
Dong Nai Provincial People's Committee has just issued Decision 54/2025/QD-UBND on criteria and scoring scale for recognizing communes and wards that meet the "Friendly Government" (CQTT) standards in the province.
Accordingly, a commune-level government that meets the 4-star CQTT standard must achieve a total score of 95 points or more (total score on a 100-point scale); from 90 to under 95 points meets the 3-star CQTT standard; from 80 to under 90 points meets the 2-star CQTT standard; achieving less than 80 points meets the 1-star CQTT standard.
After being recognized by the Chairman of the Provincial People's Committee as "standard star", it will be shown through the form of "Friendly Government Sign" publicly displayed at the Department of receiving and returning administrative procedure results of the People's Committee at the commune level.

According to the People's Committee of Dong Nai province, the purpose of the assessment and classification of CQTT is to comprehensively review state management activities in the fields of: Politics , economy, culture - society, national defense - security at the commune level. This is one of the bases for reviewing and evaluating the results of implementing political tasks, evaluating emulation results and considering annual rewards for the People's Committee at the commune level.
There are 5 criteria for evaluating CQTT including: Propaganda work on CQTT (15 points); implementation of civility, office culture and code of conduct for cadres and civil servants (15 points); satisfaction level of cadres, civil servants, people, and business organizations with the quality of the "Friendly Government" model (20 points);
In addition, criteria: Administrative reform according to the Administrative Reform Index of the Provincial People's Committee (50 points); initiatives, improvements, new working models (with innovative models in the field of work recognized by the provincial level and widely deployed in communes and wards (5 points added).
Also according to the People's Committee of Dong Nai province, the assessment and classification is carried out based on the above 5 criteria through a survey form (including a survey of people coming to contact for work).
Specifically, collecting opinions from commune-level officials and civil servants on the content of implementing democracy at commune and ward agencies; surveying and collecting people's opinions on the Chairman of the People's Committee of communes and wards; surveying and collecting people's opinions on the results of implementing democracy at the grassroots level at communes and wards; surveying and collecting people's opinions and organizations on the one-stop shop.
