Lam Dong: Cay An Lake stabilized after a night of emergency reinforcement, 110 households were evacuated

As of the morning of November 8, at the main dam area of Cay An irrigation reservoir, dozens of people from many forces continued to deploy measures to reinforce the severely cracked and eroded dam body. Hundreds of mother-of-pearl piles and soil bags added by the forces to the foot of the dam (the section near the spillway) are now leaking, seeping water, and showing signs of severe subsidence.

According to Mr. Nguyen Vu Linh Sang, Chairman of Ta Nang Commune People's Committee, since the evening of November 7, the locality has mobilized all police, military , civil servants and military and police units to support the implementation of emergency measures to reinforce the dam body. At the same time, the locality has evacuated 110 households with 600 people to a safe place and provided necessary necessities to the people.

“The temporary solutions have been effective. In the long term, if the weather is favorable and sunny in the next few days, it will help the forces have time to continue reinforcing the project. It is expected that on November 9, specialized units will drill bored piles and pour concrete to reinforce the dam foot as well as along the water ditch section at the spillway of the Cay An lake project,” Mr. Sang added.

Also on November 8, the Provincial People's Committee announced the conclusion of the Chairman of the Lam Dong Provincial People's Committee, Ho Van Muoi, requesting departments, branches and localities to focus on implementing solutions to handle local landslides in the downstream area of Cay An reservoir. In particular, units must immediately implement emergency technical solutions to save the project; deploy measures to ensure the safety of life and property for people in areas at risk of being affected; organize 24/7 guard duty to control people entering and exiting dangerous areas; mobilize forces and vehicles to be ready to respond in case of dam failure.

Regarding the Cay An irrigation reservoir project, on November 7, Lam Dong Provincial People's Committee also issued an Order to urgently construct the Cay An reservoir emergency repair project (phase 1). The project has a total investment of 2.9 billion VND, with an implementation period of 90 days. Thereby, it aims to ensure safety during operation, avoid the risk of insecurity and dam failure; protect the lives and property of about 400 households and 200 hectares of cultivated land in the downstream area in the coming years.

The Cay An reservoir irrigation project in Ta Nang commune has a capacity of about 1.7 million m3, providing irrigation water for 250 hectares of production land in the area. The project was put into use in 2007. Currently, the area at the foot of the main dam near the water discharge gate has appeared with slides, cracks 54m long, the crack opening is 0.2 - 0.5m wide, with underground water seeping through the foot of the dam. If heavy rain continues, the dam may break at any time.
