Conclusion of the Politburo on recruitment, arrangement, use and treatment of cadres

The Politburo requested Party committees and organizations at all levels to effectively implement a number of solutions to build breakthrough and outstanding mechanisms and policies to attract, recruit, arrange, use, and treat excellent cadres.

Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 205-KL/TW (dated November 7, 2025) of the Politburo on a number of breakthrough solutions in recruitment, arrangement, use, and treatment of cadres.

Conclusion No. 205 stated: Considering the report of the Central Organizing Committee on the Project "Regulating a number of special mechanisms in recruitment, arrangement, use and treatment of cadres" and the opinions of relevant agencies, the Politburo concluded as follows:

To continue successfully implementing the renovation policy; to arouse patriotism, national self-reliance and the aspiration to develop a strong, prosperous and happy country, the Politburo requires Party committees and organizations at all levels to effectively implement a number of solutions to build breakthrough and outstanding mechanisms and policies to attract, recruit, arrange, use and treat truly talented and excellent cadres, meeting the requirements of national development in the new era.

Raising awareness, innovating thinking in discovering, attracting and promoting cadres

Party committees and organizations at all levels need to step up propaganda and thoroughly grasp the viewpoints, guidelines and policies of the Party and State on attracting and making good use of talented cadres; affirm that high-quality human resources are the number one driving force and pillar of national competitiveness, thereby raising awareness and determination of the entire political system in attracting, recruiting, arranging, using and rewarding truly talented and excellent cadres.

Innovate thinking, awareness and resolutely organize implementation, strengthen the responsibility of Party committees, Party organizations, leadership collectives, and leaders in discovering, attracting, and developing high-quality human resources in strategic and key sectors and fields, especially leading experts in the fields of science , technology, innovation, and digital transformation; experts in strategic technology fields such as artificial intelligence, big data, cloud computing, semiconductor chips, cyber security... individuals who are capable of promoting creativity and leading the foundation and spearhead industries (mechanical engineering, new energy, renewable energy, semiconductor industry, digital technology industry...), creating strong momentum, accelerating the process of industrialization, modernization of the country, and international integration.

Create a working environment that is open, transparent, democratic, united, supportive, friendly, and competitive, showing respect and appreciation for talented staff, while creating opportunities and conditions for staff to dedicate themselves.

Orientation to perfect the institution on implementing special mechanisms in recruiting, arranging, using and treating cadres

Continue to concretize the Party's policies and resolutions on attracting and promoting talented people to agencies in the political system; improve the effectiveness of personnel work, contributing to building a contingent of cadres at all levels with sufficient qualities, capacity and prestige, meeting the requirements and tasks in the new era.

Review and identify a list of strategic, key, and especially important sectors and fields that need to attract and develop high-quality human resources, and at the same time build a roadmap for developing specialized training models to detect, nurture, and create a source of talent for the country. Focus on promoting the connection between human resources in the public and private sectors to improve the efficiency of detecting, training, and using high-quality human resources.

Research on establishing a national talent database system, building a mechanism for recommending talented people. Supplementing and perfecting regulations on criteria, recruitment processes, placement, use, and preferential policies for cadres with outstanding talents in the political system; at the same time, research and build a legal corridor for approaching, attracting, and promoting talented Vietnamese people abroad who have succeeded in developed countries. Have a mechanism for regular, public, and transparent monitoring, evaluation, and screening; ensure close and unified coordination between localities, agencies, and units in detecting, recommending, building, and implementing policies for cadres; create maximum conditions for truly excellent, virtuous, talented, and prestigious individuals to promote their capacity, intelligence, and creativity to contribute to the cause of building and defending the Fatherland in the new era.

Every year, the state budget allocates about 10% of the total salary fund of the year (excluding allowances) to implement policies to attract and employ talented people; at the same time, ministries, branches and localities are allowed to mobilize additional non-budgetary resources to attract and employ talented people according to the provisions of law.

Strengthen inspection, supervision, prevention and combat of negativity and abuse of power in attracting and developing high-quality human resources. Strictly handle the abuse of special mechanisms to arrange and assign cadres to the wrong subjects, not ensuring standards and conditions for leadership and management positions at all levels or acts of profiteering, negativity, and violations of Party regulations and State laws.

Some special mechanisms in recruitment, arrangement, use and treatment of staff

Individuals who are Vietnamese citizens, have a clear background, meet political standards according to regulations on internal political protection of the Party, have good moral qualities, and have the capacity and qualifications to meet the criteria, will be considered for application of special mechanisms in recruitment, placement, use, and treatment:

Carry out special recruitment without examination for civil servants and public employees for individuals:

Young scientists under 47 years old with the academic title of associate professor, professor; experts, leading scientists, people with high professional qualifications in strategic, key, important sectors and fields, meeting one of the following criteria: (a) Having national or international research awards or scientific research works, contributing to innovation and development of sectors, fields, localities and the country. (b) Having exceptionally outstanding work achievements, surpassing the requirements of the current position. (c) Having inventions, innovations, technical improvements, initiatives to improve work efficiency, work performance or breakthrough solutions, scientific and technological products that create specific results of high value, making important contributions to the development of sectors, fields, localities and the country, recognized and rewarded by competent authorities (provincial, ministerial, sectoral level or higher).

Managers and business administrators at agencies, organizations, research institutes, technology corporations, domestic and international enterprises in strategic, key and important sectors and fields, meeting the following criteria: (a) Have in-depth expertise in the field or profession appropriate to the recruitment field. (b) Have outstanding achievements in the field of operation, appropriate to the requirements of performing economic, scientific and technological development tasks or key fields in Vietnam. (c) Have experience as a consultant or senior manager in a number of specific fields for 5 years or more.

