The event took place during General Secretary To Lam’s policy talk with the high-ranking intellectual community of the UK and Vietnam, within the framework of the General Secretary’s State visit to the UK. At the same time, the event also realized the commitments that Tam Anh and Oxford signed in the Memorandum of Understanding (MOU) in January 2025.
Based on the fact that Vietnam is in need of more centers for research and development of drugs, vaccines and modern medical technologies, and to be ready to meet the needs of disease prevention, treatment and health care of the people, Tam Anh Research Institute and Oxford University have worked urgently and seriously to sign an official cooperation contract, along with a specific action program in priority areas.
Priority areas include: training and improving research capacity for clinical doctors of Tam Anh General Hospital System, Tam Anh Research Institute; jointly implementing highly applicable research topics in Vietnam; research results will be applied to medical examination and treatment practices in Vietnam and contribute more valuable information to medicine.
In addition, Tam Anh and Oxford will jointly fund, conduct and publish international science .
The cooperation between Oxford and Tam Anh is even more meaningful when it is implemented at a historical stage of Vietnam entering an era of strong development, a period of rapid economic growth, epidemiological transition from responding to infectious diseases to enhancing prevention of non-communicable diseases, chronic diseases, application of advanced technology in medical examination, treatment and health care for people is given a very high priority, in the spirit of Resolution No. 72 of the Politburo.

In the first phase, the two sides will focus on organizing training courses to improve scientific research capacity, medical data management, medical research and development topics and expert exchanges. It is expected that the first three training courses will be held in December 2025.
The two sides will also conduct joint research on new solutions and applications in improving medical examination and treatment capacity in particular, and diseases that are global challenges in general, such as cancer, cardiovascular disease, diabetes, stroke, etc.
On this occasion, the two sides also announced the official website of the "Tam Anh Oxford Partnership Program" (TOP), officially placed on the website of Oxford (ox.ac.uk) and Tam Anh Research Institute (Tamri.vn).
Dr. Phuong Le Tri, Executive Director of Tam Anh Research Institute under Tam Anh General Hospital System, said that in order to reach official and specific cooperation agreements with Oxford, Tam Anh had to prepare solid foundational conditions such as modern facilities, working processes, systematic scientific research, especially a team of qualified staff to work with professors and experts from Oxford in many fields.
"Tam Anh hopes to contribute to training generations of talented young medical researchers in Vietnam on par with other countries in the world, and at the same time learn from Oxford to build an international-class medical training and research center in Vietnam," said Dr. Tri.
