Following the directives of the Government and the Prime Minister in Official Telegrams 162/CĐ-TTg and 169/CĐ-TTg on promoting the disbursement of public investment capital in 2025, the People's Committee of Lao Cai province has issued numerous guiding documents and organized meetings, inspections, and follow-ups to overcome difficulties and ensure the achievement of the 100% disbursement target for the allocated capital plan for the year.

Close coordination between local authorities and regional management boards.

In the final months of 2025, the atmosphere at construction sites and projects in Lao Cai ward and Coc San commune was bustling with activity. Local government officials, project management boards, and construction units were frequently present at the sites, monitoring progress and resolving difficulties, especially in land clearance, a crucial step in accelerating the disbursement of public investment funds.

In the Lao Cai - Coc San area, the total allocated capital for 2025 is VND 1,080 billion; the disbursed capital has reached over VND 600 billion. Currently, the Lao Cai - Coc San Area Investment and Construction Project Management Board is coordinating with relevant departments to accelerate land clearance and urge contractors to speed up construction progress, striving to complete the disbursement of allocated capital for 2025 by December 31, 2025.

Mr. Dao Minh Khanh, Vice Chairman of the People's Committee of Coc San commune, shared: “From the beginning of the year, the commune has developed a plan to disseminate information and mobilize the people to effectively carry out land clearance work, considering this a key task. Commune and village officials and mass organizations directly visited each household to clearly explain the compensation and support policies, as well as the benefits of the projects for infrastructure development and people's lives. As a result, most households agreed and were ready to hand over the land early, helping the projects to be implemented smoothly and contributing to the disbursement progress of public investment capital in the locality.”

According to Mr. Khanh, in addition to public awareness campaigns, the commune also coordinates with project management boards to regularly hold dialogues, resolve issues on the spot, and quickly handle land-related procedures, ensuring that the site is available for contractors to begin construction as soon as the weather is favorable.

The Board closely coordinates with Lao Cai ward, Coc San commune, and relevant units to promptly address each problematic case. Thanks to this smooth coordination, many roads, resettlement areas, and urban infrastructure in the Lao Cai - Coc San area have had their land cleared early, helping contractors accelerate construction.”

Decisive action from the provincial level

At the provincial level, the Lao Cai Provincial Investment and Construction Project Management Board is implementing many comprehensive solutions to achieve 100% of the capital plan for 2025.

The goal is to prevent capital stagnation and project delays, especially for key projects such as the Lao Cai - Hanoi - Hai Phong high-speed railway line, resettlement areas, and key connecting transportation projects…”

In particular, the Chairman of the Provincial People's Committee, Tran Huy Tuan, recently issued a document urging the disbursement of funds, requiring departments, agencies, and localities to clearly define the responsibilities of their leaders and consider the disbursement of public investment capital as a top political priority. The province assigned the Department of Finance to closely monitor the progress of each project, resolutely cutting funds from projects with slow disbursement to supplement those with good progress; at the same time, it requested the People's Committees of communes and wards to strengthen propaganda, publicly and transparently disclose information on compensation, and encourage people to donate land and hand over the site early.

With the spirit of "overcoming the sun, conquering the rain, and not being defeated by storms," ​​it can be said that the entire political system is working together, determined to complete 100% of the public investment disbursement plan for 2025, contributing to promoting growth, improving infrastructure, and raising the living standards of the people.
