In order to effectively implement the policies and directions of the Party, the State, the Central Military Commission, and the Ministry of National Defense on the development of the defense industry, focusing on Resolution No. 08-NQ/TW of the Politburo on "Promoting the development of the defense industry to 2030 and the following years", the General Department of Defense Industry directed the development of a plan and proposed the Ministry of National Defense to invest in the construction of two projects: "Strengthening the capacity of the weapons testing laboratory" at the Institute of Weapons and "Investing in infrastructure and a laboratory for calculating and simulating technology for designing and manufacturing high-tech integrated weapons" at the Institute of Technology.

Investing in the two projects is necessary and will bring many important benefits. Specifically, serving the research and design of weapons; mastering the design of conventional weapons and high-tech weapons, weapons of strategic significance; mastering basic technology, core technology. Providing modern simulation, calculation and design tools, helping to reduce time, effort and costs for the design, testing and testing process. After investment, the Institute of Weapons and the Institute of Technology will become important facilities to carry out the task of developing strategic technology, weapons products, and technical equipment of strategic significance; at the same time, fostering and training high-quality human resources, serving the Army and the national economy .

Concluding the conference, Senior Lieutenant General Le Huy Vinh requested the General Department of Defense Industry in general, the Institute of Weapons and the Institute of Technology in particular, to seriously absorb the opinions of relevant agencies and units; determine the goals and requirements to build investment plans for highly feasible projects, in line with functions and tasks, and not overlapping with units in the Ministry of National Defense, thereby contributing to enhancing the potential of the defense industry.

Senior Lieutenant General Le Huy Vinh emphasized that the feasibility of the above projects must be proven by clearly defining the viewpoint of selecting equipment in accordance with the spirit of Resolution No. 08-NQ/TW of the Politburo. In particular, the equipment must be modern, synchronous, specialized and highly automated; compatible, combined with the unit's existing equipment to improve investment efficiency, avoid waste; must have redundancy and openness for easy upgrading and expansion when needed; ensure good technology transfer, warranty, maintenance and technical services...
