Positive change, clear results
After 1 year of implementing Circular 95, the Emulation Movement for Victory (TĐQT) of the Dong Thap Provincial Armed Forces has had many clear changes in terms of awareness, content and organization methods. The emulation targets and measures have been built specifically and closely to reality; the consideration and proposal of rewards have ensured democracy, publicity, substance, correct objects and correct achievements. Since then, the situation of "egalitarianism", equal distribution or "giving in to emulation" has been basically overcome; collectives and individuals have strived to prove themselves with specific work results. From here, many good models and creative ways have been deployed by the Provincial Armed Forces such as: "Going with gifts - coming home with a house"; "Rapid response team" to support people in overcoming the consequences of natural disasters; "Youth volunteer team for digital transformation"; "Living blood bank"... contributing to building a comprehensively strong Provincial Armed Forces.

A new point in 2025 is that the Dong Thap Provincial Military Command effectively implements the emulation content of "Three Breakthroughs": Breakthrough in organization and staffing in the direction of "lean, compact, strong"; Breakthrough in improving the quality of training and education to meet the requirements of combat readiness and combat; Breakthrough in building regulations, law enforcement, discipline and promoting administrative reform, developing e -Government and digital transformation. Accordingly, each agency and unit builds a specific evaluation criteria table for each emulation content; the results are quantified and demonstrated by data, images, and work products. The consideration, voting, and classification of emulation are conducted publicly, democratically, with the participation and supervision of Party committees and mass organizations. Thereby, ensuring objectivity, fairness, creating trust and motivation for officers and soldiers. In evaluating and classifying party members, cadres, and units, the principle of "taking the results of completing tasks and the sense of responsibility in implementing emulation movements as the main measure" is thoroughly understood. The evaluation process is conducted strictly, according to procedures, with comparisons with criteria, and specific verification, avoiding carelessness and sentimentality. Thanks to that way of doing, the emulation, reward, and evaluation of cadres and party members in the Dong Thap Provincial Military Region is ensured to be strict and substantial, creating a healthy competitive environment.

No more "competition concession"
Looking back at 1 year of implementing Circular 95, we see that this is a correct and accurate policy, creating strong motivation for cadres and civil servants of Radar Regiment 351 to enthusiastically compete and strive to complete their tasks well. The Circular helps emulation and reward work to be more practical, accurately reflecting the efforts, responsibilities and contributions of each collective and individual, creating positive changes in the emulation movement in the unit. Cadres, party members and civil servants all clearly see that emulation is a regular activity, an intrinsic need of each person. Emulation targets are specified in connection with the responsibilities and tasks of each position, each shift, each radar station... Another good thing is that this year, the situation of "giving up emulation" no longer exists. The typical and advanced collectives and individuals are truly exemplary, truly the nucleus promoting the emulation movement in the unit, contributing to strengthening solidarity and unity within the unit. Thanks to that, Radar Regiment 351 continues to maintain good order, practice strict discipline, and excellently complete assigned tasks.

The examples are truly representative and convincing.
Circular 95 created a vibrant competitive atmosphere in all aspects of work at Regiment 66. Thanks to that, training work has many innovations, the responsibilities of each level and individual in charge are clearly defined. Party and political activities are timely and widespread; the International Youth Movement and campaigns, mass mobilization work, and policies are deployed comprehensively, systematically, scientifically, and effectively... In order for cadres and civil servants to have a basis to strive for right from the beginning of the year, the Regiment has specified the contents and competition targets close to the characteristics of each unit's tasks.
We also organize scoring and evaluation of emulation from squad to regimental level by day, week, month, quarter and year, as a basis for reviewing and awarding on an ad hoc and year-end basis, ensuring accuracy, publicity, fairness, timeliness and correctness. Up to this point, units under Regiment 66 have completed the year-end summary. Through reports and direct participation, we have found that the review is conducted publicly, in accordance with instructions and regulations, and there is no longer a situation of "suggesting" or "rotating" awards. The collectives and individuals proposed for awards are also very worthy of being advanced models, having great influence and spreading widely.

