Quang Ngai Provincial Department of Science and Technology attended an online conference to train state management in the field of science and technology.

On the morning of November 13, the Ministry of Science and Technology held a training conference on decentralization, delegation of authority and assignment of authority in the field of state management of the Ministry. The conference was organized in a direct and online format with connecting points at the Department of Science and Technology of provinces and People's Committees of communes, wards and special zones across the country. Deputy Director of the Department Mai Thoan chaired the conference at the connecting point of the Department of Science and Technology of Quang Ngai province.

Deputy Minister Bui The Duy delivered the opening speech at the conference at the Ministry of Science and Technology bridge point.

In his opening speech, Deputy Minister of Science and Technology Bui The Duy said that the training conference is the next step in the process of implementing the contents of decentralization and delegation of power in state management of science and technology, towards the goal that by 2025, departments and communes can be completely proactive and flexible in performing assigned tasks according to the two-level government model.

Recently, the Ministry of Science and Technology has compiled a set of nearly 300 pages of guidance documents, in which each administrative procedure and each content of decentralization and delegation of authority has concise, easy-to-reference instructions, which can be compared to a professional handbook for grassroots cadres.

The Ministry of Science and Technology has also organized in-depth training conferences for leaders of the Departments of Science and Technology across the country, and sent officers from the Departments and Divisions directly to localities to guide practice, grasp and resolve difficulties.

During the one-day conference, the conference focused on topics in the fields under the Ministry's management authority such as: Overview of decentralization and delegation of authority in the fields under the state management authority of the Ministry of Science and Technology; Decentralization and delegation of authority in the fields of digital transformation and online public services, standards, measurement, quality, intellectual property, post, telecommunications, radiation and nuclear safety.

Thereby, helping local officials and civil servants grasp the whole picture of decentralization and delegation of power practices, update new regulations and instructions on the management of science and technology tasks in various fields, in order to ensure the effective implementation of specialized state management tasks.

In addition, leaders of Departments, Divisions and units under the Ministry also directly exchanged, discussed and answered questions from localities about the implementation of decentralized tasks, delegation of authority, coordination methods and inspection and supervision mechanisms, helping officials at all levels to grasp the process and be ready to implement it in practice...
