Rising above the border
In Pa Hoc village (Nhi Son commune), Mr. Thao Van Tong, a Thai ethnic, used to be a poor household that relied on rice fields and corn hills all year round. Thanks to boldly borrowing capital from the Social Policy Bank, he invested in livestock farming, growing elephant grass for food, and regularly vaccinating his livestock... From a pair of breeding cows, he now has 8 cows, and his economy is increasingly prosperous. In 2023, his family officially escaped poverty, becoming a well-off household in the village.

Developing agricultural production helps Thanh Hoa people stabilize their livelihoods and escape poverty sustainably.
In Son Dien commune, Mr. Luong Van Ung is also a typical example. Thanks to preferential capital, he expanded the scale of pig farming to 30 pigs, combined with afforestation and exploitation of secondary forest products. This model brings in an income of about 120 million VND per year, helping his family build a solid house in the border area.
The stories of Mr. Tong and Mr. Ung show that when people are supported in the right direction and have the will to rise up, they themselves become "the subject of the poverty escape process", a clear demonstration of the effectiveness of poverty reduction policies associated with the spirit of self-reliance.
Take people-centered
From these examples of overcoming difficulties, we can clearly see Thanh Hoa 's direction in sustainable poverty reduction: Not only helping people escape poverty in the short term, but also creating long-term livelihoods.
The province has concretized the National Target Program for the 2021-2025 period with many specific mechanisms and policies suitable for each region and each target group. In particular, the focus is on job creation, production development and investment in essential infrastructure. Concrete roads to villages, schools, medical stations, electricity grid, clean water... have opened up opportunities for people to fully access basic social services.

Along with that, the role of the grassroots political system has been promoted. Mass organizations have registered to help poor households according to the motto "having an address, having a roadmap, having results", with many practical models such as "Women helping each other escape poverty", "Youth starting a business", "Veterans doing good business", "Cow bank", "Savings and loan groups"... Thanks to that, by 2024, the rate of poor households in the whole province will decrease to 2.02%, near-poor households will decrease to 4.5%; in particular, poor households of ethnic minorities will decrease sharply from 14.75% to 8.32%.
Despite the difficulties, the spirit of “poverty reduction is an honor” has spread widely. Localities put people at the center, attach importance to vocational training, improve production capacity, and expand consumer markets – core factors for sustainable development.
Director of the Department of Ethnic Minorities and Religions Vu Thi Huong emphasized: Poverty reduction in Thanh Hoa is not only about support, but also about giving opportunities, arousing the will to rise up, helping people escape poverty by their own efforts.
In 2025 - the final year of the 2021-2025 period, Thanh Hoa aims to reduce the poverty rate by 1.5% or more, and the poverty rate among ethnic minorities by at least 3%.
With a methodical approach and high determination, Thanh Hoa is realizing day by day the goal of "reducing poverty associated with improving the quality of people's lives", so that the slogan "No one is left behind" becomes a reality in the land of Thanh Hoa, a land of love and innovation.
