80 years of innovation and development of Quang Ninh's agricultural sector

Over the past 80 years of formation and development, Quang Ninh has affirmed its pioneering position in resource management and environmental protection.

On November 8, the Department of Agriculture and Environment of Quang Ninh province held a ceremony to celebrate the 80th anniversary of the Traditional Day of Agriculture and Environment (November 14, 1945 - November 14, 2025). Attending the ceremony were Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Council; Mr. Nguyen Van Cong, Vice Chairman of the Provincial People's Committee; Ms. Nguyen Thi Thu Ha, Deputy Head of the National Assembly Delegation of Quang Ninh Province; leaders of the Ministry of Agriculture and Environment , leaders of departments, branches, and former leaders of the Department through the periods.

80 years ago, on November 14, 1945, President Ho Chi Minh signed a decree to establish the Ministry of Agriculture, the predecessor of today's Ministry of Agriculture and Environment. Since then, the sector has accompanied the country through each historical period, making important contributions to the resistance war, national construction and socio- economic development.

The first agricultural, forestry and fishery cadres of Quang Ninh in the early revolutionary period worked with the people to both produce and fight. Authorities at all levels mobilized people to reclaim land, build irrigation systems, promote production, grow crops, raise livestock and fish. Thanks to that, famine was pushed back, people had food and foodstuffs, and their lives gradually stabilized.

Entering the renovation period since 1986, Quang Ninh's agricultural sector has undergone a strong transformation. Market mechanisms, contract policies and management reforms have unleashed the great potential of the people. From a small-scale, self-sufficient production base, Quang Ninh has formed a modern, multi-value commodity agriculture, aiming at sustainable development. Along with that, land management, resource and environmental protection have been focused on, contributing to creating a solid legal foundation for agricultural, rural and farmer development.

The period 2015 - 2025 marked the synchronous development and outstanding results of the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment of Quang Ninh before the merger. The average growth rate of the industry's production value reached over 3.5%/year. Quang Ninh is one of the first localities in the country to complete 100% of communes meeting new rural standards, of which many communes met advanced and exemplary standards. High-tech agricultural models, ecological agriculture, and agriculture associated with tourism have opened up new directions, improving people's income and quality of life.

The agricultural structure continues to shift positively, the proportion of crop cultivation decreases, livestock and aquaculture increase rapidly. Production according to value chains associated with traceability, OCOP products, VietGAP, organic agriculture is increasingly expanding. Resource management and environmental protection have achieved many remarkable results: Forest cover remains over 55%, more than 65% of land area is forested; the cadastral records system and land maps are digitized, creating a foundation for modern and transparent management.

According to Mr. Nguyen Minh Son, Director of the Department of Agriculture and Environment of Quang Ninh, the merger of the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment into the Department of Agriculture and Environment according to Resolution No. 258/NQ-HDND dated February 26, 2025 of the Provincial People's Council is a historic turning point. This merger demonstrates a new vision in integrated resource management, sustainable development and green growth. The apparatus is more streamlined, management effectiveness is enhanced, and the fields in the industry are more organically and synchronously connected, contributing to improving the investment environment and public administration efficiency.

Speaking at the ceremony, Mr. Nguyen Van Cong, Vice Chairman of Quang Ninh Provincial People's Committee, highly appreciated the efforts and achievements of the sector over the past 80 years. He suggested that the provincial Department of Agriculture and Environment continue to develop in an ecological, modern and sustainable direction; develop high-value forestry; promptly advise on building a multi-purpose marine economy, turning Quang Ninh into an international marine economic center associated with coastal economic zones and the Ha Long - Bai Tu Long - Van Don - Co To tourist area.

Mr. Cong also emphasized the need to promote digital transformation, innovation, administrative reform, and the application of science and technology in industry management. In addition, it is necessary to continue to perfect the provincial planning, prioritize clean land funds for high-quality projects, resolutely eliminate backward technology projects, resource-intensive projects; proactively respond to climate change, prevent natural disasters, build a team of professional staff with modern integrated management thinking of natural resources and environment.

On this occasion, Mr. Mac Van Xuyen, former Head of Quang Ninh Forest Protection Department, was awarded the Third Class Labor Medal by the President. The Department of Agriculture and Environment of Quang Ninh was awarded a Certificate of Merit by the Prime Minister for its outstanding achievements in preventing storm No. 3 Yagi and an Emulation Flag by the Minister of Agriculture and Environment.

In addition, 13 individuals with achievements in work were awarded Certificates of Merit by the Prime Minister; many collectives and individuals were awarded Certificates of Merit and Commemorative Medals of the industry by the Minister of Agriculture and Environment and the Chairman of the Provincial People's Committee.
