Public investment capital has been disbursed 491,000 billion VND

The Government has just issued a Report on receiving and explaining opinions of National Assembly deputies, opinions of the National Assembly Standing Committee, and examination by the National Assembly's Economic and Financial Committee on the assessment of the implementation of the state budget in 2025.

In the report, the Government mentioned the situation of public investment disbursement. Accordingly, the disbursement of public investment capital from the beginning of the year to October 31, 2025 was VND 491,000 billion, reaching 54.4% of the plan assigned by the Prime Minister ; 3.5% higher in proportion and VND 144.9 trillion in absolute number compared to the same period in 2024.

" In general, public investment disbursement tends to be low at the beginning of the year and increases sharply at the end of the year because contractors need time to construct and accumulate enough volume for acceptance and payment at the end of the year.

In addition, the legal system on public investment has been focused on amending, strongly decentralizing and delegating power thoroughly and comprehensively to ministries and localities, converting the method of public investment management from "pre-inspection" to "post-inspection", promptly detecting and handling difficulties and problems ," the report stated.

Also according to the report, since the beginning of 2025, the Government has organized 4 online conferences with ministries, agencies and localities; issued 08 Directives, Official Dispatches and many documents directing the promotion of public investment disbursement; the Prime Minister, Deputy Prime Ministers and Government members regularly and continuously conduct field inspections, focus on resolving difficulties and urging implementation.

Disbursement of public investment capital reached 54.4% of the plan.

However, the disbursement of public investment capital is sometimes slow in some places and generally does not meet requirements, as stated by National Assembly delegates, due to many objective and subjective reasons.

The scale of public investment capital in 2025 is about 900,000 billion VND, an increase of about 33% compared to 2024. The implementation capacity in some agencies and localities is still weak, not resolute, lacking initiative; there is still a situation of pushing and avoiding responsibility. Meanwhile, although the Law on Public Investment has allowed the separation of land acquisition and clearance into separate projects, there are still some difficulties in the implementation organization (no agreement has been reached with the people, slow handover of the site; determining the origin of land use is difficult; completing land recovery dossiers through many steps...).

In response to the opinions of National Assembly deputies, the Government will continue to focus on directing ministries, branches and localities to urgently overcome the above limitations and shortcomings, determined to strive to complete the disbursement rate of public investment capital in 2025 to reach the target of 100% of the assigned plan.

Continue to review and perfect legal regulations; promote the activities of working groups; improve the quality of preparation and implementation of investment and construction, speed up site clearance progress; strictly handle cases affecting capital disbursement.

Regarding State budget expenditures and central budget allocation plans, the report said that some opinions suggested reviewing and ensuring that the implementation of 5% savings for development investment only and 10% for regular investment only does not affect the quality and effectiveness of task and project implementation;...

The Government said that the policy of saving 5-10% of state budget expenditure was proposed by the Central Executive Committee at the recent 13th Central Conference. On that basis, the draft Resolution on the state budget estimate for 2026 stipulates this content in accordance with the Central Committee's conclusion and assigns the Government to guide its implementation. After being approved by the National Assembly, the Government will guide the implementation to ensure that it does not affect the quality and effectiveness of tasks and projects.
