Resolutely disburse public investment capital from the grassroots level

Implementing the direction of the Government and the Prime Minister in Official Dispatches 162/CD-TTg and 169/CD-TTg on promoting the disbursement of public investment capital in 2025, Lao Cai Provincial People's Committee has issued many directive documents, and organized meetings, inspections and urging to remove difficulties, ensuring the completion of the disbursement target of 100% of the capital plan assigned in the year.

Close coordination between local and regional management boards

In the last months of 2025, in Lao Cai ward and Coc San commune, the working atmosphere at construction sites and projects took place urgently. Local government officials, project management boards and construction units were regularly present at the site, urging progress and removing difficulties, especially in site clearance (GPMB), which is considered the "key" to speeding up the disbursement of public investment capital.

In the Lao Cai - Coc San area, the total capital allocated in 2025 is 1,080 billion VND; the disbursed capital has reached more than 600 billion VND. Currently, the Lao Cai - Coc San Construction Investment Project Management Board is coordinating with functional departments to speed up the progress of site clearance and urging contractors to speed up the construction progress, striving to complete the disbursement work assigned in 2025 by December 31, 2025.

Mr. Dao Minh Khanh - Vice Chairman of Coc San Commune People's Committee, shared: "From the beginning of the year, the commune has developed a plan to propagate and mobilize people to carry out site clearance work well, considering this a key task. Commune, village and union officials directly go to each household to clearly explain the compensation and support policies, as well as the benefits of the projects for infrastructure development and people's lives. Thanks to that, the majority of households agree and are ready to hand over the site early, helping the projects to be implemented smoothly, contributing to the progress of disbursement of local public investment capital".

According to Mr. Khanh, in addition to propaganda, the commune also coordinates with project management boards to regularly hold dialogues, remove on-site obstacles, quickly handle land-related procedures, and ensure the site so that contractors can start construction as soon as the weather is favorable.

The Board closely coordinates with Lao Cai ward, Coc San commune and related units to promptly handle each problem. Thanks to the smooth coordination, many roads, resettlement areas and urban infrastructure in the Lao Cai - Coc San area have been cleared early, helping contractors speed up construction.”

Determination from provincial level

At the provincial level, the Lao Cai Provincial Construction Investment Project Management Board is implementing many synchronous solutions to complete 100% of the 2025 capital plan.

Mr. Vu Lan - Director of Lao Cai Province Construction Investment Project Management Board said: “We require affiliated units to closely follow the scene, strengthen coordination with contractors and localities to remove difficulties, ensure construction progress and timely capital payment. The goal is to not let capital stagnate and slow down the project, especially key projects such as the Lao Cai - Hanoi - Hai Phong high-speed railway, resettlement areas and key connecting traffic works…”.

In particular, recently, Chairman of the Provincial People's Committee Tran Huy Tuan issued a document urging disbursement work, requesting departments, branches and localities to clearly define the responsibilities of their leaders, considering disbursement of public investment capital as a top political task. The province assigned the Department of Finance to closely monitor the progress of each project, resolutely cut capital of slow-disbursement projects to supplement projects with good progress; at the same time, requesting the People's Committees of communes and wards to step up propaganda, publicize and make transparent compensation information, mobilize people to donate land and hand over the site early.

With the spirit of "overcoming the sun, winning the rain, not losing to the storm", it can be said that the entire political system is joining forces, determined to complete 100% of the public investment disbursement plan in 2025, contributing to promoting growth, improving infrastructure and improving people's lives.
