Accordingly, the State Bank has just issued Circular 41/2025-TT-NHNN consisting of 27 articles, amending and supplementing a number of contents of Circular 40/2024 regulating the provision of payment intermediary services to complete the legal framework, ensuring safety and transparency for electronic transactions in the period of strong development of the digital payment market.

According to regulations, opening e-wallets for individuals and organizations has been tightened in the direction that before opening an e-wallet, individuals and organizations must have their biometric information verified.
Specifically, for individuals, e-wallet owners using identity cards or electronic identification cards or citizen identification cards (with information storage components) or electronic identities, e-wallet service providers must meet e-wallet owners in person and conduct identity document verification and verification to ensure that the e-wallet owners' biometric information matches.
In case the e-wallet owner is a foreign individual not present in Vietnam, the e-wallet service provider is allowed to verify customer identification information through a third party or by hiring another organization.
For organizations established and operating in Vietnam, the organization providing e-wallet services must meet directly with the legal representative of the e-wallet owner and verify the information of the legal representative of the e-wallet owner similar to that of individuals.
In case the e-wallet owner is a foreign legal entity, the e-wallet service provider is allowed to verify the information of the legal representative of the e-wallet owner through a third party or hire another organization, but must ensure that the third party or other organization meets directly with the legal representative of the e-wallet owner and checks and compares the identity documents, and matches the biometric information of the legal representative.
In particular, for organizations that are: State agencies, public service units; Listed organizations as prescribed in the Securities Law; Organizations on the Fortune Global 500 list published by Fortune Magazine in the previous year are not required to conduct information reconciliation.
This Circular takes effect from November 5, 2025. The regulation on opening e-wallets requiring biometric verification takes effect from January 1, 2026.

In addition, according to the new regulations, the total transaction limit of personal e-wallets (including money transfers and payments) remains at 100 million VND/month for regular transactions. However, the ceiling can be raised to a maximum of 300 million VND/month if users use e-wallets to pay for essential services such as electricity, water, telecommunications, tuition, hospital fees, insurance and loans due at credit institutions.
The expansion of the limit is expected to make it more convenient for people to make cashless payments, especially in large cities where spending on essential services is increasing.
The State Bank emphasized that this regulation also aims to control risks and prevent the use of e-wallets for illegal purposes.
