economy in the delta, reduce emissions, create new development momentum for the region, and at the same time contribute significantly to the country's carbon neutrality goal by 2050.
The seminar was attended by many young intellectuals who are currently working for German universities, companies and organizations, and are also involved in civil-social organizations such as VGI, the Vietnam Association of Overseas Students, and the Vietnam Student Association, so the main contributions revolved around the contents of the Document related to the development of education, science and technology (S&T) and culture.
Dr. Nguyen Thai Chinh, giving comments on topic IV - Building a modern national education system, on par with the region and the world, should replace the word "on par" with "synchronized" because it shows the readiness to connect, inherit and exchange education. At the same time, "Taking learners as the center" should also be added, putting students at the center when organizing educational events.
Dr. Chinh also said that the policy of the Party and the State to have a breakthrough in developing a number of research-oriented universities into centers of science, technology and innovation on par with advanced countries is completely correct, but first of all, it is necessary to choose the right training profession and the right training institution, then from there, propose appropriate orientations and policies to upgrade these educational institutions. Vietnam should invest in a focused manner, not invest in a mass scale.

Young PhD student Nguyen Bang Tu, Vice President of the Vietnamese Student Association in Germany, commented that the document mentioned the policy of utilizing the knowledge of Vietnamese people abroad but did not have specific mechanisms. She suggested that it is necessary to build a national human resources information portal so that young intellectuals of Vietnamese origin abroad can connect and find job opportunities in the country. The government also needs to upgrade its vision of digital human resources, build a national digital competency scale and adjust the way of assessing competencies in education.
Dr. Nguyen Viet Tuan, an IT expert working at Tentamus Group, proposed to refer to and learn from the German model in project management to effectively use investment resources for science and technology, while Mr. Nguyen Son Thu, Chairman of the Vietnam-Germany Bridge Association, suggested that there should be more specific goals in foreign economic relations with Germany in particular and the European Union in general.
Referring to the content V - Strongly and comprehensively developing Vietnamese culture and people, Professor, Dr. Nguyen Hong Thai at Stettin University expressed his appreciation for the policy of building and developing an advanced Vietnamese culture, imbued with national identity, synchronously on the foundation of national values, cultural values, family values and Vietnamese human standards.
Concluding the discussion, Ambassador Nguyen Dac Thanh affirmed that the enthusiastic, responsible and strategic suggestions of the Vietnamese intellectuals and businessmen abroad will make an important contribution to helping our Party perfect its development guidelines and enhance Vietnam's position in the region and the world. The Ambassador also believes that, with the spirit of "The Fatherland is the fulcrum, overseas Vietnamese are a precious resource", the discussion has inspired many new ideas and specific initiatives to contribute to the cause of national development.
