In the coastal training areas of Hung Yen province, for many months now, the footprints and sweat of officers and soldiers of units in the Hung Yen Provincial Armed Forces have been imprinted with the construction of facilities for the training. Up to now, the system of fortifications, battlefields, model houses, and visitor houses has been completed, ensuring compliance with standards. Major Nguyen Ba Dung, Captain of the 2nd Mechanized Reconnaissance Company, General Staff Department, Hung Yen Provincial Military Command shared: "During the construction process, our area was continuously affected by two storms No. 10 and No. 11. Living conditions far from the unit are still difficult, however, officers and soldiers all made the greatest efforts, regardless of the sun or rain, to ensure the progress assigned by the superiors."

Assigned to the task of practicing at sea, officers and soldiers of Border Guard Squadron 2, Border Guard Command, Hung Yen Provincial Military Command not only performed well the task of patrolling to protect sovereignty , security and order at sea, but also practiced plans and were ready to handle situations well during the exercise. Lieutenant Colonel Tran Thanh Binh, Captain of Border Guard Squadron 2 shared: "We practiced in rough sea conditions, increased monsoon winds, high waves, low tides, making it very difficult to enter and exit the port. There were days when the water level was low, we only had 1 to 2 hours to practice. Therefore, officers, staff and soldiers in the Company were highly focused, prepared carefully and thoughtfully."

One of the difficulties in preparing and organizing defensive combat exercises of the Border Guard Command is directing and building a system of documents to manage the exercise. Because this is the first time that the Military Command of Hung Yen province in particular and the provincial military agency in general have been assigned this task. Especially in the context of officers and employees approaching and getting acquainted with the new area and unit model. Currently, there are no guidelines or general theories on exercises to apply.
With the spirit of only discussing and not backtracking, learning while doing, the Party Committee and the Military Command of Hung Yen province lead and direct officers and employees of the agencies to maximize the spirit of learning, researching, applying experience from practical work, closely following the direction of superior agencies to advise, guide, and deploy the steps to prepare for the exercise. Lieutenant Colonel Nguyen Xuan Dieu, Head of the Training Department, Staff Department, Military Command of Hung Yen province said: "In the process of advising and guiding the preparation and drafting of documents, we apply documents on provincial defense operations and border operations regulations. When completing each document, we ask for opinions from superior professional agencies and report to commanders at all levels and are ready to receive, adjust, and complete the documents."

Determining that the exercise is a particularly important task, the Party Committee and the Military Command of Hung Yen province advised the Standing Committee of the Provincial Party Committee and the People's Committee of Hung Yen province to issue policies and plans to direct departments and branches to coordinate in implementing the exercise preparation work. The Party Committee and the Military Command of the province have led and directed the development and completion of the system of documents guiding and operating the exercise, and the exercise assignments at each stage. The agencies of the Military Command of Hung Yen province have promoted their advisory role well, especially in directing and operating the preparation work. Cadres, employees and soldiers of the armed forces of Hung Yen province Yen clearly defined his responsibilities, focused on training, performed well the assigned tasks, and strived to excellently complete the defensive combat exercise task for the Border Guard Command.