Implement the admission process for excellent graduates from domestic and international higher education institutions, and those who have won high prizes in prestigious national or international competitions; prioritize strategic, key, and important sectors and fields of the country and locality.

In addition, localities, agencies and units, based on actual needs, can sign labor contracts with the above individuals to ensure the goal of attracting high-quality human resources with a lot of experience and intelligence, linking benefits with work results.

Prioritize planning for leadership and management positions

For those who are attracted to become civil servants or public employees, after recruitment, the management and employing agencies, organizations and units shall create favorable conditions for arrangement and use as follows:

Priority is given to planning for leadership and management positions by competent authorities.

Priority is given to being sent for political theory training, training, fostering, learning experience, research, and exchange domestically or abroad in their assigned expertise and profession, even if they do not meet the requirements regarding age, planned position, or form of training; during the time they are sent for training or fostering, their regime and policies remain the same and all expenses are paid according to regulations.

Be assigned suitable jobs, maximize professional capacity, qualifications and strengths; be considered for rotation to work for a limited period at domestic and international organizations.

For scientists, maximum resources are provided to carry out assigned programs and tasks.

For students after recruitment, if they have completed their tasks excellently for 2 consecutive years, they will be considered and assigned to practice as leaders or managers at the department level (in units with organizational structures) or at the division level (in units without organizational structures) at the agency, unit, or locality where they work without having to meet the requirements regarding working time, planning, or political theory. After 1 year from the end of the probationary period for leadership or management positions, the competent authority will evaluate and consider the official appointment.

For young scientists; experts, leading scientists, people with high professional qualifications; managers, business administrators, competent authorities can consider and appoint them to appropriate leadership and management positions or positions or arrange them into job positions with required ranks and levels, even in cases where they do not fully meet the standards and conditions as prescribed.

Officials, civil servants and public employees with outstanding and exceptional work achievements, specific products that bring high efficiency and make important contributions to the development of the industry, field, locality and country are given priority in arrangement and use as follows:

Considered for planning leadership and management positions without necessarily ensuring conditions on age, subject, and political theory level.

Priority is given to training and development at home and abroad; to be sent to political theory and state management training when not meeting the requirements on age, planned position, and training form.

Be considered for appointment, recommended to run for leadership and management positions next to or one level higher (from department level or lower) at the agency, unit, locality where working or at another agency, unit, locality without necessarily ensuring conditions on age, planned position, political theory level, time holding current position.

Incentive mechanism

General benefits:

To be provided with favorable working environment to promote professional capacity, qualifications and strengths; to invest in funds, equipment and convenient working means to implement programs, tasks, projects, topics and research works approved by competent authorities. To be given priority access to the latest sources of information, data and technology to serve professional work.

Be honored and specially rewarded by competent authorities, promptly and appropriately for contributions and achievements according to regulations.

For officials who have made important contributions to the locality, agency, or unit, they are arranged public housing according to regulations of competent authorities; they are given priority to rent or receive financial support for renting public housing; they are given the highest priority among the group of officials, civil servants, and public employees who are allowed to buy social housing according to the law. They are supported with means of transportation and health care regimes appropriate to their job position.

After being recruited as civil servants or public employees, students will receive 100% of their salary; and at the same time, they will receive an additional allowance of at least 150% of their salary according to the current salary coefficient (not used to calculate social insurance and health insurance contributions) within 5 years from the date of the recruitment decision.

Young scientists; experts, leading scientists, people with high professional qualifications; managers and business administrators are entitled to receive monthly salary and additional allowances of at least 300% of the salary in the recruited job position (not used to calculate social insurance and health insurance contributions) within 5 years from the date of recruitment decision of competent authority or according to agreement between competent recruitment authority and employee; are applied special salary and bonus framework, according to agreement if they have outstanding achievements in public service activities recognized by competent authority.

Cadres, civil servants and public employees are increased by at least one salary level of the current salary coefficient and receive an additional allowance of 300% of the current salary (not used to calculate social insurance and health insurance contributions).

Commitment and binding responsibility

The Politburo's conclusion also stated that the recruited cadres must commit to contributing and ensuring a minimum working time at the recruiting agencies and units. Annually, they must report work results and specific products to the competent authorities.

The competent authority in charge of recruitment and deciding on the application of the preferential treatment mechanism is responsible for monitoring, commenting, evaluating, and classifying the quality of cadres based on specific products and actual contributions to the agency, organization, unit, industry, and field to decide whether to continue or stop applying the policy.

Depending on the specific case, the competent authority has the right to decide to terminate the implementation of the regime according to the regular, continuous assessment mechanism or according to the implementation time of specific tasks, topics, and projects without having to wait until the end of the year.

The Politburo assigned the Government Party Committee and the National Assembly Party Committee to lead, direct the revision and promulgation of relevant documents to implement this Conclusion, promptly specify the list of strategic, key and important sectors and fields that need excellent human resources, criteria for discovery, selection, evaluation and preferential policies for groups of talented cadres and civil servants.

The Central Organizing Committee shall preside over and coordinate with the Central Party Office and relevant agencies to monitor, urge and inspect the implementation of the Conclusion, and periodically report to the Politburo and the Secretariat.

Provincial Party Committees, City Party Committees, Party Committees directly under the Central Committee, Central staff and support agencies shall study, lead, direct the implementation and concretization of the Conclusion. The Central Military Commission and the Central Public Security Party Committee shall, based on the Conclusion of the Politburo, study, concretize, promulgate or propose to the Government to promulgate regulations suitable to the specific characteristics of their activities.

This conclusion takes effect from the date of issuance and is disseminated to the Party cell./.
