Promoting the role of grassroots government
Ia Mo is a border commune in the west of Gia Lai province, with a large area, 27.6km of border with Cambodia, the proportion of ethnic minorities is nearly 80%. People's lives are still difficult, the level of education is not uniform, but the military recruitment work is still seriously and effectively implemented by the locality.
After implementing the two-level local government model, many tasks and powers regarding military service (NVQS) that were previously assigned to the district level are now assigned to the commune level, requiring grassroots cadres to have a firm grasp of regulations, proactively advise, and properly implement procedures.

Comrade Le Manh Dung, Commander of the Ia Mo Commune Military Service Command, said: "After being reorganized, the Commune Military Service Council has mobilized the entire political system to participate, promoting the role of village elders, religious dignitaries, and prestigious people in the community to propagate and raise people's awareness of military service. The work of reviewing, grasping, and verifying the source of military recruitment is carried out closely, ensuring accuracy and publicity. Up to now, Ia Mo Commune has completed the preliminary selection and requested health examinations for 44 citizens, with the close guidance and assistance of the Defense Command of Region 4 - Chu Prong".

In An Phu ward, the locality has 2,201 citizens of military age, the selection work was deployed early and synchronously. According to comrade Nguyen Duc Mao, Deputy Commander of An Phu ward Military Command, the ward called for preliminary selection of 435 citizens, the participation rate reached 100%, many young people wrote applications to volunteer to join the army.
This result clearly shows the effectiveness of implementing the two-level local government model, when the role and responsibility of the Military Service Council and the Commune Military Command are strongly promoted. Accordingly, immediately after the merger, An Phu ward established the Military Service Council, specifically assigned each member, coordinated with the police force, and the head of the residential group to visit the house to inquire, encourage, and clearly understand the circumstances, aspirations, qualifications, and ideology of each citizen. The propaganda and preliminary selection work was carried out publicly and transparently, ensuring that "whoever is recruited, that person is sure to be selected".
According to comrade Tran Minh Trieu, Chairman of the People's Committee of Chu Se commune, military recruitment is identified as the top political task of the locality. Accordingly, the commune has promoted the role of the entire political system, clearly assigning responsibilities to each member of the Military Service Council. Through political and policy review, Chu Se commune has 1,403 citizens eligible for military service, of which 708 citizens were called for preliminary health screening. The Commune Military Service Council has classified and concluded clearly, ensuring publicity, democracy, and fairness, as a premise for implementing the next steps.
Tight process, flexible method
Through practical research in many localities of Gia Lai province, it can be seen that the decisive factor in the work of selecting and calling citizens to join the army under the two-level local government model is the capacity and responsibility of the Party Committee, the government, the Military Service Council and the Military Command at the commune level. Immediately after implementing the model, the Party Committee and the Military Command of Gia Lai province advised the Provincial Party Committee and the Provincial People's Committee to establish and perfect the Military Service Council at all levels.
At the same time, organize training and fostering for officers in charge of military recruitment, promptly update new points in legal documents such as Law No. 98/2025/QH15 of the National Assembly (amending and supplementing a number of articles of 11 laws on military and national defense), Circular No. 68/2025/TT-BQP and Circular No. 97/2025/TT-BQP of the Ministry of National Defense. The Provincial Military Command also assigns competent and experienced officers to monitor, guide, inspect, and help communes and wards organize the selection and call-up of citizens for military service to ensure proper procedures, while being flexible in methods to suit the characteristics of each locality.

Colonel Nguyen The Vinh, member of the Provincial Party Standing Committee, Commander of the Provincial Military Command, Permanent Vice Chairman of the Gia Lai Provincial Military Service Council, shared: "In many communes and wards of the province, up to 80% of young people of military age are studying and working far from home, making the review and approval work difficult. In that situation, the Provincial Party Committee and Military Command have directed localities to organize reviews and grasp the actual capacity of citizens of military age; hold meetings to review, make lists, and classify right from villages, hamlets, and residential groups, ensuring democracy and publicity before political review at the commune and ward levels. Along with that, the Military Commands of neighboring communes and wards coordinate to review and compare cases of change of residence, avoiding duplication or omission when finalizing the list. This approach helps Gia Lai not only fulfill its military recruitment targets but also improve the quality of citizens joining the army, contributing to strengthening national defense, building a solid defense area right from the grassroots level. office".