Compete for the common mission
I am very honored to be classified as a Party member who has completed the task excellently and is a Basic Emulation Soldier. This is both a joy and a motivation for me to continue to strive more in my work. The International Emulation Movement in my unit is always vibrant. We all try to overcome all difficulties to best complete the assigned tasks. With Circular 95, we are more determined, clearly define our responsibilities and strive to affirm our own abilities. I believe that emulation is to constantly train, improve ourselves and contribute more to the collective and common tasks. The highest goal of emulation is to excellently complete the task, contributing to firmly protecting the sovereignty and security of the national border. As a military and civilian medical staff, I always identify the task of caring for and protecting the health of soldiers and people in border areas as a responsibility and pride. Over the past year, my medical team and I have proactively advised and organized many medical examinations and provided free medicine to people, especially ethnic minorities; coordinated with local health care to propagate and guide people in disease prevention and control, and environmental hygiene...

Strive to be worthy of the reward
Through evaluation, assessment and voting at all levels, I was recognized as a Party member who had excellently completed the tasks in 2025 and was awarded the title of Emulation Fighter at the grassroots level. Every year, my unit organizes democratic and public evaluations in accordance with the regulations and instructions of superiors. Circular 95 makes the emulation atmosphere in my unit even more enthusiastic and exciting; everyone feels happy and excited because they receive great attention and encouragement from above. We all determine to work responsibly and substantially, strive to achieve and exceed the signed emulation targets, worthy of each level of reward, and end the situation of "mediocreity". Trusted by superiors, in 2024 and 2025, I participated in parades and marches at important national celebrations three times. Despite the high training intensity, harsh weather, and long travel distance, I always strictly followed the training schedule and plan, overcame the pain, and gradually improved my physical strength. With my own efforts and the help of commanders at all levels and my teammates, I was commended by the Ministry of National Defense, the General Staff of the Vietnam People's Army, and the Command of Military Region 3 during my participation in parades and marches.

Try to achieve better results next year.
The competitive atmosphere in my unit is vibrant and substantial, closely linked to the completion of training targets, combat readiness, regular building, discipline training and assigned tasks. Party members all actively respond, proactively register for specific jobs, have many initiatives and improvements in work, contributing to improving the quality and effectiveness of task implementation. As Secretary of the Party Cell of Company 2, I am always exemplary, working with the collective to build a united bloc, successfully completing assigned targets and contents; ensuring absolute safety for the unit, and peace of mind for officers and soldiers, and peace of mind in their work. The work of reviewing and evaluating emulation by scoring is more convenient and objective, and there is no situation of "giving in to emulation". This year, I am recognized as an officer and party member who has completed the task well. I will try harder to achieve better results next year, contributing to building a clean, strong Party cell, a comprehensively strong unit that is "exemplary and typical".

Competition is a beautiful way of life
Rewards in competition are increasingly substantial and meaningful, creating great motivation for groups and individuals to overcome difficulties and fulfill their assigned duties and tasks well. But rewards are to encourage and motivate, not the destination of competition; healthy competition is the strongest source of motivation to help each person maximize their capacity, strengths, solidarity, creativity, and overcome their own limits to achieve the highest results. Therefore, instead of chasing after achievements or rewards, turn competition into a personal need, a daily reason to live to find satisfaction and joy in work. This is not difficult!

First of all, it is necessary to see that, whether there is competition and rewards or not, we must complete the assigned tasks well. However, the lack of effort and motivation to innovate makes it easy for work to fall into a rut, leading to stagnation. Therefore, there is a need for competition to motivate, attract, and encourage all individuals and groups to promote the tradition of patriotism, solidarity, innovation, dynamism, and creativity to strive to complete tasks well and achieve the best results.
To achieve this goal, each individual and collective must always unite, research, innovate working methods, and apply initiatives to improve productivity and quality. Thereby, contributing to promoting the overall development of agencies, units and the whole society. Through competition, collectives and individuals not only compete but also improve skills, experience and learn from each other. Competition also helps each individual regularly self-evaluate their capacity, recognize limitations and shortcomings to draw lessons. This helps each person continuously improve and perfect themselves in a sustainable way. More importantly, when they love and find meaning in what they do, competition will no longer be a burden but become a joy, an indispensable part of life./.
