The Department of Construction and Irrigation Works Management said that Cay An Lake, Ta Nang Commune, Lam Dong Province, managed by the Duc Trong Area Construction Investment Project Management Board, has a basin area of ​​3.83 km² and a total capacity of 1.76 million m³. The lake has a main dam 461.5 m long and 12 m high. The auxiliary dam is 92.8 m long and 11 m high. The project is responsible for supplying water for production on 250 hectares of cultivated land.

The structure is leaking and has 2 landslide cracks on the dam roof. The first crack (old crack) is 9m long and has now expanded, the crack is 14-16cm wide, sinking 0.3-0.5m; the second crack is 1.5m from the old landslide location. The grooves at the foot of the landslide location are seeping clear water.

The immediate solution is to lower the spillway by 0.7m to lower the reservoir water level. Ta Nang Commune organized the evacuation of people and property from the dangerous area downstream of the reservoir. At the same time, it organized a 24/7 on-duty team.

In addition, Lam Dong province issued Decision No. 2032/QD-UBND dated November 7, 2025, issuing an order to urgently construct a project to urgently repair the seepage and landslide of Cay An reservoir. The project has a total investment capital of 2.9 billion VND from the province's reserve budget, with an implementation period of 90 days.

Previously, as reported by VNA, on the afternoon of November 7, the People's Committee of Ta Nang commune, Lam Dong province issued an urgent document announcing the risk of the Cay An irrigation reservoir dam breaking due to the impact of heavy rain when storm No. 13 made landfall. According to records, the amount of water pouring in increased rapidly, by 2:00 p.m. on November 7, at Cay An lake there was a risk of the main dam shoulder breaking, water overflowing to the downstream area, posing a potential risk of serious flooding.

On the evening of November 7, the People's Committee of Ta Nang commune organized an emergency evacuation of dozens of households to a safe place due to flooding and the risk of the main dam of Cay An irrigation reservoir breaking due to the impact of storm No. 13 causing heavy rain.

After a night of emergency reinforcement measures by authorities, by the morning of November 8, the main dam of Cay An irrigation reservoir had gradually stabilized, and signs of cracking had not increased.

As of the morning of November 8, at the main dam area of ​​Cay An irrigation reservoir, dozens of people from many forces continued to deploy measures to reinforce the severely cracked and eroded dam body. Hundreds of mother-of-pearl piles and soil bags added by the forces to the foot of the dam (the section near the spillway) are now leaking, seeping water, and showing signs of severe subsidence.

Faced with the complicated developments of floods, on the morning of November 8, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh and a working delegation urgently inspected a number of irrigation works in coastal areas and heavily flooded residential areas to proactively grasp the situation, check response work, and provide timely support to people in affected areas.
