Many problems in handling domestic waste in Dong Nai

On November 10, the People's Committee of Dong Nai province worked with relevant units to review the results of the review of planning for domestic solid waste treatment areas in the area.

According to Mr. Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment of Dong Nai, Dong Nai province currently generates nearly 2,700 tons of household waste every day; there are still 22 temporary landfills in the province with a total remaining volume of more than 460,000 tons. In Dong Nai, some waste treatment areas are at full capacity, some areas have temporarily stopped receiving waste, while the amount of waste generated is increasing, the province is facing the risk of overloading household waste treatment.

Dong Nai has a policy of converting waste treatment technology in existing areas and investing in waste incineration projects to generate electricity. However, the implementation process has encountered many problems, so the policy has been slow to be implemented. This has caused difficulties in waste coordination between localities; a large amount of waste has not been treated, and there is even a risk of it increasing.

According to the approved plan, by 2030, Dong Nai province will have 9 domestic solid waste treatment areas. To resolve difficulties and speed up the construction progress of waste treatment areas, Dong Nai Department of Agriculture and Environment proposed that the province assign the Department of Construction to preside over and coordinate with relevant units to review and update the construction planning of transfer station projects and solid waste treatment areas into Dong Nai province's planning. The Department of Industry and Trade reviews the electricity planning, allocates power generation capacity, and updates changes in waste-to-energy projects compared to Power Plan VIII. Directs wards and communes in the area to urgently review and report on the planning and investment of domestic solid waste transfer stations for early operation. Requests investors of waste treatment projects to speed up the implementation progress, ensuring compliance with the planning and treatment technology that meets environmental requirements.

Dong Nai Department of Agriculture and Environment will preside over and coordinate with other units to continue monitoring, guiding and proposing solutions to handle difficulties in the process of treating household waste.

According to the Department of Agriculture and Environment of Dong Nai, currently some waste treatment areas in the province have proposed to increase their operating capacity.

At the meeting, Vice Chairwoman of Dong Nai Provincial People's Committee Nguyen Thi Hoang said that in order to achieve the waste treatment target according to the Resolution of the 1st Provincial Party Congress, term 2025 - 2030, the relevant agencies need to promptly remove obstacles in the waste treatment projects in operation; quickly complete procedures, speed up the progress of the new waste treatment area project.

Ms. Nguyen Thi Hoang basically agreed with the proposals of the Department of Agriculture and Environment of Dong Nai. At the same time, she requested the Department of Agriculture and Environment of Dong Nai to urgently review legal regulations and related procedures to advise on how to handle the waste incineration project with a capacity of 1,200 tons/day in Vinh Tan commune; guide and support procedures for relocating the waste treatment plant in Binh Phuoc ward to a location suitable for the planning; advise on land allocation or organize a bidding to select an investor for the Dong Xoai waste treatment plant.

Regarding the proposal to increase capacity at some waste treatment areas, Ms. Nguyen Thi Hoang assigned the Dong Nai Department of Agriculture and Environment to propose suitable solutions based on current regulations.
