Chairman of Ninh Binh province Pham Quang Ngoc becomes Deputy Secretary of Hung Yen Provincial Party Committee

On the afternoon of November 11, Hung Yen Provincial Party Committee held a conference to implement the Secretariat's decision on personnel work.

At the conference, Mr. Nguyen Van Tung, Head of Local Department I, Central Organizing Committee read the decision of the Secretariat on personnel work.

Accordingly, Mr. Pham Quang Ngoc, Chairman of Ninh Binh Provincial People's Committee, ceased to participate in the Executive Committee, Standing Committee and ceased to hold the position of Deputy Secretary of Ninh Binh Provincial Party Committee for the 2025 - 2030 term to be transferred and appointed to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of Hung Yen Provincial Party Committee for the 2025 - 2030 term.

Deputy Head of the Central Organizing Committee Nguyen Quang Duong presented the decision of the Secretariat to the new Deputy Secretary of the Hung Yen Provincial Party Committee Pham Quang Ngoc. According to the plan, Mr. Ngoc will be introduced to the People's Council of Hung Yen province to elect him as Chairman of the Provincial People's Committee.

Mr. Pham Quang Ngoc was born in 1973; hometown is Khanh Hai commune, Yen Khanh district, Ninh Binh province. Mr. Ngoc has a doctorate in animal husbandry, a master's degree in environmental science, a bachelor's degree in biology; and a high level of political theory.

On December 9, 2020, at the 21st session of the 14th Ninh Binh Provincial People's Council, term 2016-2021, Mr. Ngoc was elected to hold the position of Chairman of the Ninh Binh Provincial People's Committee.

Before being elected Chairman of Ninh Binh Provincial People's Committee, Mr. Ngoc held the following positions: Chairman of the District People's Committee, Secretary of Yen Khanh District Party Committee, Head of the Provincial Party Committee's Propaganda Department, Vice Chairman of Ninh Binh Provincial People's Committee.

On June 30, 2025, Mr. Ngoc was assigned to hold the position of Chairman of Ninh Binh Provincial People's Committee (after the merger).
