The report and opinions presented at the conference unanimously affirmed: In the period of 2023-2025, the workers' movement and trade union activities in the General Department were comprehensively implemented, with many innovations and creativity. The trade union organization was regularly consolidated and built strong in terms of politics, ideology and organization, truly being a support, a place to confide thoughts, feelings and protect the legitimate rights and interests of workers.

Notably: Propaganda and mobilization work for union members and workers to improve their cultural level, skills, professional expertise, and industrial style has been promoted in many diverse and rich forms, close to the political requirements of the unit. Emulation movements organized by the union, especially the "Good worker, creative worker" movement, have been widely deployed throughout the General Department. In the period of 2023 - 2025, there have been 6,800 topics, initiatives, and solutions participated by union officials and members in the General Department; bringing in more than 185 billion VND in profit.

From the emulation movements, many collectives were commended by the Vietnam General Confederation of Labor, the head of the Ministry of National Defense , the head of the General Department of Politics; many cadres, union members, and workers were honored with the Nguyen Duc Canh Award, the Nguyen Van Linh Award, and hundreds of individuals were awarded the Certificate of Creative Labor. The workers' movement and trade union activities of the General Department have always been evaluated as one of the leading units in the entire army, making an important contribution to the cause of building and developing the General Department of Defense Industry.

Praising the achievements and results that union members and employees of the General Department have achieved in recent years, in his speech at the conference, Lieutenant General Dinh Quoc Hung emphasized: In the 2025-2030 period, Party committees and commanders at all levels continue to thoroughly grasp the directives and resolutions of the Party and the Central Military Commission on innovation of organization and operation of trade unions in the new period; correctly perceive the role and position of the workers' movement and trade union activities, the political mettle and historical mission of the working class.

Promote the role of trade union organizations and workers to actively participate in management, contributing to improving production and business efficiency and implementing the political tasks of the unit. Promote the emulation movement "Good workers, creative workers", associated with the Emulation Movement to Win and campaigns, focusing on breakthroughs in key tasks, weak links, and difficult tasks, creating motivation to promote excellent completion of political tasks of agencies and units.
