
Completing the underground technical infrastructure system
Implementing the direction of Lam Dong Provincial People's Committee in Conclusion Notice No. 431/TB-UBND dated October 30, 2025, the Da Lat Area Construction Investment Project Management Board has focused on reviewing and urging relevant units to urgently carry out undergrounding of technical infrastructure of the project to upgrade and expand Bui Thi Xuan Street.
The project to upgrade and expand Bui Thi Xuan Street is 1.65km long, with a total investment of 109 billion VND. The project aims to complete the inner-city traffic system, contributing to the beautification of the civilized and modern urban area of Da Lat.
In particular, the undergrounding of technical infrastructure system is an important part of the work, including the construction of more than 3,135 meters of new technical trenches on the sidewalk and cable ditches across the road; relocation and reinstallation of nearly 1,812 meters of 22kV underground cable, along with thousands of meters of existing power lines and telecommunication cables.
Up to now, the construction of technical trenches and installation of underground power lines have been basically completed. The work of reclaiming existing power lines and concrete poles has only reached about 40% of the volume, with many locations still not yet completely handled.
The main reason is that Nguyen Van Troi 2 transformer station is currently overloaded and has not been upgraded, making it difficult to connect and level the power grid. Meanwhile, the electricity demand of people on both sides of the road, mainly serving restaurants and hotels, is always high, leading to power outages for construction work that must depend entirely on the plan of the Da Lat Electricity Management Team.

At the same time, telecommunications units also encountered obstacles when simultaneously implementing many other underground projects in the area such as: Hoang Van Thu Street, Phu Dong Thien Vuong and Le Hong Phong intersections. The lack of human resources caused the progress of relocation, installation of underground cables and recovery of above-ground systems to be delayed compared to the general plan.
To resolve the problem, the Da Lat Area Construction Investment Project Management Board has worked with Lam Dong Electricity many times, sending documents requesting support for implementing the power outage schedule to serve the connection and grid leveling, and at the same time recommending early investment in upgrading Nguyen Van Troi 2 Transformer Station. However, up to now, the station upgrade has not been implemented, affecting the progress of recovering the floating electricity poles on the route.
Speed up the relocation of electricity poles
After construction, Bui Thi Xuan Street has almost completed the road surface, sidewalks, asphalt, road markings and lighting system.
The new route is more spacious and convenient, becoming one of the main traffic axes connecting the central area with the service and tourist areas of the city. However, the image of dozens of concrete electric poles on the road makes many people worried.

Mr. Dang Hong Nam, 72 years old, a resident on Bui Thi Xuan Street, shared: “The construction project will take a long time, more or less affecting the daily life and business of people on both sides of the road. But everyone understands that this is a public project, so everyone creates favorable conditions for the construction, hoping to soon have a beautiful and synchronous road. Now the road is spacious, only the electric poles have not been relocated, which is both unsightly and dangerous for road users. I hope the units will handle it soon so that the street can be truly completed.”
According to records, the current electric poles are located along both sides of the road, in some places right on the newly paved asphalt road surface, posing potential risks to vehicles, especially at night or in bad weather.
In addition to the safety factor, the existence of exposed electric poles also makes the urban landscape unsynchronized and inconsistent with the modern appearance of the street.

Speaking to reporters, Mr. Pham Nguyen Vu, Technical Officer of Hung Nguyen Company Limited, the project contractor, said that the company is urgently coordinating with the electricity industry to relocate the remaining electric poles. However, this process must strictly comply with technical operating procedures to ensure grid safety.
“The project involves undergrounding the power system, so power cuts and transmission must be carried out step by step. The underground system is currently in the trial operation phase to assess its stability, so temporary overhead lines are still maintained as a backup plan. As soon as the assessment is completed, we will coordinate with the electricity company to retrieve all the power poles, striving to complete them in November 2025,” Mr. Vu informed.

A representative of the Da Lat Area Construction Investment Project Management Board said that the unit has proactively coordinated with departments and branches, especially the Department of Science and Technology of Lam Dong province, to direct telecommunications network operators to make specific plans, in sync with the electricity industry to speed up the progress of undergrounding and recovering all above-ground infrastructure.
The Da Lat Area Construction Investment Project Management Board has also proposed that the Provincial People's Committee continue to direct Lam Dong Electricity and the Da Lat Electricity Management Team to urgently upgrade the transformer station, coordinate with construction units to complete the connection and level the power grid, and organize the recovery of the entire remaining floating electricity pole system in November 2025.
Along with that, the Department of Science and Technology of the province has strengthened the direction of telecommunications enterprises to complete the installation of underground cables, ensuring the overall progress of the project. When all items are synchronized, Bui Thi Xuan Street will truly become a new highlight of the central urban area of Da Lat.
