This is a practical activity within the program series "Improving legal knowledge for workers" in 2025, towards the Month of Action for the Law and Vietnam Law Day (November 9).

According to Vice President of Hanoi City Labor Federation Nguyen Huy Khanh, in recent years, the City Labor Federation and all levels of Trade Unions have always considered the dissemination of legal policies to union members and workers as a key task. At the program, more than 200 workers, civil servants, and employees participated. Many questions were sent directly and online around the issues: Labor contracts, wages, working hours - rest, maternity, sick leave, unemployment, and especially the union model in the new context, changes in social insurance policies from 2025.

Responding to the question of which units will no longer have active trade unions after the reorganization of the two-level local government, expert Nguyen Huy Khoa, Deputy Head of the Faculty of Law, Trade Union University, said: Currently, grassroots trade unions of administrative agencies, public service units receiving 100% of state budget salaries, and armed forces are units that have ended their operations, are no longer union members, and do not belong to the trade union system. When their operations end, they will no longer collect union dues and trade union funds.

According to the guidance of the General Confederation of Labor and the Hanoi City Confederation of Labor, the affiliated grassroots unions, grassroots trade unions, and departmental trade unions will organize the union congress for the 2025-2030 term before December 15, 2025. Units that are not qualified to organize a congress can hold a Union Conference.

Regarding the question of how long it takes for an employee to quit his job to receive a one-time social insurance payment, a representative of Hanoi Social Insurance said that according to the provisions of the Law on Social Insurance, employees who participate in social insurance before July 1, 2025 and have a social insurance participation period of less than 15 years will receive a one-time social insurance payment after 1 year of quitting their job.

In addition, in cases where employees have one of the five critical illnesses, they will receive a one-time social insurance payment immediately after stopping payment, without having to calculate the time. If the person starts participating in social insurance from July 1, 2025 onwards, there is no longer a 1-year time limit for stopping one-time social insurance payment, but the employee can receive payment immediately.
