Bringing digital skills to all citizens.

On the afternoon of November 10th, the Ninh Binh Provincial People's Committee organized the launching ceremony of the "Digital Literacy Movement" to spread the spirit of learning to every citizen and family. The event was broadcast live on television and digital platforms of Ninh Binh Newspaper and Radio and Television; and simultaneously connected online to the locations of departments, agencies, and People's Committees of communes and wards throughout the province.

At the launching ceremony, Vice Chairman of the Ninh Binh Provincial People's Committee Ha Lan Anh emphasized that 80 years ago, in response to President Ho Chi Minh's call, the "Popular Education Movement" created a great revolution, bringing the light of culture to millions of people; contributing to "eradicating illiteracy." "Digital Popular Education" is a rallying cry, a continuation of the spirit of "eradicating illiteracy" of the past in a new context. This is also a key task to successfully implement Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation, and the province's three strategic breakthroughs. This is also the key to enabling people to access and benefit from the two-tiered local government model.

Ninh Binh province has actively implemented the movement and initially achieved encouraging results. The network of "Digital Ambassadors" and "Community Digital Technology Teams" are actively operating with the motto "going to every street, knocking on every door, guiding every person." Many practical models such as: Digital Market - Digital Rural Area; and grassroots Digital Citizen have been launched and replicated, creating a vibrant digital learning atmosphere in the community.

By 2025, the province aims to have 80% of its adult population; 100% of high school and university students possessing basic digital knowledge and skills; 90% of provincial-level officials and 80% of commune-level officials proficient in using digital platforms; and 50% of adult citizens certified as having achieved digital literacy on the VNeID platform.

Vice Chairman of the Ninh Binh Provincial People's Committee, Ha Lan Anh, called on every official, Party member, civil servant, and public employee, especially those in leadership positions, to be pioneers and role models in learning and using digital technology; considering this a mandatory requirement to improve capacity and effectively serve the people in the two-tiered local government model. The armed forces will continue to be a solid shield, both leading the application of digital technology in management and administration and protecting citizens' safety in cyberspace.

The business community and entrepreneurs are proactively applying digital technology and artificial intelligence (AI) to enhance productivity, create new products and services, and expand the reach of Ninh Binh's brand. The education sector, teachers, students, and university students are promoting the teaching and learning of digital skills, transforming technology into a powerful tool for continuous learning, research, and innovation. Community digital technology groups, "Digital Ambassadors," and youth union members continue to persistently and wholeheartedly bring digital skills to all citizens.

The Vice Chairman of the Ninh Binh Provincial People's Committee expressed confidence that the "Digital Literacy Movement" will receive a positive response from the entire society, creating a vibrant and widespread wave of learning competition with the determination to make Ninh Binh one of the leading localities nationwide in digital transformation; contributing to realizing the aspiration that by 2030, Ninh Binh will become a centrally-governed city, a heritage, green, and creative urban area.

To encourage participation and create a vibrant atmosphere of emulation, making the "Popular Education Movement" a regular activity that spreads widely throughout society, following the launching ceremony, a promotional parade was held with the enthusiastic participation of a large number of armed forces, provincial-level agencies, units, organizations, and businesses in the area.
