Operating effectively... but still facing difficulties and challenges
The highlight recorded at the thematic conferences between the Standing Committee of Dong Nai Provincial Party Committee and the Standing Committees of the Party Committees of communes and wards in the area on the results of operating the 2-level local government model is that many Public Administration Service Centers, especially in developed localities, are operating effectively. The work of handling administrative procedures (TTHC) is ensured to be timely, correct and ahead of schedule at a high level (such as: An Phuoc communes reached 99.63%; Binh Minh reached 99.51%; Hung Thinh reached 95%; Thien Hung reached 99.78%; Tan An reached 98.79%; Dai Phuoc reached 99.8%). The communes have synchronously deployed shared software systems, issuing digital signatures to leaders and officials. Many communes have established community digital technology teams to popularize digital skills for people. The index of serving people and businesses (Index 766) is assessed as good in many communes.

In addition to the achieved results, in the process of implementing the two-level local government model, the wards have faced challenges and shortcomings, mainly revolving around the issues of resources, infrastructure and synchronization in management. The biggest difficulty of the communes today is the shortage of human resources, forcing officials to take on many tasks and work at high intensity. There is a great shortage of specialized officials and civil servants with in-depth expertise in accounting, construction information technology, land management and digital transformation, leading to low work efficiency. Most officials and civil servants were transferred from the old commune level or were not familiar with the new model, so they were confused, lacked experience, needed to learn and update their knowledge, causing great pressure on work.
In fact, many offices received from old administrative units have degraded and lack office space. Equipment (computers, printers) are mostly used from old communes, are old, have low configuration, and are often damaged, affecting work efficiency; the internal network system and internet connection are still weak, the software for handling administrative procedures is often faulty, slow, slowing down the progress of processing records. The lack of synchronization in digital infrastructure and databases makes digital transformation difficult. The population, household registration, and land database systems have not been completed and synchronized between the Central - province - commune, leading to duplication and prolonging the time to process administrative records...
Upgrading technology infrastructure, perfecting public service connections
Based on practical requirements, the communes proposed and recommended to the province a number of major solutions to remove institutional "bottlenecks", ensure resources and develop strategic infrastructure for the two-level local government apparatus to operate effectively and efficiently. At the same time, it is recommended to supplement the payroll for the vacant positions; have a mechanism to attract, train and foster highly specialized staff to meet the sudden increase in workload. Soon have specific guidelines on accepting experienced non-professional commune-level workers into civil servants for the Party and mass organizations.
Some localities have proposed that the province soon approve the investment policy to build new or upgrade Party Committee, People's Council, People's Committee, and cultural houses to ensure working conditions according to standards; at the same time, consider building public housing to support officials who work far away. Along with that, upgrade software and information technology infrastructure to ensure inter-level operations. In particular, it is proposed to accelerate the completion of the national database on land and connect public services to reduce the time to handle administrative procedures.
Faced with the difficulties and to promote the potential advantages of the locality, the communes requested the Provincial Party Committee and the Provincial People's Committee to direct departments and branches to strengthen close coordination with the commune level to promptly guide, resolve and remove difficulties and obstacles. Mobilize and second provincial-level officials and civil servants to support the commune level. Support funding for the construction of inter-agency working headquarters for the Party Committee - People's Committee of the commune. Allow localities to contract for specialized positions in areas with large workloads; consider increasing and transferring specialized civil servants to areas where there is a shortage.
