The exercise was conducted in 3 phases: Changing to combat readiness; organizing defensive combat preparations and combat shooting practice, with 5 training issues.

Comrade Nguyen Huu Nghia, member of the Party Central Committee, Secretary of Hung Yen Provincial Party Committee delivered the opening speech of the exercise.

Colonel Vu Van Dinh, Commander of the Hung Yen Provincial Military Command, said: The exercise aims to improve the level and capacity of command, staff, and combat coordination of commanders, agencies at all levels, and means; at the same time, test the level of combat staff work and command and control of agencies and units in transitioning to a state of combat readiness; organize preparations and practice defensive operations, meeting requirements and tasks in the new situation.

Through drills, we can promptly adjust, supplement and perfect combat plans to match the actual situation when the enemy uses high-tech weapons.

Speaking at the opening of the exercise, comrade Nguyen Huu Nghia, member of the Party Central Committee and Secretary of the Hung Yen Provincial Party Committee, affirmed that this Border Guard Command's defensive combat exercise had many new contents, applied for the first time to gain experience.

This is a large-scale exercise with a short and urgent preparation time, conducted on large terrain both on land and at sea, and with diverse forms of coordination, so the requirements are high.

The exercise is the basis for the Central Military Commission, the Ministry of National Defense, and the Military Region 3 Command to draw experience, research, direct, guide, and unify the addition of theoretical principles, a system of operational documents, content, and methods of directing and operating the exercise in line with the functions, tasks, and fighting methods of the Border Guard in the regional defense posture.

In order for the exercise to achieve its goals and requirements, the Secretary of the Hung Yen Provincial Party Committee requested the Provincial Military Command and officers and soldiers of the Border Guard Command to uphold their sense of responsibility, closely coordinate among forces, ensure smooth operation of the mechanism and actual combat; uphold the sense of discipline and regular working style, ensure that each content and each stage of the exercise achieves the highest quality and efficiency; unite, overcome difficulties, and be determined to complete the exercise program content well with the motto "Quality, efficiency, absolute safety".

This will be an important result in leading border work and building the provincial Border Guard; contributing to building an increasingly solid all-people border defense and all-people border defense posture in the all-people national defense.
