The Department of Foreign Policy strives to contribute to advising, building and implementing the foreign policy and international integration of the Party and State.

In the autumn weather of November, in the exciting competitive atmosphere towards the 2025 Patriotic Emulation Congress of the Ministry of Foreign Affairs and the 11th National Patriotic Emulation Congress, the collective of the Department of Foreign Policy, Ministry of Foreign Affairs is full of pride and aspiration to contribute.

The Ministry's Emulation Congress took place in the context of the whole country making efforts to prepare for the 14th National Party Congress, concretizing the country's strategic development goals in the new era. For the Foreign Affairs sector, this is a time of special significance, as the draft Political Report of the 14th National Party Congress emphasized the guiding viewpoint on the important and regular tasks of foreign affairs and international integration, as well as the development of foreign affairs in the new era, commensurate with the historical, cultural stature and position of the country.

For the Department of Foreign Policy, emulation work is always closely linked to the task of strategic advice for the Party and State in planning and implementing foreign policy and international integration. Over nearly 50 years of establishment and development, the unit has always strived to promote a high sense of responsibility, creative thinking, proactively grasping the world and regional situation, promptly advising and proposing appropriate policies to contribute to ensuring a peaceful and stable environment, mobilizing external resources and favorable international conditions to serve development, enhancing the position and prestige of the country.

In that spirit, the Department's staff is always aware of constantly promoting the tradition of solidarity, discipline, dedication and creativity in performing tasks, contributing to the outstanding results of the Ministry and the foreign affairs sector in the period 2021-2025, notably:

Firstly, contributing to advising on the institutionalization, concretization, summary, and preliminary review of the implementation of the foreign policy of the 13th Congress into a comprehensive system of policies and strategies . A typical example is participating in the process of advising on the issuance of Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation and many other important Resolutions, Conclusions, and Directives of competent authorities on foreign affairs.

Second, contribute to concretizing the content of Vietnam's foreign affairs and diplomacy in the new era ; participate in summarizing 40 years of Renovation, advising on foreign affairs content for the 14th Congress documents and serving major celebrations such as the 80th anniversary of the establishment of the diplomatic sector.

Third, contribute to building and implementing high-level foreign affairs activities , advising and drafting many policy speeches and serving bilateral contact activities of Party and State leaders at high-level multilateral conferences; actively deploy the mechanism to review and implement commitments and agreements signed during foreign affairs activities of Party and State leaders.

Fourth, contributing to expanding, enhancing, upgrading and deepening relations with partners, thereby contributing to the country's open foreign affairs situation with diplomatic relations with 194 countries and comprehensive partnership framework or more with 40 countries.

Fifth, contribute to promoting research and strategic forecasting , including developing specialized reports on the world and regional situations, and emerging issues and trends in international relations.

The emulation movement in the unit has created a dynamic working environment, encouraging innovation and creativity. Many initiatives have spread throughout the unit such as the development of policy reports (policy memos), thematic activities, exchanges to improve knowledge and professional skills, application of information technology in research and implementation of work in accordance with regulations.

The above results were achieved thanks to the close and direct guidance of the Ministry's leaders, headed by the Minister - a source of motivation for all cadres and party members in the unit to strive to complete all assigned tasks. Thanks to the attention and results achieved, the Department has recently been honored to be recognized by the Party, the State and the Ministry with many noble awards such as: Emulation Flag of the Government in 2023; Third-class Labor Medal in 2024 of the Lao People's Democratic Republic; Emulation Flag of the Ministry of Foreign Affairs for many consecutive years; along with many Certificates of Merit from the Prime Minister, Minister of Foreign Affairs and Certificates of Merit from the Central Foreign Affairs Commission for the collective and individuals of the unit.

Towards the period 2026-2030, closely following the Ministry's emulation theme of "building a Vietnamese diplomatic sector that is courageous, disciplined, modern, and professional; promoting the pioneering, important, and regular role of foreign affairs and international integration, for the cause of building and defending the Fatherland", the Department of Foreign Policy is determined to well implement the tasks assigned by the Party, State, Minister and Leaders of the Ministry, focusing on the following key orientations:

Firstly , continue to contribute to concretizing and institutionalizing the foreign policy of the 14th Party Congress, especially concretizing the "important and regular" connotation of foreign affairs and international integration and the connotation of foreign affairs in the new era.

Second , promote the implementation and concretization of the Party and State's directive documents on foreign affairs, including Resolution 59 on international integration in the new situation.

Third , advise and effectively serve the foreign affairs activities of senior leaders and implement commitments and agreements; improve the quality of oriented research and strategic advice; develop theoretical issues on international relations.

Fourth , actively contribute to the work of building the industry, Party and mass organizations of the unit and the Ministry, actively participate in the common activities of the Ministry, and contribute to building a comprehensive, modern, and professional Vietnamese diplomacy.

Thoroughly implementing President Ho Chi Minh's instruction: "Emulation is patriotism, patriotism requires emulation", the Foreign Policy Department will be determined to contribute more and more effectively to the cause of building, developing and protecting the Vietnamese Fatherland in the new era.
