Speaking at the meeting, Senior Lieutenant General Truong Thien To acknowledged and highly appreciated the members of the Standing Agency for actively contributing ideas to each draft report, and requested the agencies to continue to coordinate and clarify the basis for proposing rewards for each collective and individual.

Senior Lieutenant General Truong Thien To suggested: The Standing Office of the Ministry of National Defense's Council of Economic and Social Affairs should fully absorb the opinions expressed at the meeting, continue to review the draft reports, ensure the structure of each part is clear, have a basis for proposing awards, and have appendices attached to the reports.

The issues of explanation must be clear, specific and convincing. Grasp the results of completing the tasks of each unit in each emulation cluster under the Ministry of National Defense, compare with the existing regulations. After completing the draft report, the coordinating agencies send the document to the members of the Standing Agency for comments, before reporting at the meeting of the Ministry of National Defense's Emulation Council.
